“Tenemos que volver a un enfoque preventivo de los conflictos. Todos estos años la única estrategia que se ha utilizado la estrategia represiva”, enfatizó la titular de la PCM en entrevista en un canal de señal cerrada.

Explicó que antes solo se abordaban los conflictos sociales cuando ya habían estallado. En cambio, el nuevo enfoque consiste en desescalar los conflictos, reencauzar el diálogo y detectar aquellos procesos en los que se está llegando a una etapa aguda, con el fin de abordarlos de manera preventiva. Con ese fin, señaló, se están haciendo ajustes en el Viceministerio de Gobernanza y la Secretaría de Gestión Social y Diálogo, dentro de la PCM.

Vásquez Chuquilín puso énfasis en que se debe respetar la institucionalidad. “Tiene que entenderse que aquí hay una institucionalidad. Este Gobierno, por encargo del presidente Pedro Castillo, está decidido a retomar los procesos de diálogo, pero de manera adecuada. Nuestro rol será que los actores de los conflictos se sienten en condiciones mucho más adecuadas, simétricas, y que dialoguemos para buscar la salida”, aseveró.

La jefa del Gabinete Ministerial lamentó que en este momento haya actores que exigen un manejo represivo de las protestas. Manifestó que, sin duda se debe deslindar de hechos violentistas, pero que éstos no desacreditan las demandas de la población que se ha sentido desatendida por el Estado durante muchos años.

Ante las criticas por su trayectoria como abogada, Mirtha Vásquez descartó que sea antiminera. “Como ya he dicho antes, reafirmo que no soy antiminera, sino soy alguien que apuesta por los derechos. Ese mismo enfoque lo aplico ahora. Siempre he reclamado que en los procesos de diálogo se reconozca válidamente a los actores, que no se siga calificando a la gente como violentista y manipulada y que se apoye a la empresa para que responda de manera adecuada”, señaló.

Asimismo, indicó que desde su posición actual, también le corresponde garantizar la operatividad de las empresas. “En el rol que estoy ejerciendo, también me toca garantizar la libertad de empresa y proteger la propiedad privada. Me comprometo a cumplir con ese deber, pero necesitamos que ambas partes y sobretodo la empresa reconozca las demandas legítimas de la población”, precisó.

LEVANTAN LA MEDIDA DE FUERZA
En otro momento, la primera ministra informó sobre el levantamiento de las medidas de fuerza que mantenían las poblaciones de las provincias de Parinacochas, Lucanas y Páucar del Sara Sara, departamento de Ayacucho.

De esa forma, se ha logrado reencauzar el diálogo en esta zona del país, producto del entendimiento entre una comisión de avanzada integrada por la PCM y los ministerios del Interior y de Energía y Minas, junto a las autoridades, los frentes de defensa y la sociedad civil de las jurisdicciones mencionadas. Las partes acordaron sostener una jornada de trabajo con una comisión de alto nivel el próximo 11 de noviembre en la ciudad de Cora Cora, provincia de Parinacochas.

Vásquez Chuquilín emphasized that the institutionality must be respected. “It has to be understood that there is an institutionality here. This Government, commissioned by President Pedro Castillo, is determined to resume the dialogue processes, but in an appropriate manner. Our role will be that the actors of the conflicts feel in much more adequate, symmetrical conditions, and that we dialogue to find the way out, ”he said.

The head of the Ministerial Cabinet regretted that at this time there are actors who demand a repressive handling of the protests. He stated that, without a doubt, it should be separated from violent acts, but that these do not discredit the demands of the population that has felt neglected by the State for many years.

Faced with criticism for her career as a lawyer, Mirtha Vásquez ruled out that she is anti-mining. “As I have already said before, I reaffirm that I am not an anti-mining company, but rather someone who is committed to rights. I apply the same approach now. I have always demanded that the actors be validly recognized in the dialogue processes, that they no longer qualify to people as violent and manipulated and that the company is supported so that it responds appropriately ”, he pointed out.

Likewise, he indicated that from his current position, he is also responsible for guaranteeing the operation of the companies. “In the role that I am exercising, I also have to guarantee the freedom of business and protect private property. I promise to fulfill that duty, but we need both parties and above all the company to recognize the legitimate demands of the population,” he said.

RAISE THE MEASURE OF FORCE
At another time, the prime minister reported on the lifting of the force measures that the populations of the provinces of Parinacochas, Lucanas and Páucar del Sara Sara, department of Ayacucho, were maintaining.

In this way, it has been possible to redirect the dialogue in this area of ​​the country, as a result of the understanding between an advance commission made up of the PCM and the ministries of the Interior and of Energy and Mines, together with the authorities, the defense fronts and the civil society of the aforementioned jurisdictions.
