“Vamos a dirigir las acciones para mitigar los daños, para lo cual un comité de crisis planteará acciones concretas en las próximas horas”, enfatizó desde la playa Cavero, en el distrito de Ventanilla.

En ese sentido, sostuvo que, ante el desastre ecológico más preocupante de la costa peruana de los últimos tiempos, no se pueden rehuir las responsabilidades, por lo que la empresa causante debe responder por lo ocasionado.

“Por ello resulta significativo que, en este contexto crítico, estemos promulgando el decreto supremo que declara de interés nacional la emergencia climática”, subrayó.

Aseveró que la norma legal obliga al Estado a asumir compromisos concretos para reducir la emisión de gases de efecto invernadero que afectan la atmósfera.

Asimismo, el presidente Castillo afirmó que el Gobierno tiene un genuino compromiso con la reducción de los efectos del cambio climático. En esa línea, advirtió que de seguir incrementándose la temperatura promedio mundial, “los afectados seremos todos y cada uno de nosotros, los más pobres del país y, sobre todo, los hombres del campo”.

“Por eso, esta norma de naturaleza ambiental es, de modo directo, un derecho contra la pobreza, es una apuesta por un país más justo y más solidario, donde el daño ambiental que causan las empresas y las malas legislaciones tienen que ser frenadas”, remarcó.

Finalmente, recalcó que el decreto supremo firmado propone una serie de medidas que, desde el Estado, deberán adoptarse para mitigar los efectos del cambio climático.

“Estoy seguro que así lo hará el Congreso y también las municipalidades, porque el pueblo tiene que estar atento a lo que hacen las autoridades. Desde el Gobierno estaremos atentos y seguiremos con especial cuidado el cumplimiento de estas medidas”, puntualizó.

Es preciso indicar que la firma del decreto supremo forma parte de las promesas que el jefe del Estado hizo en la 76° Asamblea General de la ONU, realizada en setiembre del 2021. En dicha cita, anunció la declaratoria de emergencia climática por parte del Perú, haciendo un llamado de urgencia para reducir los riesgos climáticos sobre la población, ecosistemas, bienes y servicios.

“We are going to direct the actions to mitigate the damage, for which a crisis committee will propose concrete actions in the next few hours,” he emphasized from Cavero beach, in the Ventanilla district.

In that sense, he argued that, in the face of the most worrying ecological disaster on the Peruvian coast in recent times, responsibilities cannot be avoided, so the company that caused it must respond for what was caused.

“That is why it is significant that, in this critical context, we are enacting the supreme decree that declares the climate emergency of national interest,” he stressed.

He asserted that the legal norm obliges the State to assume concrete commitments to reduce the emission of greenhouse gases that affect the atmosphere.

Likewise, President Castillo affirmed that the Government has a genuine commitment to reducing the effects of climate change. Along these lines, he warned that if the global average temperature continues to increase, “those affected will be each and every one of us, the poorest in the country and, above all, the men of the countryside.”

“For this reason, this regulation of an environmental nature is, directly, a right against poverty, it is a commitment to a fairer and more supportive country, where the environmental damage caused by companies and bad legislation have to be stopped” , he remarked.

Finally, he stressed that the signed supreme decree proposes a series of measures that, from the State, must be adopted to mitigate the effects of climate change.

“I am sure that Congress and also the municipalities will do so, because the people have to be attentive to what the authorities do. From the Government we will be attentive and we will follow with special care the fulfillment of these measures”, he pointed out.

It should be noted that the signing of the supreme decree is part of the promises that the head of state made at the 76th UN General Assembly, held in September 2021. At that meeting, he announced the declaration of climate emergency by Peru , making an urgent call to reduce climate risks on the population, ecosystems, goods and services.
