Asimismo, convocó a la representación nacional a dialogar para construir consensos y al término de su exposición solicitó al Parlamento el otorgamiento del voto de confianza.

Al inicio de su exposición ante el Parlamento, el jefe del Gabinete ministerial hizo un llamado a la concertación nacional. “La concertación política es el valor cívico más importante que tenemos en este momento las peruanas y los peruanos. Lo es, porque ante las divergencias y tensiones que vivimos, la concertación no anula nuestras comprensibles diferencias, pero sí nos convoca a anteponer el diálogo para construir consensos por nuestra ciudadanía, por nuestro pueblo”, afirmó.

“El panorama económico y sanitario, ya bastante difícil, puede pintar mucho mejor si en los tiempos que se avecinan trabajamos juntos para mostrarle a la ciudadanía que sí es posible gobernar democráticamente”, dijo al tiempo de convocar a los congresistas a hacer de la concertación política una herramienta de trabajo por el bienestar y la justicia social.

VACUNACIÓN Y POLÍTICA EDUCATIVA
En la primera parte de su presentación, el presidente del Consejo de Ministros expuso los avances de la gestión del Gobierno, destacando que hasta el 7 de marzo más de 21 millones 800 mil personas ya fueron vacunados con las dos dosis (75,9% de la población objetivo), y más de 10 millones 800 mil personas con la dosis de refuerzo (33,2% de la población objetivo). Igualmente se ha vacunado con una dosis a casi 5 millones de niños de entre 5 y 17 años y más de 3 millones 200 mil con las dosis.

Dio a conocer el incremento de 7,9%, en el presupuesto para educación en el año 2022, frente al 2021, lo que representa el monto más alto de los últimos tres años. En agricultura, se han aprobado los lineamientos de la Segunda Reforma Agraria y se dialogó con productores en 24 cumbres agrarias.

Otros avances incluyen la entrega de una pensión por orfandad a más de 18 mil familias afectadas por la COVID-19 y la entrega del apoyo económico Yanapay a 13 millones 500 mil ciudadanos en el 2021. También más de 28,800 familias accedieron a una vivienda de calidad y se entregó títulos de propiedad a más de 15,000 familias. Además, 115 mil peruanos se beneficiaron de programas de vivienda, se crearon más de 200 mil empleos temporales y se incrementó en 34% las exportaciones de las regiones.

Informó que en la lucha contra la corrupción se aprobó la estrategia de Integridad del Poder Ejecutivo al 2022 y se presentó un primer paquete de propuestas legislativas orientadas a prevenir y evitar las llamadas “puertas giratorias” en el sector público. En el combate contra el narcotráfico y el terrorismo, se han realizado 6,799 operaciones militares en el VRAEM, con la destrucción de 59 laboratorios de droga, 127 pozas de maceración y 12 pistas de aterrizaje clandestinas.

Del mismo modo, indicó que el gobierno ha desarrollado un nuevo enfoque preventivo y dialogante ante las demandas sociales, sin represión y en el año 2021 el producto bruto interno (PBI) creció un 13,3%, la tasa histórica más alta. Señaló que los factores claves para la recuperación económica han sido el mayor avance del proceso de vacunación, el repunte de la inversión privada y pública, el empleo y apoyo a las familias, y la mayor demanda externa. “A la economía peruana le tomó solo un año recuperar sus niveles anteriores a la crisis. Para el año 2022, la actividad económica continuará con esta dinámica y crecerá entre 3,5% y 4,0%. Ese es nuestro objetivo”, expresó.

INVERSIÓN PÚBLICA
Destacó que en el año 2021 el déficit fiscal se ubicó en 2,6% del PBI, por debajo de lo registrado en el 2020 (8,9% del PBI) y de lo previsto por el MEF (4,7% del PBI). De este modo, el Perú lideró el crecimiento a nivel de los países de la región, con una de las mayores reducciones de déficit fiscal, lo que reafirma la responsabilidad fiscal del gobierno y el impulso del crecimiento económico.

También dio a conocer que en el año 2021 todos los niveles de gobierno alcanzaron un récord histórico de ejecución de la inversión pública, con un monto de 39 mil millones de soles. “Como Estado, hemos trabajado muy duro y es necesario comunicarlo y seguir mejorando”, remarcó.

POLÍTICAS GENERALES DE GOBIERNO
El presidente del Consejo de Ministros expuso ante el Parlamento los diez ejes de la Política General del Gobierno. Sobre el eje 1, Generación de bienestar y protección social con seguridad alimentaria, informó que los retos actuales son avanzar con la aplicación de la tercera dosis y con la vacunación de niños de 5 a 17 años. Dijo que la meta es lograr un 85% de la nueva población objetivo, que incluye a niños y niñas, vacunada con dos dosis para diciembre de este año.

