Agencia Peruana de Noticias PRENSAPERU.PE https://prensaperu.pe Twitter: @prensaperupe Tras dos días de intenso diálogo entre la comisión del Poder Ejecutivo, representantes de la comunidad nativa de Saramurillo del pueblo indígena Kukama Kukamiria, funcionarios del Gobierno Regional de Loreto, Municipalidad Distrital de Urarinas, y las empresas Petroperú y Petrotal, concretaron importantes acuerdos que permitirán atender las demandas de la población y levantar las medidas de fuerza en la Estación N°1 de PetroPerú.

La reunión se programó para el 5 y 6 de enero en la ciudad de Iquitos, en las instalaciones del Instituto de Investigación de la Amazonía Peruana IIAP; el diálogo se desarrolló con la facilitación de la Secretaría de Gestión Social y diálogo de la Presidencia del Consejo de Ministros, y al término de la misma, se firmó un acta con los compromisos y actividades consensuadas por los participantes.

En la reunión participó una comisión de 29 representantes de la comunidad de Saramurillo encabezada por su Apu y su junta directiva. También estuvieron representantes del Gobierno Regional de Loreto, Municipalidad Distrital de Urarinas; así como, de los Ministerios de Energía y Minas y de Cultura. Además, participaron especialistas de la Secretaría de Descentralización de la Presidencia del Consejo de Ministros; y, representantes de las empresas Petroperú, Petrotal, y de la Prefectura de Loreto.

COMPROMISOS LOGRADOS DURANYE LA REUNIÓN
Entre los compromisos logrados durante la reunión, se acordó que el 7 de enero el Ministerio de Energía y Minas, otorgará la buena pro del proyecto de Mejoramiento e Integración del Sistema Eléctrico de las comunidades de San José de Saramuro y Saramurillo, distrito de Urarinas, luego de lo cual se procederá a la firma del contrato en un plazo aproximado de 4 semanas. De esta forma, en un plazo no mayor de 240 días de iniciada la obra, será entregada a las comunidades.

Asimismo, el Gobierno Regional de Loreto, remitirá a los respectivos sectores del Ejecutivo, los proyectos de educación y salud, los mismos que se encuentran terminados al 100%, para obtener el visto bueno y alcanzar la situación de “Apto”. En ese sentido, coordinará con la Presidencia del Consejo de Ministros (PCM) para que, en el PRONIED, la Dirección General de Saneamiento Físico Legal (DISAFIL), el Programa Nacional de Inversiones en Salud (PRONIS – Ministerio de Salud), evalúen los expedientes técnicos de manera de conjunta.

También, la PCM apoyará la articulación con el MINCUL, OEFA, ANA, MINAM, MINEM, MIDAGRI, PRODUCE y MINJUSDH, para la atención de las demandas planteadas por el Apu de la comunidad nativa de Saramurillo, esto con el objetivo que dichas instituciones definan acciones de atención durante la primera quincena de enero.

Además, se atenderá la demanda de la población respecto a la construcción de un local comunal, con el apoyo de las empresas Petroperú y Petrotal, para lo cual el GORE Loreto se comprometió a realiza la asistencia técnica y el cálculo de materiales que se necesitan en base al presupuesto comprometido por las empresas.

En ese sentido, la comunidad nativa de Saramurillo se comprometió a permitir la descarga de las barcazas a partir de hoy que se firmó el acta; así como, levantar definitivamente la medida de fuerza una vez garantizada la llegada de materiales para la construcción del local comunal. Para ello, la comunidad precisó que continuará dialogando en un clima de paz y tranquilidad social sin medidas de fuerza.

Finalmente, con el objetivo de hacer seguimiento y acompañar la gestión de los proyectos que correspondan, la comunidad nativa de Saramurillo conformará una comisión en coordinación con la Secretaría de Descentralización y la Secretaría de Gestión Social y Diálogo de la PCM.

COMMITMENTS ACHIEVED DURING THE MEETING
Among the commitments made during the meeting, it was agreed that on January 7, the Ministry of Energy and Mines will grant the approval of the project for the Improvement and Integration of the Electric System of the communities of San José de Saramuro and Saramurillo, district of Urarinas, after which the contract will be signed within a period of approximately 4 weeks. In this way, within a period of no more than 240 days from the start of the work, it will be delivered to the communities.

Likewise, the Regional Government of Loreto, will send to the respective sectors of the Executive, the education and health projects, which are 100% completed, to obtain the approval and reach the status of “Suitable”. In this sense, it will coordinate with the Presidency of the Council of Ministers (PCM) so that, in PRONIED, the General Directorate of Legal Physical Sanitation (DISAFIL), the National Program for Investments in Health (PRONIS – Ministry of Health), evaluate the joint technical files.

Also, the PCM will support the articulation with the MINCUL, OEFA, ANA, MINAM, MINEM, MIDAGRI, PRODUCE and MINJUSDH, for the attention of the demands raised by the Apu of the native community of Saramurillo, this with the objective that said institutions define care actions during the first fortnight of January.

In addition, the demand of the population regarding the construction of a communal premises will be met, with the support of the Petroperú and Petrotal companies, for which the GORE Loreto undertook to carry out technical assistance and the calculation of materials that are needed in based on the budget committed by the companies.

In this sense, the native community of Saramurillo promised to allow the unloading of the barges as of today that the act was signed; as well as, definitively lift the measure of force once the arrival of materials for the construction of the communal premises has been guaranteed. For this, the community specified that it will continue to dialogue in a climate of peace and social tranquility without measures of force.

Finally, with the objective of monitoring and accompanying the management of the corresponding projects, the native community of Saramurillo will form a commission in coordination with the Ministry of Decentralization and the Ministry of Social Management and Dialogue of the PCM.
