El flamante jefe del Gabinete Ministerial es abogado y fue elegido como congresista de la República para el período 2021-2026. Actualmente es integrante de la bancada Perú Democrático.

En sus primeras declaraciones, el nuevo presidente del Consejo de Ministros afirmó que la crisis política ya pasó e indicó que hoy es un día de esperanza y cambio para el Perú. “Las puertas de los ministerios estarán abiertas para conversar con todas las organizaciones sociales y los ministros me acompañarán a algunas visitas con líderes económicos, políticos y sociales. El Perú necesita tranquilidad”, expresó.

BIOGRAFÍA DEL PREMIER HÉCTOR VALER PINTO
Héctor Valer Pinto, nació en Abancay el 4 de febrero de 195, es un abogado y político peruano. Es desde el 1 de febrero de 2022 el tercer presidente del Consejo de Ministros del Perú, en el gobierno de Pedro Castillo Terrones; además es congresista de la República, para el periodo 2021-2026.

Estudió la carrera de Derecho y Ciencias Políticas en la Universidad Inca Garcilaso de la Vega de 1982 a 1992 , casa superior de estudios que ya no existe; también ha estudiado en la Universidad Libre en Colombia durante 1995-1998. Tuvo también estudios de maestría de Desarrollo Rural en la Pontificia Universidad Javeriana de Colombia y de Derecho Penal en la Universidad Mayor de San Marcos. Trabaja como Gerente General en el Centro Jurídico Valer Abogados S.A.C. desde el año 2012 hasta la fecha en que fue ungido legislador del parlamento peruano.

Tiene una experimentada vida política en su haber, teniendo como inicio una fragorosa campaña en las elecciones regionales y municipales del año 2014 donde fue candidato a la Presidencia Regional de Lima por el partido Unión por el Perú UPP, del mismo modo ​ integró el comité ejecutivo nacional del Frente Amplio de Desarrollo.

En el 2018 durante las elecciones regionales y municipales fue nuevamente candidato al Gobierno Regional de Lima por Perú Nación, logrando posesionarse y generar expectativas en las provincias de Lima por las visionarias propuestas que planteó durante esos años de campaña política en nuestro país.

MOMENTO CONSTITUYENTE
Señaló que desde el Ejecutivo se viene cumpliendo lo ofrecido en campaña por el presidente de la República, que es preparar un momento constituyente para una nueva Constitución; pero ello no será un salto al vacío que se puede dar en dos o tres años, sino que se puede dar en cuatro años para convocar a todas las fuerzas vivas del país.

Adelantó que mañana se realizará la habitual sesión del Consejo de Ministros donde se discutirán temas como la ley aprobada por el Congreso de la República para establecer la autonomía y la institucionalidad de las universidades peruanas, a través de la modificación del Consejo Directivo de la Superintendencia Nacional de Educación Superior Universitaria (SUNEDU).

El gabinete Valer está integrado por los nuevos ministros de Relaciones Exteriores, César Rodrigo Landa Arroyo; de Defensa, José Luis Gavidia Arrascue; de Economía y Finanzas, Oscar Miguel Graham Yamahuchi; de Interior, Alfonso Chávarry Estrada; y de Desarrollo Agrario y Riego, Alberto Ramos Quilca.

De igual manera, Alessandra Gilda Herrera Jara, en el sector Energía y Minas; Katy Ugarte Mamani, en el ministerio de la Mujer y Poblaciones Vulnerables; Wilbert Supo Quisocala, en el ministerio del Ambiente; y Alejandro Salas Zegarra, en el ministerio de Cultura.

Asimismo, fueron ratificados Aníbal Torres, en Justicia y Derechos Humanos; Rosendo Serna Román, en Educación; Hernando Cevallos Flores, en Salud; Betssy Chávez Chino, en Trabajo y Promoción del Empleo; Jorge Luis Prado Palomino, en Producción; Roberto Sánchez Palomino, en Comercio Exterior y Turismo; Juan Francisco Silva Villegas, en Transportes y Comunicaciones; Geiner Alvarado López, en Vivienda, Construcción y Saneamiento; y Dina Boluarte Zegarra, en Desarrollo e Inclusión Social.

Héctor Valer Pinto, born in Abancay on February 4, 195, is a Peruvian lawyer and politician. CONSTITUENT MOMENT
He pointed out that the Executive has been fulfilling what was offered in the campaign by the President of the Republic, which is to prepare a constituent moment for a new Constitution; but this will not be a leap into the void that can be taken in two or three years, but rather it can be taken in four years to summon all the active forces of the country.
