PCM promulga reglamento del Sistema Nacional de Transformación Digital para fortalecer la gobernanza digital del Perú.

Agencia Peruana de Noticias PRENSAPERU.PE https://prensaperu.pe Twitter: @prensaperupe Con el objetivo de fortalecer la gobernanza digital en el país con un claro enfoque en garantizar el desarrollo de la economía digital y la innovación en favor del desarrollo económico y social de la ciudadanía, la Presidencia del Consejo de Ministros, a través de la Secretaría de Gobierno y Transformación Digital, promulgó el reglamento del Sistema Nacional de Transformación Digital creado mediante el Decreto de Urgencia N.° 006-2020.

El reglamento busca fortalecer la autoridad nacional técnico-normativa del Sistema Nacional de Transformación Digital, cuya responsabilidad recae en la Secretaría de Gobierno y Transformación Digital de la PCM. De ese modo, se habilita, por ejemplo, la emisión de opiniones vinculantes sobre regulaciones de las materias del sistema, además del establecimiento de mecanismos ágiles para el logro de las metas, como mecanismos de innovación abierta, laboratorios de innovación, mesas de cocreación y codiseño, comités de expertos nacionales e internacionales, entre otros.

Asimismo, el reglamento abre la posibilidad de publicación de datos abiertos por parte del sector privado, a fin de favorecer el diseño de política pública. Del mismo modo, determina el impulso a plataformas de intermediación digital y modelos de negocio disruptivo para el desarrollo de la economía digital, el comercio electrónico y el talento digital, en favor del avance del proceso nacional de transformación digital.

“Desde la Secretaría de Gobierno y Transformación Digital venimos impulsando la participación de todos los actores del ecosistema digital del país. En esa línea, la promulgación del reglamento permite consolidar la gobernanza digital hacia el ejercicio de una ciudadanía digital segura, a fin de poner la tecnología al servicio de la población en todo el Perú”, indicó Marushka Chocobar, secretaria de Gobierno y Transformación Digital de la PCM.

El reglamento establece una hoja de ruta clara para impulsar el gobierno digital, la digitalización de las pequeñas y medianas empresas, la economía digital, el emprendimiento digital, la conectividad, el fortalecimiento del talento digital y el aprovechamiento de las tecnologías de la Cuarta Revolución Industrial, con especial énfasis en las situaciones de vulnerabilidad, las lenguas originarias y la diversidad cultural de nuestro país.

A la fecha, el Perú cuenta con instrumentos tecnológicos que permiten impulsar la transformación digital, como la Plataforma Nacional de Gobierno Digital, la Plataforma Nacional de Gobierno de Datos, la Infraestructura de Datos Espaciales del Perú, la Entidad de Certificación Nacional del Estado Peruano, la Red Nacional del Estado Peruano (REDNACE), la Red Nacional de Investigación y Educación (RNIE), entre otros.

Asimismo, se cuenta con el Laboratorio de Gobierno y Transformación Digital para cocrear, producir, innovar, prototipar y diseñar plataformas digitales; la Red Nacional de Innovadores Digitales, que impulsa acciones para compartir innovaciones digitales públicas y privadas; el Índice de Innovación Digital, que permite evaluar el estado de madurez en el desarrollo de la innovación digital en el país, entre otros.

La Presidencia del Consejo de Ministros, a través de la Secretaría de Gobierno y Transformación Digital, es el ente rector del Sistema Nacional de Transformación Digital. Dicta las normas, lineamientos, principios, técnicas, instrumentos y establece los procedimientos en materia de transformación digital mediante el cual se organizan y promueven las actividades de los miembros del sistema. Es responsable de su operación y correcto funcionamiento.

El Perú ha venido creciendo sostenidamente en los indicadores internacionales de digitalización. Recientemente, fue publicado el Índice GovTech del Banco Mundial, que ubica al Perú en el Grupo A de los países más avanzados en transformación digital. De igual manera, el Ranking Mundial de Innovación publicado por la OMPI ubica al Perú entre los países con mayor desempeño en materia de innovación a nivel mundial. Estos avances son resultados del fortalecimiento de la gobernanza digital, así como del compromiso y acciones llevadas a cabo en todo el ecosistema digital del país.

Likewise, the regulation opens the possibility of publication of open data by the private sector, in order to favor the design of public policy. Similarly, it determines the promotion of digital intermediation platforms and disruptive business models for the development of the digital economy, electronic commerce and digital talent, in favor of advancing the national digital transformation process.

“From the Secretariat of Government and Digital Transformation we have been promoting the participation of all the actors of the country’s digital ecosystem. Along these lines, the promulgation of the regulation allows consolidating digital governance towards the exercise of a secure digital citizenship, in order to put technology at the service of the population throughout Peru ”, indicated Marushka Chocobar, Secretary of Government and Digital Transformation of the PCM.

The regulation establishes a clear roadmap to promote digital government, the digitization of small and medium-sized companies, the digital economy, digital entrepreneurship, connectivity, the strengthening of digital talent and the use of the technologies of the Fourth Industrial Revolution. , with special emphasis on situations of vulnerability, native languages ​​and cultural diversity of our country.

To date, Peru has technological instruments that allow promoting digital transformation, such as the National Platform for Digital Government, the National Platform for Data Governance, the Spatial Data Infrastructure of Peru, the National Certification Entity of the Peruvian State, the National Network of the Peruvian State (REDNACE), the National Research and Education Network (RNIE), among others.

Likewise, there is a Government and Digital Transformation Laboratory to co-create, produce, innovate, prototype and design digital platforms; the National Network of Digital Innovators, which promotes actions to share public and private digital innovations; the Digital Innovation Index, which allows evaluating the state of maturity in the development of digital innovation in the country, among others.

The Presidency of the Council of Ministers, through the Secretariat of Government and Digital Transformation, is the governing body of the National Digital Transformation System. It dictates the norms, guidelines, principles, techniques, instruments and establishes the procedures regarding digital transformation through which the activities of the members of the system are organized and promoted. It is responsible for its operation and correct functioning.

Peru has been growing steadily in international digitalization indicators. Recently, the World Bank’s GovTech Index was published, which places Peru in Group A of the most advanced countries in digital transformation. Similarly, the World Innovation Ranking published by WIPO places Peru among the countries with the highest performance in terms of innovation worldwide. These advances are the results of the strengthening of digital governance, as well as the commitment and actions carried out throughout the country’s digital ecosystem.
