(Repsol) firmó el viernes 4 de marzo último un acta en la que acuerdan adelantar una indemnización de S/ 3 000 a los pescadores y comerciantes afectados por el derrame de petróleo ocurrido en el mes de enero en el mar de Ventanilla, en el Callao.

En su cuenta social de twitter el premier peruano Aníbal Torres Vásquez, expreso sus expectativas al respecto de la siguiente manera: “Para aliviar situación de pescadores y comerciantes afectados por el derrame de petróleo en el mar, el Gobierno y Repsol suscribieron un acuerdo para que dicha empresa entregue un adelanto de indemnización en tanto se determine el monto total”.

De acuerdo con el documento, los beneficiarios tendrán que estar consignados en el Único Padrón consensuado por la Presidencia del Consejo de Ministros y Refinería La Pampilla S.A.A. Dicho padrón se consensuará en un plazo máximo de cinco días laborables contados a partir de la firma del acta.

Asimismo, se establecieron algunos requisitos que deberán cumplir las personas para ser beneficiarias, como haber sido afectados por el derrame, estar incorporados en el Único Padrón y no haber recibido anticipo por los acuerdos de compensación previos a la firma del acta.

Además, la entrega de este primer adelanto de indemnización se realizará a los pescadores y comerciantes afectados y empadronados, en un plazo no mayor de siete días calendario, mientras que en un plazo de 30 días la PCM y la empresa se reunirán para evaluar nuevamente la situación de los colectivos afectados.

Este acuerdo fue logrado tras las reuniones entre el Ejecutivo y Repsol, lideradas por el jefe del Gabinete Ministerial, Aníbal Torres, y en la que participaron los ministros del Ambiente, Modesto Montoya; de Energía y Minas, Carlos Palacios; de Economía y Finanzas, Óscar Graham; así como el gerente general de Refinería La Pampilla S.A.A, Jaime Fernández-Cuesta, y de otros representantes de los sectores involucrados.

El premier Aníbal Torres Vásquez afirmó que, en tanto continúen los trabajos de limpieza y recuperación de las áreas costeras y marinas afectadas por el derrame, incluyendo el fondo marino, es urgente atender a la población perjudicada que a causa de este desastre ambiental están siendo afectados en sus derechos fundamentales.

“Es una situación sumamente grave por la que están pasando los pobladores agraviados por el derrame y algo tenemos que hacer para que, en el ámbito nacional e internacional, se entienda que se está asumiendo una responsabilidad frente a estas personas. Por eso se está planteando provisionalmente este pago mensual porque los daños se determinarán todavía a posteriori, pero tenemos que aliviar la situación de estos pobladores”, expresó el presidente del Consejo de Ministros. En tanto Jaime Fernández-Cuesta resaltó la importancia del acuerdo para poder cumplir los compromisos de la manera más rápida posible.

En las reuniones que condujeron al logro de este acuerdo, el Ejecutivo informó que, según la evaluación de daños y análisis de necesidades de los distritos del litoral peruano perjudicados por el derrame de petróleo, resultaron afectados 2,292 pescadores y 2,014 comerciantes, que totalizan 5,006 personas afectadas en los distros de Ancón, Santa Rosa, Ventanilla, Aucallama y Chancay.

En la primera reunión participaron, además del premier y ministros de Estado, el viceministro de Gobernanza Territorial de la PCM, Jesús Quispe; el viceministro de Economía, Alex Contreras; el jefe de INDECI, Carlos Manuel Yañez, entre otros.
