Esta decisión fue adoptada por unanimidad durante una reunión virtual de los integrantes de la Comisión Especial de Implementación del Código Procesal Penal, integrada por autoridades de las instituciones antes indicadas.

Tras su designación, Barrios Alvarado agradeció la confianza expresada hacia su persona para liderar este proyecto e indicó la urgencia de implementar está unidad especializada.

“He podido advertir la eficacia de este modelo, el impacto que tiene en la ciudadanía y, fundamentalmente, la credibilidad que genera este tipo de juzgamientos tan rápidos de los delitos cuando son en flagrancia”, indicó.

La autoridad judicial consideró que si bien ha sido designada para liderar este proyecto, sin embargo, sostuvo que todos los integrantes de la Comisión Especial, deben “andar de la mano” y trabajar de manera articulada y coordinada para dar una respuesta inmediata al ciudadano/a.

Recordó que en diciembre pasado, el Poder Judicial a través de la Unidad del Equipo Técnico de Implementación del Código Procesal Penal del Poder Judicial, invitó al especialista encargado de la implementación de las Unidades de Flagrancia de Ecuador para que expusiera la experiencia de ese país.

Señaló que en aquella actividad participaron los operadores de las instituciones del servicio de justicia de nuestro país y se desarrollaron talleres de trabajo.

De acuerdo con el proyecto, la Unidad de Flagrancia de Lima Centro; tendrá competencia en el Distrito Judicial de Lima Centro, con excepción de los distritos de Surco, La Victoria y San Luis, con un universo de 1 millón y medio de habitantes.

La Unidad de Flagrancia permitirá la presencia de todos los operadores involucrados en un mismo edificio, evitará el traslado innecesario de detenidos, funcionará las 24 horas del día, incluidos fines de semana y feriados.
