En el Día del Juez y la Jueza, se reafirma a todo el país un trabajo integro y dinámico en favor de la ciudadanía.

“Jueces y juezas del Perú: reafirmemos nuestro compromiso de un trabajo íntegro y célere en favor de la ciudadanía; la Constitución nos asigna deberes primordiales, permanentes e inexorables, esto es coadyuvar al bienestar con justicia y equidad haciendo realidad un mayor acceso a la justicia”, enfatizó.

Este mensaje lo dio durante el acto central por el Día del Juez y la Jueza realizado en Palacio de Justicia con la presencia de los integrantes de la Sala Plena de la Corte Suprema y las principales autoridades del país.

Entre los asistentes estuvieron la vicepresidenta de la República, Dina Boluarte, en representación del jefe de Estado, Pedro Castillo; la presidenta del Congreso, María del Carmen Alva; el contralor Nelson Shack, integrantes de la Junta Nacional de Justicia, entre otros.

AVANCES
En su discurso, Barrios Alvarado dio cuenta de los avances en los cinco ejes de su gestión: integridad y transparencia, transformación digital, descarga procesal y fortalecimiento jurisdiccional, la modernización institucional, así como el acceso a la justicia y políticas públicas.

Destacó que el uso de las tecnologías de la información coadyuva al combate de la corrupción.

En ese sentido, indicó que se ha implementado la plataforma digital “Conoce a tu Juez” que agrupa tres aplicativos que permiten acercar a los justiciables con la administración de justicia: El juez te escucha, El módulo del sentido de las decisiones judiciales y El Casillero Digital del Juez o Jueza.

Refirió que el módulo El juez te escucha recibió 209,726 solicitudes de citas, de las cuales atendió 102,246, y que se está impulsando a los magistrados a cumplir con dar respuesta a todas ellas.

Sobre el Módulo del sentido de las decisiones judiciales sostuvo que los jueces y juezas están en la obligación de publicar en esta plataforma el sentido de sus decisiones el mismo día en que la causa ha sido deliberada y votada.

Respecto al Casillero Digital del Juez y Jueza refirió que este permite a cualquier ciudadano conocer todos los autos y sentencias que emiten cada uno de los 3452 jueces y juezas del Perú día a día.

También destacó los avances en la implementación del Expediente Judicial Electrónico, la oralidad civil, el sistema de Remate Judicial Electrónico (Remaju) a nivel nacional.

VIOLENCIA DE GÉNERO
Sobre la lucha contra la violencia de género indicó que en el marco del Sistema Nacional Especializado de Justicia para la Protección y Sanción de la Violencia contra las Mujeres y los Integrantes del Grupo Familiar se implementaron este año 27 órganos jurisdiccionales en Cusco, Junín y Lima Norte.

De igual modo, informó que el Botón de Pánico ya funciona en el ámbito urbano de los 34 distritos judiciales del país, y que el proyecto de inteligencia artificial denominado Tucuy Ricuy, que coadyuvará a la labor jurisdiccional, tiene un avance del 75 %.

Asimismo, anunció que en la segunda semana de agosto empezará a funcionar el aplicativo Seguras, una herramienta de geolocalización gratuita de todos los servicios judiciales en el ámbito de la violencia contra la mujer y los integrantes del grupo familiar.

Añadió que existen tres millones de expedientes en trámite y 3452 jueces y juezas. ”Es un reto de grandes proporciones, del que estoy convencida que podremos afrontar con la transformación digital”, remarcó.

AUTONOMÍA
En otro momento, Barrios Alvarado exhortó a los jueces y juezas a evitar caer en la lenidad, la inopia, el burocratismo o en la tentación del aplauso fácil o del activismo estéril.

“El día en que los jueces resuelvan mirando titulares, sucumbiendo a la vanidad, a la presión o la simpatía de bando (…) estaremos debilitando el Estado de Derecho, y ya no habrá más jueces en Berlín como decía Ferrajoli (jurista italiano)”, remarcó.

Luego dijo que a los jueces les toca defender activamente la autonomía del Poder Judicial.

“La autonomía es la razón de ser de la Judicatura como garantía constitucional, los ciudadanos pueden respirar tranquilos si cuentan con un poder autónomo y con jueces independientes e imparciales, pues es la expresión de esos contrapesos necesarios para el desarrollo nacional”, indicó.

Añadió que un escenario donde no hay contrapesos efectivos del poder, donde no hay imperio de la Constitución y el Derecho, donde se avasallan las instituciones políticas, económicas y sociales, es el perfecto derrotero hacia un Estado fallido.
