En dicho escenario el titular de la PCM, sostuvo meridianamente que todo sentimiento de cambio viene de la población, por ello hoy en día los peruanos tienen a un gobierno como del hermano Pedro Castillo Terrones, con el que vamos a canalizar sus demandas en forma conjunta, en todos los niveles de gobierno y en estrecha coordinación, puntualizó.
En otro momento Guido Bellido Ugarte más conocido entre los más cercanos a él como PUKA que en quechua significa rojo, indicó prístinamente que en el Perú de hoy estamos en un proceso de cambio de mecanismos y formas. Del mismo modo recalcó Bellido Ugarte que como un primer gobierno de provincias, debe ser distinto y primar el diálogo, la coordinación y las propuestas. Tenemos que programar para saber cuánto tiempo tomará desarrollar cada demanda, manifestó.
Posteriormente, horas más tarde el premier peruano sostuvo largas reuniones con diversos alcaldes de esta región del sur peruano, en las mismas el titular de Consejo de Ministros escuchó atentamente sus diversas demandas y tomo acciones inmediatas para agilizar en muchos de los casos y en otros dar inicio a los procesos para el desarrollo de sas diversas jurisdicciones de las autoridades ediles que uno a uno hacían llegar sus palabras de requerimientos al premier Bellido Ugarte.
Lo ocurrido hoy domingo en Arequipa, denominado “Comisión de Encuentro con Organizaciones de Bases Sindicales y Sociales”, es clara manifestación de lo que el actual gobierno esta realizando, cuyo trabajo servirá para canalizar la demanda de los trabajadores, junto a los gobiernos regionales, provinciales y distritales.
El premier Guido Bellido Ugarte reiteró que la atención de las demandas de la población en general debe ser priorizada, tal como se ha dialogado con los gobernadores regionales, así como con los alcaldes provinciales y distritales de Arequipa.
Asimismo, anunció que en los próximos días se retirará la demanda presentada por el anterior gobierno al Tribunal Constitucional por la ley que elimina el régimen laboral CAS.
NUEVA LEY DE CONTRATACIONES EN EL PAÍS
El presidente del Consejo de Ministros indicó que en todas las regiones del país, así como en Arequipa, existen obras de desarrollo paralizadas. Frente a esta situación, sostuvo, se necesita “tener una nueva ley de contrataciones y adquisiciones, para evitar este tipo de entrampamientos en la ejecución de las obras que se adjudican a las empresas”. Añadió que lo que se busca es “que todas las empresas tengan posibilidades, pero que no saquen dinero del pueblo con estrategias judiciales, con medidas cautelares y demás”, mencionó.
El jefe del Gabinete ministerial participó en el encuentro con organizaciones sociales y sindicales, junto al congresista de Perú Libre, Jaime Quito, alcaldes y representantes de las diversas organizaciones de base de esta región.
SEGUNDA REFORMA AGRARIA DEL PERÚ
En otro momento, el premier Bellido expresó que la segunda reforma agraria se enfocará en garantizar agua, créditos y fertilizantes a precios accesibles para los agricultores. Igualmente, se trabajará en búsqueda de mercado, para lo que se requiere la certificación de productos y el acompañamiento técnico para los productores agrarios.
“Necesitamos la soberanía alimentaria y para ello necesitamos agua y sistemas de riego; si no invertimos en esto, no vamos a tener agricultura. Los proyectos de agua y riego son prioridad en este gobierno y vamos a profundizar ese trabajo a nivel nacional”, precisó.
