1.- MEDIDAS PARA VENCER LA PANDEMIA DE LA COVID-19
En ese sentido dentro de las medidas del ejecutivo para vencer la pandemia de la Covid-19, el titular del Consejo de Ministros expuso lo siguiente:
Nuestra meta continúa siendo vacunas a todos los peruanos mayores de 18 años y hacer todo el esfuerzo para lograr incluso vacunar a los menores de esa edad en lo que resta del 2021.
Nuestro horizonte es garantizar el abastecimiento de las vacunas contra el Covid-19. Para ello:
EN PRIMER LUGAR
Hemos encargado al ministerio de Relaciones Exteriores concentrar sus esfuerzos en apoyo al ministerio de Salud para asegurar que el proceso de vacunación cuente con las dosis suficientes para el periodo 2021-2022.
EN SEGUNDO LUGAR
Hoy, no sabemos a ciencia cierta la periodicidad de dosis que necesitará el ser humano para estar protegido de la covid. Por eso, vamos a implementar a mediano plazo, a través del fortalecimiento del Instituto Nacional de Salud y la cooperación internacional con biotecnología, la producción de la vacunas, especialmente la anticovid en el país.
Mientras tanto, para asegurar el objetivo de inmunización, intensificaremos en todo el país la vacunación con vacunatones, calendarios de vacunación permanente y brigadas en los lugares más alejados para cerrar brechas y continuar avanzando.
Cabe señalar que el 28 de julio de este año teníamos trece millones vacunas aplicadas, mientras que el 22 de agosto tenemos 17 millones y medio de vacunas aplicadas. De otro lado hemos pasado de 17% al 27% de personas vacunadas al 22 de agosto. Son cifras sociales para que no queden dudas.
Por primera vez se han realizado cinco vacunatones. El primero con 277,000 dosis aplicadas; el segundo con 256,000; el tercero con 471,000; y los dos últimos vacunatones con 792,775 y 559,000 respectivamente, de vacunas aplicadas. Por primera vez el cuarto vacunatón fue descentralizado en Lima, Callao y ocho regiones. Posteriormente el quinto vacunatón se amplió a quince regiones.
El reto es, finalizado el mes de setiembre, inmunizar alrededor del 50% de la población objetiva en el ámbito rural y urbano.
DISPONIBILIDAD DE DOSIS DE LAS VACUNAS
Para el mes de agosto han arribado casi cinco millones de dosis y queda pendiente un millón y medio. Conforme a las coordinaciones efectuadas con laboratorio se ha logrado el adelanto de dosis para el mes de setiembre. Así en dicho mes tendremos casi trece millones de dosis de los laboratorios Pfizer, Sinopharm y Astrazeneca.
CONTRATOS EN NEGOCIACIÓN
Venimos desarrollando intensas negociaciones con los laboratorios Pfizer por 35 millones, Moderna por 20 millones, CureVac por 29 millones y Johnson y Johnson por 5 millones, siendo la fecha de llegada en el 2022.
La pandemia tiene un enfoque integral y la mejor oportunidad es detenerla en primer nivel de atención. Por eso, además de la vacuna, hemos desarrollado el plan nacional para enfrentar la tercera ola y lo hemos compartido y trabajado con las direcciones de los gobiernos regionales. Porque cada región tiene necesidades y características personales que tenemos que atender. Tenemos que llevar adelante una estrategia comunicacional y lograr la resistencia antivacuna y asimismo fortalecer una alianza con los líderes vecinales y comunales para incorporar a nuestro pueblo en la defensa de su salud.
Ampliaremos los horarios de atención en los centros de salud de doce a 24 horas y los pacientes no Covid hasta ahora postergados, incluida la salud mental y las inmunizaciones. Debemos fortalecer la logística de los establecimientos con un criterio preventivo dotarlos de concentradores de oxígenos, equipos de rayos X, etc.
Estamos promoviendo los centros de atención y oxigenación temporal en centros poblados y distritos en alianza con los gobiernos locales de tal manera que, con el oxígeno necesario, oxímetros de pulso y demás logística puedan atender y controlar los caso leves y moderados. También el plan descentralizado contempla fortalecer el nivel hospitalario, incrementar las camas UCI y las camas de alto flujo de oxígeno.
Para tal fin será necesario incrementar las planteas de oxígeno y el gobierno ya tiene en marcha siete plantas criogénicas. El MEF ha dispuesto un presupuesto inicial de 2,800 millones de soles para enfrentar la pandemia.
