En la carta notarial el premier peruano, señala que Patricia Chirinos ha mentido al país en razón a que jamás la ofendió con frase alguna que nunca expresó, y que todo lo que ella sostiene es el resultado de una creación política perversa de un dicho inexistente que responde a una campaña de demolición contra mi persona y al actual gobierno iniciado en el mes de agosto por los principales actores políticos de oposición, con el objetivo de desestabilizar la democracia.
Del mismo modo en la carta notarial se lee, “usted está mintiendo al Perú, ya que quien sufre una agresión moral denuncia con pruebas fehacientes dentro de las 24 horas a autoridad competente y no espera que pasen 30 días en una reacción -extemporánea sospechosa- que hoy pretende crear pruebas falsas”
Finalmente la carta notarial en mención, exige que un plazo de 72 horas la vicepresidenta del Congreso se rectifique de está conducta antiética e ilícita, y corrija esta infamia por una frase que nuca expresé; ya que respeto y defiendo los Derechos de todas las Mujeres del Perú y del Mundo, porque entre ellas está mi madre, de lo contrario si usted persiste en su afirmación falsa en mi agravio, en defensa de la verdad y de mi honor me veré en la obligación de interponerle una denuncia ante el juez penal por difamación agravada, según el artículo 132 del código penal.
Ee importante recordar que en nuestro país la injuria, la calumnia y la difamación son delitos, que son punibles, y pueden llevar a la cárcel a una persona de 1 a 3 años y con penas multa.
El honor tiene como antecedente la dignidad de las personas, lo que hace que sea considerado como un atributo de la personalidad del que todos los seres humanos gozamos, consagrado en la Constitución Política del Perú.
El honor comprende tanto la opinión que el resto de personas puedan tener de mí, lo que se conoce como la fama, o reputación social, así como la autovaloración que cada quien tenga de sí mismo.
INJURIA
Es todo aquello que mediante palabras, gestos o movimientos corporales ofende o ultraja a otra, lesionando su autovaloración o estimación personal o afectando su imagen o reputación social.
CALUMNIA
Es la falsa atribución de un delito a un miembro de nuestra sociedad. Así, se afecta el honor de una persona cuando se le atribuye haber realizado una acción delictiva que nunca hizo
DIFAMACIÓN
Es cuando los delitos de injuria y de calumnia son realizados frente a varias personas reunidas o separadas, pero de manera que pueda difundirse la noticia o el hecho o la cualidad que perjudica el honor y la reputación de las personas, se configura una figura mas grave