Señaló que el Gobierno ha gestionado el ingreso de hasta 63 millones de dosis de vacunas durante este año, que forman parte de los contratos de hasta 138 millones de dosis. Asimismo, se fortalecerá de manera descentralizada la capacidad de diagnóstico molecular para duplicar la capacidad instalada de procesamiento de hasta 25 mil pruebas diarias y disminuir el tiempo de espera de los resultados.

El premier Aníbal Torres también anunció la recuperación de la atención en salud primaria, con la plena reapertura en los próximos 100 días de los servicios del primer nivel de atención y se trabajará por el aumento de su capacidad resolutiva. Para ello se invertirá en infraestructura y kits de equipamiento para 1,197 establecimientos de salud por un monto de 450 millones de soles.

En cuanto a la asistencia a poblaciones vulnerables informó que el programa “Juntos” proyecta, para fines del 2022 beneficiar a más de 670 mil hogares, que recibirán una transferencia monetaria bimensual de 200 soles. A su vez, 30,000 hogares con recién nacidos y/o gestantes recibirán el paquete integrado de salud, y serán favorecidos por un incentivo monetario adicional de 100 soles bimensuales. Al mismo tiempo, se mejorará la gestión para asegurar la atención alimentaria.

AVANCE EN LA MASIFIXCACIÓN DEL GAS
En otro momento, el presidente del Consejo de Ministros anunció que el gobierno va a concretar el proyecto de masificación de gas natural por red de ductos en dos regiones productoras, Cusco y Ucayali, y cinco regiones altoandinas; Ayacucho, Huancavelica, Junín, Apurímac y Puno. Mientras tanto, hasta enero de este año se benefició a 895 mil familias en condición de vulnerabilidad con el vale de descuento para comprar un balón de gas a un precio más accesible. En el presente año se incrementará en 250 mil el número de usuarios de gas natural, con lo que se llegará a un millón 700 mil conexiones domiciliarias, beneficiando a más de seis millones 400 mil personas.

Para ello demandó al Congreso impulsar en conjunto el proyecto de ley 679 que permitiría usar el Sistema de Seguridad Energética (SISE) y ampliar los recursos del Fondo de Inclusión Social Energético (FISE) para el desarrollo de los proyectos de masificación de gas natural en el corto plazo a nivel nacional.

En cuanto al eje 2, reactivación económica y de actividades productivas con desarrollo agrario y rural, el titular de la PCM sostuvo que el Gobierno continuará impulsando la reactivación económica y el cierre progresivo de las brechas estructurales e injusticias sociales que la pandemia evidenció. “Tenemos el compromiso de lograr resultados importantes como los del año 2021, cuando el Perú se ubicó como el país con el mayor crecimiento del PBI en América Latina y fue el que registró una de las mayores reducciones de su déficit fiscal: 2,6% del PBI, una cifra por debajo de lo esperado en las estimaciones previas (4,7%). El 2021 fue año en el que pudimos recuperar los ahorros utilizados para enfrentar esta pandemia”, precisó.

Dijo que para el año 2022 proyectan un crecimiento económico de entre 3,5% y 4%, y un déficit fiscal menor al 3% del PBI, es decir por debajo de la regla fiscal establecida para dicho año (3,7%). Asimismo, a partir del segundo trimestre de este año, la inversión pública se acelerará incluso más, con el destrabe de proyectos de infraestructura y la promoción de la inversión privada para el crecimiento económico. Anunció que promoverán un proyecto de ley para establecer medidas para reactivar las obras paralizadas y encaminar 1,337 obras públicas, que a su vez representan 8 mil 897 mil millones de soles.

En el mismo sentido, se continuará con la implementación de la Segunda Reforma Agraria, siendo la diversificación productiva y económica en el país una de las principales estrategias del gobierno para potenciar la economía de los pueblos, impulsaremos un plan nacional de competitividad agroindustrial, que identifique las potencialidades de industrialización de cada territorio.

AVANCES EN OTROS EJES DEL GOBIERNO
El jefe del Gabinete ministerial también expuso la implementación de los otros ejes de las Políticas de Gobierno, entre ellos el eje 3, Impulso a la ciencia, tecnología e innovación; y el eje 4, Fortalecimiento del sistema educativo y recuperación de los aprendizajes. Sobre este último eje, precisó que se trabaja para un retorno a clases seguro y descentralizado. “Nuestro gobierno se comprometió a cambiar esta situación y asegurará el retorno a clases presenciales de más de ocho millones de niños, adolescentes, jóvenes y adultos de manera segura, flexible y descentralizada hasta el 28 de marzo”, subrayó.

