Agencia Peruana de Noticias PRENSAPERU.PE https://prensaperu.pe Twitter: @prensaperupe Luego de un intenso debate, el Pleno del Congreso acordó desestimar la Moción de Orden del Día N.° 38, que proponía considerar como acto inmoral la designación del titular de la PCM, Guido Bellido Ugarte, entre otros aspectos.

La legisladora Yessica Amuruz Dulanto (Avanza País) sustentó dicha moción que tenía como objetivo que el Parlamento acuerde considerar que la suscripción de la Resolución Suprema 64-2021-PCM, del 29 de julio de 2021, mediante la cual el señor presidente de la República, José Pedro Castillo Terrones, designa como presidente del Consejo de Ministros al señor Guido Bellido Ugarte, constituye acto inmoral y de rechazo de todos los peruanos.

“No es un secreto que tenemos un Gobierno cuestionado y qué decir de sus actos como autoridad. Hay sombras que alcanzan las fibras más delgadas de nuestra sociedad, y esto se debe corregir. El señor Bellido, dirigente del partido oficialista Perú Libre, tiene abierta una investigación fiscal por apología al terrorismo y posiciones muy conservadoras en temas de derechos humanos”, manifestó la legisladora de Avanza País.

Señaló también que la designación de autoridades involucradas o investigadas en casos relacionados con el narcotráfico y el terrorismo se encontrarían impedidas de ejercer cargo público que tenga vinculación con información sensible del estado, como la Dirección de Inteligencia Nacional, y todas las áreas de inteligencia destinadas a la lucha contra el terrorismo y el narcotráfico, entre otros aspectos.

Luego de un breve debate, la moción fue aprobada para su discusión y debate, en donde parlamentarios de diversas Bancadas políticas dieron a conocer sus puntos de vista, entre ellos la legisladora Sigrid Bazán Narro (JP), quien señaló no estar de acuerdo con la moción planteada, señalando que se está cuestionando las prerrogativas del presidente de la República:

“Hay que respetar el voto de la gente, y no se puede estar adelantando una vacancia cuando hay problemas vitales que atender al país”, consideró.

Durante el debate, los parlamentarios Ilich López Ureña, Luis Aragón Carreño y Pedro Martínez Talavera (AP) refirieron que los temas de censuras, vacancias y otros tipos de crisis política contravienen con la miseria económica y el rebrote de la pandemia.

“Aquí, necesitamos consenso. Los productos encarecen. No discutamos temas insulsos. Vamos por el progreso”, manifestó.

Por su parte, el legislador Germán Tacuri Valdivia (PL) refirió no estar de acuerdo con la moción, y pidió que se priorice la gobernabilidad.

A su vez, su colega, Wilmar Elera García (SP-PM), consideró que la moción es ilegítima y que el nombramiento del presidente del CM, Guido Bellido, está en el marco de la ley.

Mientras que los congresistas Jhakeline Ugarte Mamani, Silvana Robles Araujo y Pasión Dávila Atanacio (PL) señalaron que se debería de esperar la presentación del gabinete para determinar acciones y preservar la gobernabilidad y así rechazar todo intento de vacancia presidencial.

A su turno, Noelia Herrera Medina (RP) refirió que las autoridades deben cumplir requisitos básicos para ser funcionarios. “No podemos permitir autoridades con antecedentes policiales y vinculados con el terrorismo”, consideró.

A su vez, el parlamentario Eduardo Salhuana Cavides (APP) consideró que toda moción es importante por su contenido, pero consideró no compartirla.

“Debemos ver una visión clara para el futuro del país. No lo hay. Sin embargo, nos preocupa el alza de precios, la salud, la educación. Esa es la realidad, pero Perú Libre debe corregir algunos aspectos de su Gobierno”, consideró.

Por su parte, José Williams Zapata (Avanza País) señaló que no está en cuestión el Gobierno, lo que se quiere hacer es llamar la atención al Ejecutivo para que tenga en cuenta la correcta designación de los nuevos funcionarios; además aseveró que no hay ningún intento de golpe.

A su turno, la congresista Ruth Luque Ibarra (JP) consideró que se viene discutiendo cosas intrascendentes e irracionales, cuando el país necesita salidas a la crisis.

Su colega, Héctor Valer Pinto (SP-PM), solicitó se defina este caso para avanzar en temas de fondo.

Seguidamente, el legislador Segundo Acuña Peralta (APP) pidió haya reflexión ante los temas políticos del país.

Su colega, Wilson Quispe Mamani (PL), afirmó estar en desacuerdo con la moción.

En tanto, la legisladora Isabel Cortes Aguirre (JP) solicitó a sus colegas dejar las discusiones vanas y preocuparse más por las necesidades de la población.

A su turno, el parlamentario Edgar Tello Montes (PL) señaló su disconformidad con la moción.

Al término de la intervención de los parlamentarios en relación con este tema, la autora de la moción, la congresista Amuruz Dulanto (Avanza País) dio a conocer un texto sustitutorio que exhorta al presidente de la República a tener en cuenta para la designación de ministros de estado los aspectos relacionados con investigaciones, procesos y sentencias en asuntos de terrorismo, narcotráfico, lavado de activos, entre otros aspectos, considerando también la idoneidad técnica y moral.

“Solo queremos exhortar al presidente de la República que tenga en cuenta los requisitos básicos para los nombramientos de las actuales autoridades del Poder Ejecutivo”, concluyó.

Al término del debate, el Pleno del Congreso dejo sin efecto la moción con 61 votos en contra, 47 a favor y 6 abstenciones.
