Agencia Peruana de Noticias PRENSAPERU.PE https://prensaperu.pe Twitter: @prensaperupe El presidente del Consejo de Ministros, Aníbal Torres Vásquez, lideró hoy al equipo que sustentó el Proyecto de Ley de creación del Ministerio de Ciencia, Tecnología e Innovación ante la Comisión de Ciencia, Innovación y Tecnología del Congreso de la República, con el objetivo de recibir el respaldo e impulsar su aprobación ante el Parlamento.
Torres Vásquez estuvo acompañado por el ministro del Ambiente, Modesto Montoya; el secretario de Gestión Pública de la PCM, Heber Cusma Saldaña; y la directora de la Oficina General de Planificación y Presupuesto de la PCM, Jessica Ruiz Atau, quienes sustentaron el proyecto de Ley de creación del Ministerio de Ciencia, Tecnología e Innovación.
Durante la sesión, el jefe del Gabinete manifestó que el proyecto de Ley recoge los aportes de diversos expertos, quienes han entregado sus conocimientos para la formulación del Ministerio. “El proyecto recoge los aportes de los especialistas del Colegio de Biólogos del Perú; de la Universidad Nacional de Ingeniería; de la Sociedad de Comercio Exterior y de la Comisión de Ciencia, Tecnología e Innovación de la Cancillería de la República”, indicó.
Asimismo, agradeció a la Comisión de Ciencia, Innovación y Tecnología del Congreso de la República por la invitación a sustentar el proyecto de Ley. A su turno, el ministro del Ambiente, Modesto Montoya indicó que este proyecto de Ley responde a una necesidad de desarrollo científico en el país. “El Perú sigue en la cola de la producción científica y tecnológica”, anotó el ministro Montoya.
También precisó que este retraso se refleja en la evidente dependencia de la producción de materia prima que generalmente produce muchas tensiones socio-ambientales, y ello conlleva a que las comunidades denuncien por los contaminantes que se producen.
CREACIÓN DEL MINISTERIO DE CIENCIA, TECNOLOGÍA E INNOVACIÓN CTI
La propuesta de creación del Ministerio se enmarca en los lineamientos de la Política General de Gobierno. El proyecto de ley regula, entre otros aspectos, la estructura básica, las competencias y las funciones del Ministerio, las mismas que han sido tomadas como base de aquellas que actualmente ejerce el Consejo Nacional de Ciencia, Tecnología e Innovación Tecnológica (Concytec).
La creación de este ministerio responde al objetivo del Gobierno de promover la ciencia, tecnología e innovación para lograr el desarrollo del país. En ese sentido, se impulsa el conocimiento científico-tecnológico a fin de responder de forma oportuna y eficaz las necesidades y expectativas de los peruanos, cumpliendo con el compromiso de avanzar en el desarrollo económico y social del Perú.

Torres Vásquez was accompanied by the Minister of the Environment, Modesto Montoya; the Secretary of Public Management of the PCM, Heber Cusma Saldaña; and the director of the General Office of Planning and Budget of the PCM, Jessica Ruiz Atau, who supported the bill for the creation of the Ministry of Science, Technology and Innovation.
During the session, the head of the Cabinet stated that the bill includes the contributions of various experts, who have provided their knowledge for the formulation of the Ministry. “The project collects the contributions of specialists from the College of Biologists of Peru; from the National University of Engineering; of the Foreign Trade Society and of the Science, Technology and Innovation Commission of the Chancellery of the Republic”, he indicated.
Likewise, he thanked the Commission of Science, Innovation and Technology of the Congress of the Republic for the invitation to support the bill. In his turn, the Minister of the Environment, Modesto Montoya indicated that this bill responds to a need for development scientist in the country. “Peru is still in the queue of scientific and technological production,” noted Minister Montoya.
He also specified that this delay is reflected in the evident dependence on the production of raw materials that generally produces many socio-environmental tensions, and this leads communities to denounce the pollutants that are produced.
CREATION OF THE MINISTRY OF SCIENCE, TECHNOLOGY AND INNOVATION CTI
The proposal to create the Ministry is part of the guidelines of the General Government Policy. The bill regulates, among other aspects, the basic structure, powers and functions of the Ministry, the same ones that have been taken as the basis of those currently exercised by the National Council for Science, Technology and Technological Innovation (Concytec).
The creation of this ministry responds to the Government’s objective of promoting science, technology and innovation to achieve the country’s development. In this sense, scientific-technological knowledge is promoted in order to respond in a timely and effective manner to the needs and expectations of Peruvians, fulfilling the commitment to advance in the economic and social development of Peru.
