Abogado de profesión, Torres Vásquez juró como nuevo titular de la Presidencia del Consejo de Ministros (PCM). Antes de asumir este importante cargo, se desempeñó como ministro de Justicia y Derechos Humanos.

El Gabinete Ministerial está integrado por los nuevos titulares de Justicia y Derechos Humanos, Ángel Yldefonso Narro; de Salud, Hernán Condori Machado; de Desarrollo Agrario y Riego, Oscar Zea Choquechambi; de Energía y Minas, Carlos Palacios Pérez; de la Mujer y Poblaciones Vulnerables, Diana Miloslavich Tupac; y del Ambiente, Modesto Montoya Zavaleta.
