En el acto de reconocimiento, que se enmarca en el artículo 167 de la Constitución, participaron los ministros de Defensa, Walter Ayala; y del Interior, Juan Carrasco; y el jefe del Comando Conjunto de las Fuerzas Armadas, general de División Manuel Gómez de la Torre Araníbar.

Asimismo, los comandantes generales del Ejército, general de División José Vizcarra Álvarez; de la Marina de Guerra, vicealmirante Alberto Alcalá Luna; de la Fuerza Aérea del Perú, teniente general FAP Jorge Chaparro Pinto; y de la PNP, general PNP César Cervantes.

La ceremonia empezó a las 10:00 horas. A su llegada, el mandatario recibió los honores correspondientes a su investidura, presentó su saludo a la bandera de Guerra y pasó revista a los destacamentos de las Fuerzas Armadas y de la PNP emplazados en el lugar. Luego de ello, se entonó el Himno Nacional.

A continuación, se realizó el reconocimiento del presidente de la República como jefe supremo. El mandatario también recibió la insignia y el bastón de mando que simbolizan su autoridad sobre las Fuerzas Armadas y la Policía Nacional, de manos del jefe del Comando Conjunto.

Luego de ello, el presidente Castillo pronunció un discurso en el que sostuvo que el pueblo peruano reconoce la labor que, históricamente, ha realizado las Fuerzas Armadas y la Policía Nacional en defensa de la integridad del territorio y el orden interno, protegiendo a la nación ante cualquier peligro, preservando el principio de la libre determinación de los pueblos, la defensa de los derechos humanos y la no intervención en asuntos externos.

HOMENAJE
“Como presidente de la República, pero sobre todo como hombre del Perú profundo, conocedor de las necesidades históricas de nuestras hermanas y hermanos de todos los rincones de la patria, quiero rendir homenaje a los valerosos peruanos que dieron su vida en Junín y Ayacucho para lograr la independencia del Perú y de América”, manifestó.

Destacó que las Fuerzas Armadas han intervenido en la defensa de los límites del país, en las acciones de integración con los pueblos alejados de la patria, en la lucha contra el terrorismo y en las acciones de rescate y ayuda humanitaria ante los diversos fenómenos naturales que suelen afectar a la población, como recientemente en el sismo que afectó al norte del país.

“Hoy, nuestra Fuerza Armada y Policía Nacional enfrentan uno de los desafíos más graves de nuestra historia, como consecuencia de la pandemia causada por la COVID-19. Es por ello que reconocemos su intensa labor en favor de nuestros compatriotas del interior del país, como el Plan Tayta”, señaló.

“Pero también –dijo-, rendimos homenaje a aquellos soldados, oficiales, suboficiales y personal de las sanidades de las Fuerzas Armadas y policiales que dieron su vida en defensa de nuestros compatriotas en plena pandemia”.

“Agradezco la entrega de nuestras Fuerzas Armadas y policiales en esta tarea diaria de luchar juntos contra las desigualdades, la pobreza y la injusticia social”, expresó.

ELIMINAR LA DISCRIMINACIÓN
En otro momento, sostuvo que, en el inicio del tercer siglo de vida independiente, estamos viviendo el comienzo de una nueva época, en la cual las Fuerzas Armadas y policiales trabajarán junto a todos los peruanos y peruanas para eliminar todo vestigio de discriminación y desigualdad.

El jefe del Estado invocó a los oficiales, suboficiales y personal civil y militar de las Fuerzas Armadas a inspirarse en el profundo espíritu patriótico y de servicio de los héroes nacionales y poner su disciplina, coraje y amor por el país al servicio de los más necesitados.

Afirmó que “en mi gobierno recorreremos todos los rincones de la patria, para escuchar y trabajar con todos los niveles de gobierno y de la población organizada, para atender las necesidades más urgentes que tiene nuestra población”.

Luego de 200 años de vida independiente, invoco a la unidad de todos los peruanos, incluyendo a los hombres y mujeres de nuestras gloriosas Fuerzas Armadas y policiales, para que, inspirándonos en nuestro pasado glorioso y milenario, avancemos juntos en paz y unidad y superar las diferencias estructurales que, como sociedad, hemos conservado desde nuestra emancipación, remarcó.

CON EL PUEBLO Y PARA EL PUEBLO
“Los invoco también a escuchar las voces de los peruanos y peruanas más necesitados, de nuestras comunidades indígenas y campesinas, de los trabajadores informales, de las familias más pobres, de los desamparados y desocupados, de los enfermos, de nuestros ancianos, de los discapacitados, de los minusválidos, que día a día luchan por sobrevivir en condiciones sociales y económicas difíciles, para salir de la grave crisis sanitaria que afecta a los más vulnerables del Perú”, manifestó.

Reafirmó que, tal como lo mencionó en su mensaje a la Nación del 28 de julio, “mi gobierno del cambio ha llegado para gobernar con el pueblo y para el pueblo, lo que se expresará también en la política de defensa de nuestros intereses como nación y en el cual el papel de nuestras Fuerzas Armadas es muy importante para lograr la salida a la crisis económica, apoyando en el fortalecimiento de nuestra agenda social de los pueblos”.

El mandatario también animó a los miembros de las Fuerzas Armadas y de la PNP a mantener viva la mística que ha caracterizado a las mujeres y hombres que han forjado la historia de la patria y trabajar junto con todo el pueblo, para lograr un Perú más inclusivo y tolerante, que, a partir de nuestras diversas visiones, sepa construir un futuro más digno, más solidario y más humano para todos los peruanos y peruanas.

He highlighted that the Armed Forces have intervened in the defense of the country’s limits, in integration actions with peoples far from the homeland, in the fight against terrorism and in rescue and humanitarian aid actions in the face of various natural phenomena that they usually affect the population, as recently in the earthquake that affected the north of the country.

“Today, our Armed Forces and National Police face one of the most serious challenges in our history, as a consequence of the pandemic caused by COVID-19. That is why we recognize their intense work in favor of our compatriots in the interior of the country, such as the Tayta Plan, ”he said.

“But also,” he said, “we pay tribute to those soldiers, officers, NCOs and health personnel of the Armed Forces and police who gave their lives in defense of our compatriots in the midst of the pandemic.”

“I appreciate the dedication of our Armed Forces and police in this daily task of fighting together against inequalities, poverty and social injustice,” he said.
