“Para el Poder Judicial es un compromiso crear el modelo de gestión de las unidades de flagrancia, no solo es un imperativo sino una necesidad para responder a la demanda de combatir la inseguridad”, señaló Barrios Alvarado.

En tal sentido, la autoridad judicial anunció la firma de un acuerdo entre las entidades del sistema de justicia para viabilizar y adoptar de manera rápida el referido modelo de gestión en la lucha contra el flagelo de la delincuencia.

Las unidades de flagrancia, de acuerdo con la experiencia en Ecuador, son sedes o edificios donde operan de manera coordinada la Fiscalía, el Ministerio de Justicia, Consejo de la Judicatura, Ministerio del Interior y Defensoría Pública para tramitar procesos flagrantes en el menor tiempo posible.

Barrios Alvarado consideró que para luchar de manera eficiente y eficaz contra la inseguridad, la experiencia de gestión de las unidades de flagrancia en Ecuador sirve como modelo, pero adecuándose a nuestra realidad, por lo que se deben articular y comprometer todos esfuerzos de manera decidida.

“Contamos con infraestructura pero la implementación puede ser compleja. Las instituciones debemos ya designar al personal que estará a cargo de estas unidades de flagrancia como los jueces, juezas, fiscales y policías que integrarán el sistema, no esperemos a tener el edificio construido”, afirmó.

“Los delitos cometidos en la calle han subido aceleradamente, nuestra vida está marcada hoy por el miedo, la inseguridad y, en algunos casos, por el terror. En Lima Metropolitana, entre enero y marzo, se registraron 26 670 denuncias por comisión de delitos, 68 % de ellos contra el patrimonio”, lamentó.

Barrios Alvarado clausuró el taller “Presentación del modelo de gestión de las unidades de flagrancia de Ecuador, en el marco del proceso de implementación del Módulo Integrado Especializado en Flagrancia con sede en Lima”.

En el evento participó el ministro de Justicia, Aníbal Torres Vásquez, representantes del sistema de justicia, los presidentes/as de las cortes de Lima, el funcionario del Consejo de la Judicatura de Ecuador, Luis Barrazueta.

La actividad fue promovida por la Unidad del Equipo Técnico Institucional Del Código Procesal Penal (UETI-CPP), que preside también Barrios Alvarado.
