Según la resolución ministerial N° 005-2022-PCM, esta declaratoria servirá para efecto de la planificación de las acciones que propondrá un Grupo de Trabajo que se creará para formular el Plan de intervención para la ZAE-Chumbivilcas, el cual estará encargado a la PCM.

El Plan de intervención para la ZAE-Chumbivilcas tendrá como propósito promover el desarrollo socioeconómico sostenible, con enfoque territorial, intercultural y multisectorial en las comunidades cusqueñas a las que alcanza dicha resolución ministerial.

Asimismo, el Grupo de Trabajo estará integrado por un representante de la PCM, así como otros de los ministerios de Energía y Minas; Ambiente; Desarrollo Agrario y Riego; Justicia y Derechos Humanos; Transportes y Comunicaciones; Educación; Cultura; Trabajo y Promoción del Empleo; Desarrollo e Inclusión Social; Producción; Salud; Vivienda, Construcción y Saneamiento; y Economía y Finanzas.

También formarán parte de él un representante del Gobierno Regional del Cusco, otro de la Municipalidad Provincial de Chumbivilcas, otro de la empresa minera Las Bambas, uno del frente Único de Defensa de los Intereses de la Provincia de Chumbivilcas y uno por cada una de las comunidades campesinas de la ZAE.

Se permitirá, además, incorporar a la ZAE el territorio de las comunidades campesinas ubicadas en el Corredor Vial Sur que así lo pidan, por escrito, al referido Grupo de Trabajo, cuyos miembros deben proponerse a los 10 días hábiles de publicada la norma.

La Secretaría Técnica de este Grupo de Trabajo estará a cargo del Despacho Viceministerial de Gobernanza Territorial de la PCM, pudiéndose delegar la función a la Secretaría de Descentralización y/o la secretaría de Gestión Social y Diálogo, para llevar un registro de los acuerdos, custodiar las actas y toda la documentación que se genere.

El Grupo de Trabajo tiene vigencia por 90 días calendario, prorrogable por un plazo adicional, tiempo en el cual debe presentar un informe final ante la PCM respecto a los acuerdos y propuestas de solución al conflicto social.

El 31 de diciembre de 2021, la comisión de alto nivel del Ejecutivo, liderada por la premier Mirtha Vásquez, logró un importante acuerdo con las comunidades de Chumbivilcas y con la empresa minera Las Bambas, que permitirá continuar con el diálogo para abordar de manera integral las demandas de la población del ámbito del corredor minero.

Las comunidades campesinas incluidas son Sayhua, Huascabamba, Cruzpampa, Tahuay, Ccapacmarca y Canhuani, del distrito de Ccapacmarca; Laca Lacca Yanque Parcobamba, Ahuichanta Huisuray y Idiopa Ñaupa Japo Urinsaya, del distrito de Cloquemarca; Huininquiri, del distrito de santo Tomás; Tincurca Laccaya, del distrito de Chamaca; Tuntuma y Hatum Ccollana, del distrito de Velille; y Huaylla Huaylla, del distrito de Livitaca.

The Technical Secretariat of this Working Group will be in charge of the Vice-Ministerial Office of Territorial Governance of the PCM, being able to delegate the function to the Secretariat of Decentralization and / or the Secretariat of Social Management and Dialogue, to keep a record of the agreements, guard the minutes and all the documentation generated.