Los trabajadores de salud, héroes de la pandemia, se encuentran con una deuda laboral de 2,500 millones que incluye el tercer tramo de la escala salarial, nombramientos, bonos, que vamos a honrar.
El gobierno fortalecerá el sistema de salud. El MINSA debe ser una actividad rectora que permita un logro conjunto de objetivos nacionales, con presupuestos descentralizados en los niveles regional y municipal. Debemos ver la salud como un derecho y por tanto debemos orientar nuestros esfuerzos a una salud verdaderamente gratuita y de calidad. La salud de la población es y será nuestra prioridad.
En esa misma línea, se priorizará la ejecución del préstamo con el Banco Interamericano de Desarrollo para la creación de redes integradas de salud para permitir el intercambio prestacional entre las Instituciones Prestadoras de Servicios de Salud. Esto no implica la absorción de una institución por otra, sino que las mismas se guíen bajo una política rectora única ¡La salud de la población es y será nuestra prioridad!
2.- MEDIDAS PARA SEGUIR REACTIVANDO NUESTRA ECONOMÍA
PROMOVEREMOS LA ELIMINACIÓN DE LA BRECHA FINANCIERA
El Banco de la Nación proporcionará al ciudadano todos los servicios bancarios disponibles a tasas competitivas. Para dicho fin, presentaremos un Proyecto de Ley para fortalecer y modernizar al Banco de la Nación y facultarlo a otorgar créditos y realizar cualquier tipo de operación o servicio señalado en el artículo 221 de la Ley General del Sistema Financiero, en moneda nacional, a favor de personas naturales o jurídicas, en los centros poblados del territorio de la República donde la banca privada no tenga oficinas o no las haya en cantidades suficientes, con la finalidad de fomentar la inclusión financiera y mayor bancarización. Además, todo peruano y peruana que cumpla los 18 años, recibirá con su DNI su tarjeta del Banco de la Nación.
Se recuperarán el ingreso de las familias mediante proyectos de inversión social por 700 millones de soles en pequeñas obras municipales y 1,000 millones de soles para arreglar trochas carrozables a los centros poblados. Asimismo, se transferirán 3,000 millones de soles para municipalidades y gobiernos regionales para la ejecución de proyectos de inversión pública.
LLEVAREMOS ADELANTE LA SEGUNDA REFORMA AGRARIA
Ya no se trata de expropiar tierras, sino hacer llegar servicios de calidad al campo, promover la asociatividad y el cooperativismo; y ampliar el acceso de los hermanos agricultores a los mercados nacional e internacional. La segunda Reforma Agraria que impulsamos significa mayor capacitación, asociatividad y tecnificación para nuestros agricultores. Y se orientará a la industrialización rural y la generación de mayor valor agregado para los productos agropecuarios de nuestra patria.
Priorizaremos el destrabe de los proyectos Chavimochic III (Palo redondo), Majes Sihuas, Puyango-Tumbes, Chinecas para mejorar nuestra vocación agroexportadora y empleo digno.
INMEDIATA REACTIVACIÓN ECONÓMICA DEL SECTOR RURAL
El plan de reactivación agraria incluye un aumento del patrimonio de Agrobanco que permitirá su participación más activa en el FAEAgro. A ello se sumarán los 400 millones ya asegurado del Fondo AgroPerú. Todo esto significa 1,400 millones de soles de crédito directo adicionales para nuestros agricultores para la campaña agrícola que se inicia.
Destinaremos 200 millones a programas de empleo temporal en el sector agrario, hacia pequeñas obras y mantenimiento de sistemas de riego, con impacto en la producción agraria y la valorización de activos de los agricultores familiares.
Para enfrentar la fuerte alza internacional de precios de los fertilizantes destinaremos recursos a compras directas de gobierno a gobierno, y líneas de crédito de Agroperú para la compra de fertilizantes y otros insumos por parte de organizaciones y cooperativas agrarias. Igualmente, estaremos diseñando y ejecutando un programa de apoyo económico productivo directo para nuestros agricultores.
En el contexto del programa Hambre Cero, impulsaremos el Programa Nacional de Compras Estatales a la Pequeña Agricultura de manera que pequeños productores en pobreza reciban el beneficio de buenos precios, al mismo tiempo que los programas sociales, Comedores Populares y Ollas Comunes incorporen alimentos sanos y naturales a la dieta de niños y niñas y personas en situación de vulnerabilidad.
