Agencia Peruana de Noticias PRENSAPERU.PE https://prensaperu.pe Twitter: @prensaperupe A través de su presidente, Erik Fischer Llanos, la Asociación de Exportadores (ADEX) asumió la presidencia pro tempore del Capítulo Perú del Consejo Empresarial de la Alianza del Pacífico (CEAP) con el compromiso de continuar con el trabajo realizado hasta la fecha, preservar lo avanzado y construir un futuro prometedor para los países integrantes.
La ceremonia contó con la participación del ministro de Comercio Exterior y Turismo, Roberto Sánchez; el Sherpa del CEAP Perú y director de exportaciones de PromPerú, Mario Ocharan; el presidente de la Sociedad Nacional de Industrias (SNI), Ricardo Márquez Flores, quien hasta la víspera ejerció la presidencia del CEAP-Capítulo Perú, y otros representantes del sector público y privado.
En su alocución, y luego de destacar la labor de la SNI frente al CEAP, Fischer Llanos destacó que, tras transitar por una crisis profunda en el 2020, por el Covid-19, el año pasado los países de la Alianza del Pacífico (AP) demostraron su capacidad de resiliencia.
“La economía peruana creció 13% en el 2021 y las exportaciones 32.7%. Si bien los despachos a nuestros socios de la AP se expandieron 31.7%, solo concentraron el 5.6% del total. Hay una gran oportunidad para el comercio interregional”, comentó.
Los países del bloque necesitan continuar con el trabajo conjunto a fin de superar los efectos nocivos de la pandemia –continuó– reactivar las economías, recuperar los empleos de calidad y brindar igualdad de oportunidades.
“En ese sentido, es fundamental respetar la democracia, el libre mercado y los compromisos internacionales de nuestros países. Desde su creación la AP se mostró al mundo como el bloque de mayor integración, ambicioso, innovador y convocante. En América Latina y el Caribe Representa el 41% del PBI, atraemos el 38% de la inversión extranjera directa y concentra a una población de 230 millones de habitantes”, afirmó.
COMPROMISOS
El líder empresarial resaltó que considerando todo lo expuesto, ADEX se compromete en este 2022 a fortalecer el relacionamiento interno con las autoridades peruanas con la finalidad de articular las acciones público–privadas dirigidas a conseguir los objetivos de la AP.
Asimismo, consolidar el relacionamiento del CEAP con el Consejo de Ministros y el Grupo de Alto Nivel, así como con el Consejo de Ministros de Finanzas y la Comisión Parlamentaria de Seguimiento a la Alianza del Pacífico.
“Trabajaremos estrechamente con los miembros del Capítulo Perú y de los demás países para desarrollar la agenda establecida en la Declaración del Consejo Empresarial de la Alianza del Pacífico–Sesión XVIII, con especial interés en los grupos de trabajo presididos por el Perú: Infraestructura, Economía Circular, PYME e Industria 4.0”, puntualizó.
A nivel específico, agregó que buscará priorizar el logro de resultados concretos en varios aspectos. Uno de ellos es el posibilitar el aprovechamiento de oportunidades y el fortalecimiento de capacidades de las PYMEs, seguir promoviendo los encadenamientos productivos y trabajar en actividades piloto de relacionamiento empresarial con miras a construir cadenas productivas regionales.
“Buscaremos avanzar en la acumulación de origen sobre la base del estudio realizado por el BID y coordinaremos acciones conducentes a que los gobiernos de la Alianza del Pacífico prioricen el inicio de acciones frente al gobierno de EE.UU. con la finalidad de materializar la acumulación regional de origen que brinde mayores oportunidades a nuestros exportadores regionales”, dijo.
Respecto a las restricciones para-arancelarias señaló que gestionará ante los gobiernos la eliminación de obstáculos injustificados que afectan la libre circulación de bienes, servicios, capitales y personas.
