Queridos compatriotas:

Los desafíos que enfrenta nuestro país son enormes y requieren de la unidad y el compromiso de todos los peruanos.

Durante los cinco últimos años, el Perú ha vivido en permanente incertidumbre por el enfrentamiento inútil entre los poderes del Estado y, producto de ello, hemos tenido cuatro presidentes y un Congreso disuelto, con la consecuente inestabilidad política, económica y social.

Nuestros ciudadanos, en especial los más pobres, no quieren ver más confrontaciones ni comportamientos obstruccionistas y antidemocráticos, tampoco anuncios de vacancia, anuncios de cierre del Congreso y proyectos para recortar facultades del Parlamento o del Ejecutivo, ni interpelaciones y censuras injustificadas.

No podemos seguir en lo mismo. Aprendamos del pasado. En esta hora crucial, el país exige de sus autoridades y sus representantes un comportamiento responsable que dedique todo su tiempo y esfuerzo a la solución de sus demandas más urgentes.

Hoy los grandes retos que enfrenta nuestro país son la contención de la pandemia, la emergencia ambiental, la emergencia por la inseguridad ciudadana, el retorno a la presencialidad escolar, la lucha frontal contra la corrupción, la lucha contra la violencia a la mujer que todos debemos llevar adelante, los conflictos sociales, la reactivación económica, la masificación del gas, la Segunda Reforma Agraria, los precios justos en los servicios de agua, luz, teléfono y otros.

El presidente del Consejo de Ministros solicitó el día de hoy al Congreso de la República exponer la Política General del Gobierno con la inmediatez que amerita, pues el país no puede esperar más la solución de sus demandas.

Sin embargo, el Congreso ha expresado su negativa a este urgente pedido, un pedido postergado para darle solución inmediata en el marco de la democracia.

Por ello, he tomado la decisión de recomponer el Gabinete Ministerial. Y estos cambios se harán teniendo en cuenta la apertura a las fuerzas políticas, académicas y profesionales del país, ya que más allá de las formas de pensar o de ideologías, debemos apuntar a servir de la mejor manera al peruano de a pie que lucha día a día, al emprendedor que es el motor del país y a nuestras hermanas y hermanos del Perú profundo.

Invoco al Congreso de la República a priorizar los más de 20 proyectos que tienen en su mesa directiva que, durante estos últimos meses, hemos remitido desde el Ejecutivo.

Entre ellos, el referido a la masificación del gas, la creación del Ministerio de Ciencia, Tecnología e Innovación, el conjunto de proyectos anticorrupción y el proyecto que regula adecuadamente la vacancia y la cuestión de confianza.

El país exige que sus autoridades demostremos, con acciones, más que con palabras, que realmente estamos preocupados en la atención de sus grandes prioridades.

Rechazo que algunos exfuncionarios, a quienes otorgué toda la confianza para formar parte de mi gobierno, hoy formulen declaraciones irresponsables, alimentando con ello la inestabilidad y la incertidumbre política.

Ratifico, una vez más, ante el pueblo peruano que nuestro compromiso es firme. Y este compromiso que tengo ante el país será siempre impulsando los cambios que necesitamos para construir un país más justo y más equitativo.

We cannot continue in the same. Let’s learn from the past. At this crucial hour, the country demands of its authorities and representatives a responsible behavior that dedicates all its time and effort to the solution of its most urgent demands.

Today the great challenges facing our country are the containment of the pandemic, the environmental emergency, the emergency due to citizen insecurity, the return to school attendance, the head-on fight against corruption, the fight against violence against women that we all We must carry forward the social conflicts, the economic reactivation, the mass use of gas, the Second Agrarian Reform, fair prices for water, electricity, telephone and other services.

Today, the President of the Council of Ministers asked the Congress of the Republic to present the Government’s General Policy with the immediacy it deserves, since the country cannot wait any longer for a solution to its demands.

However, Congress has expressed its denial of this urgent request, a postponed request for an immediate solution within the framework of democracy.

For this reason, I have made the decision to recompose the Ministerial Cabinet. And these changes will be made taking into account the opening to the political, academic and professional forces of the country, since beyond the ways of thinking or ideologies, we must aim to serve the ordinary Peruvian who struggles every day in the best way. to day, to the entrepreneur who is the engine of the country and to our sisters and brothers from deep Peru.

I call on the Congress of the Republic to prioritize the more than 20 projects that they have on their board of directors that, during these last months, we have sent from the Executive.

Among them, the one referring to the massification of gas, the creation of the Ministry of Science, Technology and Innovation, the set of anti-corruption projects and the project that adequately regulates vacancy and the issue of trust.

The country demands that its authorities demonstrate, with actions, more than with words, that we are really concerned about attending to its great priorities.

I reject that some former officials, to whom I gave all the confidence to be part of my government, today make irresponsible statements, thereby fueling political instability and uncertainty.

I ratify, once again, before the Peruvian people that our commitment is firm. And this commitment that I have before the country will always be promoting the changes we need to build a fairer and more equitable country.