Movilizaremos la extensión y asistencia técnica hacia las comunidades campesinas y nativas a través de la convocatoria de un SECIGRA Agro que reciba el aporte de miles de jóvenes de últimos años de las carreras de las Ciencias Agrarias y Forestales y lanzaremos el programa de repoblamiento ganadero impulsando el mejoramiento de los pastos y el mejoramiento genético de ganado en una alianza entre INIA y los gobiernos locales y organizaciones de productores (Comunidades Nativas y Campesinas, Cooperativas Agrarias y Asociaciones)
IMPULSAREMOS PARA QUE LOS MICRO Y MEDIANOS EMPRENDEDORES GOCEN DE LOS BENEFICIOS DE LA FORMALIDAD
El apoyo de nuestra gestión a la formalización de nuestras peruanas y peruanos emprendedores nos exige un compromiso inédito en contra de las barreras económicas y burocráticas que desincentivan su crecimiento y dificultan la inserción al mercado con perspectiva de continuo desarrollo.
Es conocido que existen altos costos para el acceso a la formalización de los emprendedores a nivel nacional. Ante dicha problemática, se pondrá al alcance de las personas un servicio especializado de asistencia y asesoramiento a los ciudadanos en todo el proceso de constitución e inscripción de la Sociedad por Acciones Cerrada Simplificada (EmprendeSACS). Este servicio se prestará por vía telefónica, aplicación móvil y de modo presencial a nivel nacional.
Así, se espera que los ciudadanos a los que se les acompaña en dicho proceso logren inscribir la EmprendeSACS, a fin de impulsar la reactivación económica del país. A julio de 2026, se espera lograr la atención de 600,000 inscripciones de constitución de EmprendeSACS a nivel nacional.
IMPLEMENTAREMOS EL FONDO DE APOYO EMPRESARIAL A LAS MYPES DEL SECTOR TURISMO (FAE TURISMO)
Para lograr que más Mypes del sector turismo tengan acceso al crédito garantizado con FAE Turismo, se requiere asegurar que ofrezca mejores condiciones para estas y las entidades financieras, y facilite su acceso a nivel nacional. Para ello es necesario una revisión y adecuación de estas condiciones, lo que hará posible ejecutar subastas que alcancen el 100 % de fondos disponibles, permitiendo que un mayor número de Mypes del sector acceda a los créditos garantizados, que estos créditos respondan a las necesidades de estas Mypes y que el alcance del fondo llegue a todas las regiones.
A junio de 2021 se reportaron 1,969 Mypes beneficiadas. Pues bien, al cierre del 2021 se espera alcanzar un total de 3,000 Mypes beneficiadas con el 100% del monto garantizado (equivalente a S/ 200 millones) y, para julio del 2022, se espera ejecutar el 100% del monto garantizado (equivalente a S/ 300 millones).
Promoveremos la reactivación socio económico del sector turismo con los programas “Turismo Emprende” “Somos Artesanías” y en coordinación con el programa Trabaja Perú se financiarán proyectos de destinos turísticos comunitarios. Las microempresas pequeñas y medianas, organizaciones artesanales, guías de turismo, porteadores y comunidades serán los objetivos de reactivación.
¡Por un turismo con inclusión social comunal!
PROMOVEREMOS EXPORTACIONES SOSTENIBLES DE EMPRESAS PERUANAS
Si bien el flujo de divisas proveniente de las exportaciones peruanas al mundo ha mantenido un incremento sostenido en los últimos años, el Perú tiene un enorme potencial para incrementar el número de empresas exportadoras, principalmente MiPymes de las regiones, y así diversificar la oferta exportable y alcanzar a más y nuevos mercados. Para ello, se les dotará de información especializada de mercados, se fortalecerán sus capacidades y se les facilitará el contacto con compradores internacionales, especialmente de la región, con el fortalecimiento del programa VUCE (ventanilla única de comercio exterior)
Se espera que las exportaciones no minero energéticas peruanas alcancen los USD 20,5 mil millones a julio del año 2026, generados por 13,5 mil empresas exportadoras, principalmente MiPymes, fomentándose la creación de puestos de trabajo formales y mejor remunerados.
