La presidenta del Consejo de Ministros, Mirtha Vásquez Chuquilín encabezó hoy una Comisión de Alto Nivel, conformada por representantes de diversos sectores, que llegó al distrito de Coracora, en Ayacucho, para sostener una reunión con autoridades y dirigentes de las provincias de Lucanas, Parinacochas y Páucar del Sara Sara, cuyas cabeceras de cuenca han sido afectadas por contaminación ambiental.

La comisión del Ejecutivo estuvo integrada también por los viceministros de Minas, Jorge Chávez Cresta; de Gestión Ambiental, Mariano Castro Sánchez; y Desarrollo de Agricultura Familiar e Infraestructura Agraria y Riego, José Alberto Muro; así como del jefe de la Autoridad Nacional del Agua (ANA), Roberto Salazar Gonzales.

Luego de una intensa jornada en que es escuchó a dirigentes y autoridades de las tres provincias, se suscribió un acta en la que se ratifica el retiro de empresas mineras ubicadas en las cabeceras de cuenca del sur de Ayacucho, las mismas que ya tenían previstas con anterioridad, sus fechas de cierre.

ACUERDOS
En ese sentido, se acordó constituir una Comisión Ejecutiva de negociación de los plazos y términos del retiro y cierre de las cuatro unidades mineras de las cabeceras de cuenca, con el liderazgo de la Presidencia del Consejo de Ministros.

En ese sentido, el Ministerio de Energía y Minas informará la última semana de noviembre el cronograma de reuniones con las empresas mineras Apumayo, Sami S.A.C, Compañía Minera Ares (unidades mineras Inmaculada y Pallancanta) para revisar el cierre de minas; así como, también se evaluará la situación de otros proyectos mineros de la zona.

De otro lado, el MINEM presentará el 15 de diciembre un cronograma de visitas al entorno de las unidades mineras con participación de la población.

“Quiero anunciar en este momento que respecto a las cuatro mineras que ustedes han ido señalando que no habrá ninguna ampliación más ni para procesos de explotación, exploración e incluso para cierre de minas”, enfatizó la Premier Mirtha Vásquez.

Asimismo, agregó que también se exigirá que las empresas mineras cumplan con sus cierres en las fechas previstas. “Haremos un cierre de minas lo más inmediato posible. En el caso de la minera Apumayo, hemos detectado de que a pesar de que ellos ya se le había pedido que entren a proceso de cierre, han estado extrayendo, lo cual no correspondía”, explicó.

Otro acuerdo, fue que la Autoridad Nacional del Agua (ANA) priorizará la implementación del marco metodológico sobre la identificación, zonificación y delimitación de las cabeceras de cuenca en las provincias de Parinacochas, Lucanas y Páucar del Sara Sara, como proyecto piloto a nivel nacional.

Además, el Organismo de Evaluación y Fiscalización Ambiental (OEFA), en el marco de sus funciones visitará el entorno de la unidad minera Breapampa para realizar la evaluación ambiental de causalidad a fin de identificar el origen de las fuentes de alteración ambiental.

Finalmente, la Comisión de Alto Nivel coordinará con el Ministerio de Justicia y Derechos Humanos, el acompañamiento a los líderes y dirigentes sociales inmersos en procesos de investigación y denuncias penales por casos de protesta social.

En la reunión, que se realizó en la Plaza de Toros Virgen de las Nieves de Coracora, también participaron el gobernador de Ayacucho, Carlos Rúa; la secretaria de Gestión Social y Diálogo, Guiselle Huamaní y 25 alcaldes y dirigentes de las provincias de Lucanas, Parinacochas y Páucar del Sara Sara, así como representantes de la población.

La jefa del Gabinete precisó que el gobierno reconoce que Ayacucho es un pueblo luchador y defensor del agua, por lo que destacan que sus demandas son justas. “Quisiera que sepan que si estoy acá como presidenta del Consejo de Ministros es porque reconocemos que sus demandas su legítimas y justas. Por años, muchos de nuestros pueblos han sufrido serias afectaciones a nombre del desarrollo”, afirmó.

Finalmente, enfatizó que el Gobierno se encuentra trabajando en nuevo modelo de manejo de conflictos en el que la Presidencia del Consejo de Ministros lidere los procesos de diálogo. “Cuando asumimos los problemas por partes no alcanzamos soluciones integrales. Los sectores, conmigo a la cabeza, es la nueva forma de asumir los procesos de diálogo”, informó
