Ayacucho pone en funcionamiento sistema de oralidad en procesos civiles, en el país ya son 19 los distritos judiciales que lo aplican.

“El Módulo de Litigación Oral constituye un peldaño más en el ascenso hacia la modernización, tecnificación y humanización del proceso civil en la administración de justicia en el Perú”, sostuvo.

La titular del Poder Judicial destacó que la oralidad civil tiene como propósito acercar al litigante de a pie al juzgador. “Se va a dejar de lado la justicia de papel y virar hacia la justicia viva”, acotó.

Recordó que, antes, la escritura en el proceso civil era una regla, una costumbre. “Los magistrados y el personal jurisdiccional, decíamos ‘lo que no está en el papel no sirve’, este sistema provocaba una brecha entre la administración de justicia y la ciudadanía de a pie”, acotó.

Barrios Alvarado sostuvo que con la oralidad los jueces tienen que ser innovativos y creativos. “No más ritualismo, no más proveído tras proveído sin llegar al fondo; avancemos a la verdadera modernización del proceso civil premunido de garantías y derechos”, añadió.

Por su parte, el presidente del Equipo Técnico Institucional de Implementación de la Oralidad Civil, Héctor Lama More, destacó que la Corte de Ayacucho cumplió los requisitos técnicos para implementar este modelo procesal.

“La exigencia técnica es fundamental y no se trabaja de manera improvisada, la improvisación es un mal que sufren muchas instituciones públicas, el Poder Judicial ha decidido abandonar eso y hace un trabajo ordenado y planificado para que esto (la oralidad civil) continúe en el tiempo”, destacó.

El presidente de la Corte de Ayacucho, Miguel Huamaní Chávez, refirió que este modelo procesal es una principal herramienta que fortalece el servicio de justicia y trae beneficios como reducción del tiempo de resolución, transparencia, entre otros.

Con Ayacucho, suman 19 cortes que aplican la oralidad. En el acto protocolar participaron también el jefe de la Odecma, José Donaires Cuba, jueces y juezas, autoridades de la región y otros funcionarios.
