Sostuvo que en la revisión preliminar hecha por su administración tras asumir el cargo, se ha encontrado evidencias de presuntas irregularidades por ejemplo en la compra de mascarillas, artículo indispensable en la pandemia que se adquirió por un valor que supera el triple del precio en el mercado.

También se detectó bienes estratégicos como medicamentos, material médico y de laboratorio por más de 117 millones de soles que están vencidos o por vencer en los próximos 4 meses.

Asimismo, se hallaron documentos de compromisos de pago no sustentados, es decir, sin requerimientos, sin términos de referencia, ningún procedimiento regular en las compras, por un monto ascendente a más de 4 millones de soles.

El titular de EsSalud remarcó que será implacable en la lucha frontal contra la corrupción para desterrar estas malas prácticas en la institución y sancionar a los malos funcionarios y que su gestión se caracterizará por ser limpia y transparente.

“Vamos a hacer un proceso de auditoría y los órganos de control interno de la institución tienen que proceder a detectar estas irregularidades y a los responsables. Esto va a contribuir a tener una gestión transparente y limpia”, manifestó.

CLUB DE LAS FARMACÉUTICAS
El doctor Carhuapoma hizo este anuncio a su salida de la Comisión de Fiscalización y Contraloría del Congreso, donde informó, entre otros temas, sobre la compra directa que hizo la anterior gestión de seis tomógrafos y lentes de seguridad contra salpicaduras por más de S/ 28.9 millones y que tendría un sobrecosto, caso denominado “el Club de las Farmacéuticas” y que viene siendo investigado por el Ministerio Público.

Al respecto, el presidente del Seguro Social dijo que se viene brindando todas las facilidades para que culminen las investigaciones y se determine las responsabilidades administrativas y penales para aquellas personas que han infringido las normas y afectado el patrimonio y los recursos de los asegurados.

“A la fecha este caso (“el Club de las Farmacéuticas) se encuentra dentro del plazo de la investigación preliminar a cargo del primer despacho de la Segunda Fiscalía Provincial Penal Corporativa Especializada en Delitos de Corrupción de Funcionarios de Lima, encontrándose pendiente de realizar las diversas diligencias encomendadas a la Diviac (División de Investigación de delitos de Alta Complejidad de la Policía Nacional)”, precisó.

Respecto a la compra de equipos de protección personal (EPP) hecha por parte del Instituto de Medicina Legal (IML) del Ministerio Público a una empresa privada y que pertenecerían a EsSalud, tema por el que también fue convocado por la comisión, Mario Carhuapoma indicó que el Seguro Social no tiene empresa privada que se dedique a la venta de estos insumos.

MERITOCRACIA
En otro momento, el titular de EsSalud aseguró que en su gestión primará la meritocracia y sostuvo que todo funcionario y trabajador público debe servir a la sociedad con responsabilidad social, trabajando en equipo y actuando con transparencia y dentro del marco legal.

“Vamos a convocar por mérito a los profesionales más destacados y con experiencia, incluso personal de planta, para poner sus conocimientos al servicio de la sociedad y de los millones de asegurados”, puntualizó.

Finalmente, el funcionario manifestó que se va a trabajar un plan anticorrupción y que está llano a recibir los aportes que la Comisión de Fiscalización pueda alcanzar en esa materia.
