Agencia Peruana de Noticias PRENSAPERU.PE https://prensaperu.pe Twitter: @prensaperupe A fin de brindar una respuesta articulada desde el Estado a la emergencia ambiental ocasionada por el derrame de petróleo de la empresa Repsol, la presidenta del Consejo de Ministros, Mirtha Vásquez, lideró de manera virtual, una sesión del Consejo Nacional de Gestión de Riesgo de Desastres (CONAGERD), donde los sectores involucrados informaron las acciones para atender la emergencia ambiental.

Al respecto, el ministro del Ambiente, Rubén Ramírez, señaló que su sector, a través del Organismo de Evaluación y Fiscalización Ambiental (OEFA), ha dado plazos perentorios a la empresa Repsol de 2, 5, 8 y 10 días, para ejecutar módulos de trabajo que comprenden la limpieza de acuíferos, corteza terrestre, identificación de puntos críticos, entre otros.

“El plazo para estos módulos están venciendo y estamos siendo inflexibles con multas y procesos sancionadores. Incluso, estamos evaluando posibles sanciones mayores que podrían conllevar a la paralización de la empresa”, aseguró el ministro Ramírez.

En ese sentido, la presidenta (e) del OEFA, Miriam Alegría, informó que el martes 25 venció el plazo del primer bloque de medidas dictadas a la empresa Repsol, la cuál consistía en la identificación de las zonas afectadas.

“Como hemos detectado el incumplimiento de una medida preventiva, hemos iniciado el trámite para la imposición de una multa coercitiva que va hasta las 100 UIT. En tanto se siga evidenciando el incumplimiento por parte de la empresa, las multas se continuarán imponiendo”, explicó la titular del OEFA.

Añadió que con el incumplimiento de la medida se inicia un procedimiento administrativo sancionador que será notificado en las próximas horas.

Alegría informó que hoy miércoles 26 también concluyó el plazo del segundo bloque de medidas que tiene por objetivo la conservación, custodia y rescate de fauna afectada en las áreas naturales protegidas de Isla Pescadores y la zona reservada de Ancón. “Mañana haremos la verificación de campo y si identificamos que la empresa no ha cumplido, iniciaremos el requerimiento para imponer otra multa coercitiva”, añadió.

EMPADRONAMIENTO DE PESCADORES AFECTADOS
Por su parte, el ministro de la Producción, Luis Prado, señaló que está por concluir el proceso de empadronamiento de los pescadores afectados, a fin de brindarles soluciones a sus demandas.

“Debo anunciar que se está conversando con el Ministerio de Economía y Finanzas para otorgar un bono a los afectados. Para ello, ya estamos terminando el empadronamiento de todos los pescadores artesanales de las zonas afectadas”, anunció.

Sobre el último vertimiento de petróleo, el presidente del consejo directivo del Organismo Supervisor de la Inversión en Energía y Minería (Osinergmin), Jaime Mendoza, indicó que este provino de la tubería de 4500 metros, que va desde el terminal, y del cual se ha extraído 14 mil barriles de petróleo desde el lunes último a la fecha.

“Durante el retiro ha habido una posible fuga que ha derivado en un vertimiento de 8 barriles. No obstante, la operación se ha realizado cumpliendo todos los protocolos de seguridad, lo que permitió contar con barreras de contención, skimmers y otras herramientas. Debido a ello, podemos informar que todo el vertimiento fue controlado y absorbido por los dispositivos”, dijo.

La reunión del CONAGERD contó con la participación de la ministra de Cultura, Gisela Ortiz; de los viceministros de Gobernanza Territorial de la PCM, Pablo Sánchez; de Prestaciones Sociales del Ministerio del Desarrollo e Inclusión Social, Ciro Contreras, y de Comercio Exterior del Ministerio de Comercio Exterior y Turismo, Sebastián Llosa, así como de representantes de los sectores Defensa y Energía y Minas y de la Comisión Nacional de Investigación y Desarrollo Aeroespacial (CONIDA).

Asimismo, estuvieron presentes los titulares del Instituto Nacional de Defensa Civil (INDECI), Manuel Yañez; del Instituto del Mar del Perú (IMARPE), Carmen Yamashiro; de la Dirección General de Capitanías y Guardacostas (DICAPI), vicealmirante Ernesto Colunge, y del Comando Conjunto de las Fuerzas Armadas, general Manuel Gómez de la Torre.

He added that with the breach of the measure, an administrative sanctioning procedure is initiated that will be notified in the next few hours.

Alegría reported that today Wednesday the 26th also concluded the term of the second block of measures that aims to conserve, guard and rescue affected fauna in the protected natural areas of Isla Pescadores and the Ancón reserved area. “Tomorrow we will do the field verification and if we identify that the company has not complied, we will initiate the requirement to impose another coercive fine,” he added.

REGISTRATION OF AFFECTED FISHERMEN
For his part, the Minister of Production, Luis Prado, said that the process of registering the affected fishermen is about to be completed, in order to provide solutions to their demands.

“I must announce that conversations are being held with the Ministry of Economy and Finance to grant a bonus to those affected. To do this, we are already completing the registration of all artisanal fishermen in the affected areas,” he announced.

Regarding the latest oil spill, the president of the board of directors of the Supervisory Agency for Investment in Energy and Mining (Osinergmin), Jaime Mendoza, indicated that it came from the 4,500-meter pipeline, which runs from the terminal, and from which has extracted 14 thousand barrels of oil from last Monday to date.

“During the withdrawal there has been a possible leak that has led to a spill of 8 barrels. However, the operation has been carried out in compliance with all security protocols, which made it possible to have containment barriers, skimmers and other tools. Due to this, we can report that all the discharge was controlled and absorbed by the devices”, he said.

The CONAGERD meeting was attended by the Minister of Culture, Gisela Ortiz; of the Vice Ministers of Territorial Governance of the PCM, Pablo Sánchez; of Social Benefits of the Ministry of Development and Social Inclusion, Ciro Contreras, and of Foreign Trade of the Ministry of Foreign Trade and Tourism, Sebastián Llosa, as well as representatives of the Defense and Energy and Mines sectors and the National Research and Development Commission Aerospace (CONIDA).