Dijo que se asegurará las condiciones adecuadas para este retorno y se ha destinado 561 millones de soles para el mantenimiento de colegios, adquisición de kits de higiene, mascarillas y protectores.

El premier Aníbal Torres también expuso los avances en el Eje 5, Descentralización, fortalecimiento institucional y del servicio civil, orientado a tener un Estado más eficiente y con mayor capacidad de servir a su gente. Para ello se promueve hacer compras estatales más eficientes y el diálogo como el principal enfoque para afrontar los conflictos sociales. “Todos los conflictos sociales abiertos a la fecha están siendo encauzados institucionalmente por la vía del diálogo. Los compromisos suscritos en los diferentes espacios y mesas de trabajo se encuentran activos y encaminados”, señaló.

Los otros ejes abordados por el titular de la PCM son, Eje 6, Fortalecimiento del sistema democrático, seguridad ciudadana y lucha contra la corrupción, narcotráfico y terrorismo; Eje 7 Gestión eficiente de riesgos y amenazas a los derechos de las personas y su entorno; Eje 8, Gobierno y transformación digital con equidad; Eje 9, Conducción de una diplomacia nacional, autónoma, democrática, social y descentralizada; y Eje 10, Estado intercultural para la promoción de la diversidad cultural.

Al finalizar su presentación solicitó el voto de confianza del Parlamento. “Señores y señoras congresistas, habiendo expuesto nuestras políticas y reconocido lo mucho que hay por hacer, les reitero que la concertación es la apuesta del Gobierno del Pueblo. Lo es, principalmente, porque sabemos que, para trabajar por todos los peruanos necesitamos ponernos de acuerdo”, manifestó.

SALUDO POR EL DÍA DE LA MUJER
Con ocasión del Día Internacional de la Mujer, que se conmemora hoy, el jefe del Gabinete ministerial expresó el saludo del Ejecutivo a todas las mujeres del país. “Celebramos y reconocemos a las mujeres del campo que, desde las chacras más alejadas, nos proveen día a día de alimento a las grandes ciudades; a las trabajadoras obreras municipales, a las trabajadoras del hogar, a las trabajadoras ambulantes, a las ronderas campesinas, a las maestras de escuela, a las mujeres que sostienen las redes de ollas comunes y vasos de leche. A las integrantes de pueblos indígenas, comunidades nativas y afro descendientes”, expresó.

VACCINATION AND EDUCATIONAL POLICY
In the first part of his presentation, the President of the Council of Ministers explained the progress of the Government’s management, highlighting that until March 7, more than 21.8 million people had already been vaccinated with the two doses (75.9% of the target population), and more than 10 million 800 thousand people with the booster dose (33.2% of the target population). The head of the ministerial Cabinet also presented the implementation of the other axes of the Government Policies, among them axis 3, Promotion of science, technology and innovation; and axis 4, Strengthening of the educational system and recovery of learning. On this last axis, he specified that work is being done for a safe and decentralized return to classes. “Our government promised to change this situation and will ensure the return to face-to-face classes of more than eight million children, adolescents, young people and adults in a safe, flexible and decentralized manner until March 28,” he stressed.

He said that the adequate conditions for this return will be ensured and 561 million soles have been allocated for the maintenance of schools, acquisition of hygiene kits, masks and protectors.

Prime Minister Aníbal Torres also presented the advances in Axis 5, Decentralization, institutional and civil service strengthening, aimed at having a more efficient State with a greater capacity to serve its people. To this end, more efficient state purchases and dialogue are promoted as the main approach to dealing with social conflicts. “All the social conflicts open to date are being channeled institutionally through dialogue. The commitments signed in the different spaces and work tables are active and on track”, he pointed out.

The other axes addressed by the head of the PCM are, Axis 6, Strengthening of the democratic system, citizen security and fight against corruption, drug trafficking and terrorism; Axis 7 Efficient management of risks and threats to the rights of people and their environment; Axis 8, Government and digital transformation with equity; Axis 9, Conduct of a national, autonomous, democratic, social and decentralized diplomacy; and Axis 10, Intercultural State for the promotion of cultural diversity.

At the end of his presentation, he requested Parliament’s vote of confidence. “Congressmen and ladies, having exposed our policies and recognized how much there is to do, I reiterate that agreement is the commitment of the Government of the People. It is, mainly, because we know that, to work for all Peruvians, we need to agree,” he said.

GREETINGS FOR WOMEN’S DAY
On the occasion of International Women’s Day, which is commemorated today, the head of the ministerial Cabinet expressed the Executive’s greetings to all women in the country. “We celebrate and recognize the women of the countryside who, from the most remote farms, provide us with food every day in the big cities; to the municipal workers, to the domestic workers, to the street workers, to the peasant ronderas, to the school teachers, to the women who support the networks of common pots and glasses of milk.
