Durante su discurso, aseguró que la vocación integracionista del pueblo peruano y su espíritu de hermandad y de amistad con todos los países se incrementarán durante su gestión.

La ceremonia se realizó en el Gran Comedor de Palacio de Gobierno y en ella el jefe del Estado estuvo acompañado por el ministro de Relaciones Exteriores, Héctor Béjar. En la actividad también participaron el viceministro de Relaciones Exteriores, Luis Chávez Basagoitia; el decano del Cuerpo Diplomático, monseñor Nicola Girasoli; los jefes de Misiones Diplomáticas; encargados de Negocios; y representantes de Organizaciones Internacionales.

“Agradezco las palabras del nuncio apostólico en representación de todo el Cuerpo Diplomático, así como su deseo de éxito para la gestión de nuestro gobierno en el Perú”, expresó el mandatario en el inicio de su alocución.

Luego afirmó: “Tengan la seguridad que en mi gobierno podrán encontrar siempre la mano extendida y abierta de un gobierno que representa fielmente el sentir y los anhelos de lo que llamamos el Perú profundo, frase con la que solemos hacer referencia a ese Perú que va muchos años más allá de los 200 años de la vida republicana o de 300 años de colonia”.

RELACIONES PACÍFICAS Y RECÍPROCAS
Tras señalar que proviene de ese Perú multilingüe y pluriétnico en costa, sierra y selva, en el que conviven todas las sangres, el presidente Castillo sostuvo que “esta mano que hoy les extiendo a todos y cada uno de ustedes de manera sincera y fraterna, es la mano del pueblo peruano que busca mantener relaciones pacíficas, constructivas y de interés recíproco con todas las naciones del mundo, sin distinción alguna, sin calificaciones de ningún tipo”.

Destacó que el pueblo peruano se ha caracterizado siempre por su honestidad con el visitante extranjero, por su solidaridad con los pueblos que padecen injusticias y por su amistad sincera para entablar relaciones de cooperación e intercambio.

“La vocación integracionista del pueblo peruano y su espíritu de hermandad y de amistad con todos los países del mundo se incrementarán durante mi gobierno, por lo que les puedo asegurar nuestra voluntad de estrechar los lazos no solamente de amistad entre nuestros respectivos países, sino para aumentar nuestros vínculos culturales, económicos y sociales”, manifestó.

POLÍTICA EXTERIOR
En otro momento, el jefe del Estado precisó que la política exterior de su gobierno se basa en el multilateralismo activo, el derecho internacional, la integración económica, social y cultural, la solución pacífica de controversias, el respeto a los derechos humanos, el principio de no intervención, la cooperación para el desarrollo y la protección del medioambiente.

“Respaldamos plenamente el libre y el autónomo derecho de cada pueblo a mantener libremente y sin obstáculos el intercambio comercial y cultural con el resto de la comunidad global y latinoamericana”, subrayó.

El presidente Castillo reafirmó la importancia de una gobernanza global sustentada en normas e instituciones y renovó el compromiso de su gestión con la democracia y los derechos humanos, promoviendo tales principios y valores en los principales organismos mundiales, como la Organización de las Naciones Unidas y la Organización de los Estados Americanos.

“Concretaremos este compromiso proponiendo también modernizar la Comunidad Andina, que es el principal mercado regional para nuestras empresas exportadoras de manufacturas. El objetivo será revalorar dicha institución supranacional bajo un nuevo modelo de integración multidimensional”, especificó.

MEJORAR LA CALIDAD DE VIDA
“En particular, señoras y señores, deseo hacerles un llamado para contar con la experiencia y conocimiento de sus países, para afianzar los esfuerzos que este gobierno viene desplegando para mejorar la calidad de vida de nuestros hijos en el interior del país, para mejorar la educación, la salud, la ciencia y tecnología, en beneficio de las grandes mayorías del pueblo peruano”, subrayó.

Al manifestar que, como maestro de escuela rural, conoce mejor que nadie las profundas brechas de desigualdades que existen en el país, sobre todo en el sistema educativo, el mandatario instó a los representantes diplomáticos “a apoyarnos a elevar las condiciones de enseñanza” en los diferentes niveles, como el universitario y la educación técnica superior.

La cooperación en ciencia y tecnología también resulta esencial en estos tiempos en los que las herramientas digitales se han vuelto una gran necesidad para la educación, la salud y las actividades económicas, anotó.

SOCIOS DEL PERÚ
Asimismo, afirmó que, con el decidido apoyo del Ministerio de Relaciones Exteriores, que recientemente también cumplió 200 años, “incrementaremos el diálogo con todos ustedes para que sean verdaderos socios del Perú y de los millones de peruanos, especialmente de los más necesitados, para eliminar la pobreza incrementada en esta pandemia”.

“Esperamos que se puedan sumar a nuestro trabajo para mejorar la calidad de vida de nuestras hermanas y hermanos de las comunidades indígenas, campesinas, de la niñez desamparada, de nuestros ancianos y discapacitados, de los enfermos y todas las familias que, diariamente, luchan por subsistir en un escenario social y económico complejo, donde la grave crisis sanitaria ha afectado más a los más vulnerables”, advirtió.

“Tal como lo mencioné en mi mensaje a la Nación, un gobierno del cambio ha llegado en este momento para gobernar con el pueblo y para el pueblo, lo que se expresará también en la política exterior y en un renovado esfuerzo por fortalecer nuestra agenda social a favor de todos los peruanos aquí y en el exterior”, remarcó.

El jefe del Estado sostuvo que pueden encontrar en el Perú a un socio confiable para incrementar las relaciones económicas y comerciales en condiciones de justo y mutuo intercambio, lo que permitirá reactivar nuestras economías.

“Finalmente, reafirmo nuestro compromiso para llevar a cabo una política exterior al servicio de la paz, de la democracia y el desarrollo, con una diplomacia nacional autónoma, democrática, social y descentralizada, con progreso y justicia social para todos los peruanos, que renueva una adecuada inserción del país en el mundo y en los mercados internacionales, a través de una estrecha vinculación entre la acción externa y nuestras prioridades de desarrollo nacional”, puntualizó.