LOGROS EN PANDEMIA
A su turno, el titular de la SNI, Ricardo Márquez, expuso el balance del CEAP-capítulo Perú 2021, resaltó el trabajo de los diversos grupos de trabajo sobre Industria 4.0, Economía Circular e Industria Plástica, Infraestructura y PYMES. Además, explicó la necesidad de aumentar el acceso al financiamiento de las empresas en la región y la educación técnica.
“Además desarrollamos un Observatorio Estratégico de Economía Circular y un proyecto de Encadenamientos Productivos para implementar tecnologías 4.0 y tener países más sostenibles, sin dejar de ser competitivos”, indicó.
Por su parte, el ministro de Comercio Exterior y Turismo, Roberto Sánchez, invitó a los gremios miembros del CEAP a trabajar juntos en los procesos de mejora de los organismos como PromPerú y las Oficinas Comerciales (OCEX). “Queremos optimizar los procesos, los perfiles, las metodologías Me las imagino buscando al productor, estableciendo mejores procedimientos, desarrollando capacidades, educando a nuestra gente. Necesitamos estar más cerca”, expresó.

In his speech, and after highlighting the work of the SNI against CEAP, Fischer Llanos stressed that, after going through a deep crisis in 2020, due to Covid-19, last year the countries of the Pacific Alliance (AP ) demonstrated their resilience.

The countries of the bloc need to continue working together in order to overcome the harmful effects of the pandemic – he continued – to reactivate the economies, recover quality jobs and provide equal opportunities.
“In that sense, it is essential to respect democracy, the free market and the international commitments of our countries. Since its creation, the PA has shown itself to the world as the most integrated, ambitious, innovative and convening bloc. In Latin America and the Caribbean, it represents 41% of the GDP, we attract 38% of direct foreign investment and concentrate a population of 230 million inhabitants”, he stated.
COMMITMENTS
The business leader stressed that considering all of the above, ADEX is committed in 2022 to strengthening the internal relationship with the Peruvian authorities in order to articulate public-private actions aimed at achieving the PA’s objectives.
Likewise, consolidate CEAP’s relationship with the Council of Ministers and the High-Level Group, as well as with the Council of Finance Ministers and the Parliamentary Commission for Follow-up of the Pacific Alliance.
“We will work closely with the members of the Peru Chapter and the other countries to develop the agenda established in the Declaration of the Business Council of the Pacific Alliance-Session XVIII, with special interest in the working groups chaired by Peru: Infrastructure, Economy Circular, SMEs and Industry 4.0”, he pointed out.
At a specific level, he added that he will seek to prioritize the achievement of concrete results in various aspects. One of them is to make it possible to take advantage of opportunities and strengthen the capacities of SMEs, to continue promoting production chains and to work on pilot business relationship activities with a view to building regional production chains.
“We will seek to advance in the accumulation of origin based on the study carried out by the IDB and we will coordinate actions leading to the governments of the Pacific Alliance prioritizing the initiation of actions against the US government in order to materialize the accumulation region of origin that provides greater opportunities to our regional exporters”, he said.
Regarding non-tariff restrictions, he indicated that he will negotiate with the governments for the elimination of unjustified obstacles that affect the free movement of goods, services, capital and people.
ACHIEVEMENTS IN PANDEMIC
In his turn, the head of the SNI, Ricardo Márquez, presented the balance of the CEAP-Peru 2021 chapter, highlighting the work of the various working groups on Industry 4.0, Circular Economy and Plastic Industry, Infrastructure and SMEs. In addition, he explained the need to increase access to financing for companies in the region and technical education.
“In addition, we developed a Strategic Circular Economy Observatory and a Productive Chains project to implement 4.0 technologies and have more sustainable countries, while remaining competitive,” he indicated.
For his part, the Minister of Foreign Trade and Tourism, Roberto Sánchez, invited the CEAP member unions to work together in the improvement processes of organizations such as PromPerú and the Commercial Offices (OCEX). “We want to optimize the processes, the profiles, the methodologies. I imagine them looking for the producer, establishing better procedures, developing capacities, educating our people. We need to be closer,” he said.