La promoción de la Marca Perú será repotenciada, estaremos presentes en la Expo Universal 2020 Dubai con todos nuestros productos bandera y megadiversidad socio cultural.

1.- MEASURES TO OVERCOME THE COVID-19 PANDEMIC

Our goal continues to be vaccinations for all Peruvians over 18 years of age and to make every effort to even vaccinate those under that age in the remainder of 2021.
Our horizon is to guarantee the supply of vaccines against Covid-19. For it:
FIRST
We have commissioned the Ministry of Foreign Affairs to concentrate its efforts in support of the Ministry of Health to ensure that the vaccination process has sufficient doses for the period 2021-2022.
IN SECOND PLACE
Today, we do not know for sure the periodicity of doses that humans will need to be protected from covid. For this reason, we are going to implement in the medium term, through the strengthening of the National Institute of Health and international cooperation with biotechnology, the production of vaccines, especially anticovid in the country.
Meanwhile, to ensure the goal of immunization, we will intensify vaccination nationwide with vaccinations, permanent vaccination schedules and brigades in the most remote places to close gaps and continue advancing.
It should be noted that on July 28 of this year we had thirteen million vaccines applied, while on August 22 we have 17 and a half million vaccines applied. On the other hand, we have gone from 17% to 27% of people vaccinated as of August 22. They are social figures so that there are no doubts.

VACCINE DOSE AVAILABILITY

Thus, in that month we will have almost thirteen million doses from the Pfizer, Sinopharm and Astrazeneca laboratories.
CONTRACTS IN NEGOTIATION
We have been developing intense negotiations with Pfizer laboratories for 35 million, Moderna for 20 million, CureVac for 29 million and Johnson and Johnson for 5 million, with the arrival date in 2022.
The pandemic has a comprehensive approach and the best chance is to stop it at first level of care. For this reason, in addition to the vaccine, we have developed the national plan to face the third wave and we have shared it and worked with the directorates of the regional governments. Because each region has needs and personal characteristics that we have to attend to. We have to carry out a communication strategy and achieve anti-vaccine resistance and also strengthen an alliance with neighborhood and community leaders to incorporate our people in the defense of their health.
We will extend the hours of attention in health centers from twelve to 24 hours and non-Covid patients so far postponed, including mental health and immunizations. We must strengthen the logistics of the establishments with a preventive criterion, equip them with oxygen concentrators, X-ray equipment, etc.
We are promoting temporary care and oxygenation centers in populated centers and districts in partnership with local governments in such a way that, with the necessary oxygen, pulse oximeters and other logistics, they can attend and control mild and moderate cases. The decentralized plan also contemplates strengthening the hospital level, increasing ICU beds and high-flow oxygen beds.
To this end, it will be necessary to increase the oxygen plants and the government already has seven cryogenic plants in operation. The MEF has established an initial budget of 2,800 million soles to face the pandemic.
Health workers, heroes of the pandemic, find themselves with a labor debt of 2,500 million that includes the third leg of the salary scale, appointments, bonuses, which we are going to honor.
The government will strengthen the health system. MINSA should be a guiding activity that allows a joint achievement of national objectives, with decentralized budgets at the regional and municipal levels. We must see health as a right and therefore we must direct our efforts towards truly free and quality health. The health of the population is and will be our priority.
Along the same lines, priority will be given to the execution of the loan with the Inter-American Development Bank for the creation of integrated health networks to allow the exchange of benefits between the Health Service Provider Institutions. This does not imply the absorption of one institution by another, but rather that they are guided by a single governing policy. The health of the population is and will be our priority!
2.- MEASURES TO CONTINUE REACTIVATING OUR ECONOMY
WE WILL PROMOTE THE ELIMINATION OF THE FINANCIAL GAP
Banco de la Nación will provide citizens with all available banking services at competitive rates. For this purpose, we will present a Bill to strengthen and modernize the Banco de la Nación and empower it to grant credits and carry out any type of operation or service indicated in article 221 of the General Law of the Financial System, in national currency, in favor of natural or legal persons, in the populated centers of the territory of the Republic where private banks do not have offices or there are not enough, in order to promote financial inclusion and greater banking. In addition, all Peruvians who turn 18 will receive their Banco de la Nación card with their ID.
The income of families will be recovered through social investment projects for 700 million soles in small municipal works and 1,000 million soles to fix carriage trails to the populated centers. Likewise, 3,000 million soles will be transferred to municipalities and regional governments for the execution of public investment projects.
WE WILL TAKE THE SECOND AGRARIAN REFORM FORWARD
It is no longer a question of expropriating land, but of bringing quality services to the countryside, promoting associativity and cooperativism; and expand the access of the farmer brothers to the national and international markets. The second Agrarian Reform that we promote means greater training, associativity and modernization for our farmers. And it will be oriented to rural industrialization and the generation of greater added value for the agricultural products of our country.
We will prioritize the unlocking of the Chavimochic III (Palo round), Majes Sihuas, Puyango-Tumbes, Chinecas projects to improve our agro-export vocation and decent employment.
IMMEDIATE ECONOMIC REACTIVATION OF THE RURAL SECTOR
The agrarian reactivation plan includes an increase in Agrobanco’s assets that will allow its more active participation in FAEAgro. To this will be added the 400 million already insured from the AgroPerú Fund. All this means 1,400 million soles of additional direct credit for our farmers for the agricultural season that is beginning.
We will allocate 200 million to temporary employment programs in the agricultural sector, towards small works and maintenance of irrigation systems, with an impact on agricultural production and the valuation of assets of family farmers.
To face the strong international rise in fertilizer prices, we will allocate resources to direct purchases from government to government, and credit lines from Agroperú for the purchase of fertilizers and other inputs by agricultural organizations and cooperatives. Likewise, we will be designing and executing a direct productive economic support program for our farmers.
In the context of the Zero Hunger program, we will promote the National Program of State Purchases for Small Agriculture so that small producers in poverty receive the benefit of good prices, at the same time that the social programs, Popular Dining Rooms and Common Pots incorporate healthy and to the diet of children and people in vulnerable situations.
We will mobilize the extension and technical assistance to the peasant and native communities through the convocation of a SECIGRA Agro that receives the contribution of thousands of young people from the last years of the Agricultural and Forest Sciences careers and we will launch the livestock repopulation program promoting the improvement of pastures and genetic improvement of livestock in an alliance between INIA and local governments and producer organizations (Native and Peasant Communities, Agricultural Cooperatives and Associations)
WE WILL PROMOTE SO THAT MICRO AND MIDDLE ENTREPRENEURS ENJOY THE BENEFITS OF FORMALITY
The support of our management to the formalization of our Peruvian entrepreneurs requires an unprecedented commitment against the economic and bureaucratic barriers that discourage their growth and make it difficult to enter the market with a perspective of continuous development.
It is known that there are high costs for access to the formalization of entrepreneurs at the national level. Faced with this problem, a specialized service of assistance and advice to citizens will be made available to people throughout the process of constitution and registration of the Simplified Closed Stock Company (EmprendeSACS). This service will be provided by telephone, mobile application and in person at the national level.
Thus, it is expected that the citizens who are accompanied in this process will be able to register the EmprendeSACS, in order to promote the economic reactivation of the country. As of July 2026, it is expected to reach 600,000 registrations for the incorporation of EmprendeSACS nationwide.
WE WILL IMPLEMENT THE BUSINESS SUPPORT FUND FOR SMEs IN THE TOURISM SECTOR (FAE TURISMO)
To ensure that more MSMs in the tourism sector have access to credit guaranteed with FAE Tourism, it is necessary to ensure that it offers better conditions for these and financial entities, and facilitates their access nationwide. For this, a review and adaptation of these conditions is necessary, which will make it possible to execute auctions that reach 100% of available funds, allowing a greater number of Mypes in the sector to access guaranteed credits, that these credits respond to the needs of these Mypes and that the reach of the fund reaches all regions.

Although the flow of foreign exchange from Peruvian exports to the world has maintained a sustained increase in recent years, Peru has enormous potential to increase the number of exporting companies, mainly MSMEs in the regions, and thus diversify the exportable supply and reach more and new markets. For this, they will be provided with specialized information on markets, their capacities will be strengthened and contact with international buyers, especially from the region, will be facilitated with the strengthening of the VUCE program (single window for foreign trade).
Peruvian non-mining energy exports are expected to reach USD 20.5 billion as of July 2026, generated by 13.5 thousand exporting companies, mainly MSMEs, promoting the creation of formal and better paid jobs.
The promotion of the Peru Brand will be re-powered, we will be present at the Universal Expo 2020 Dubai with all our flagship products and socio-cultural mega-diversity.
