Nº 004-2022-MIDAGRI el gobierno del presidente Pedro Castillo Terrones oficializó la modificación del Reglamento de la Leche y Productos Lácteos, que permitirá a más de medio millón de pequeños productores de leche, mejorar las perspectivas de desarrollo de su negocio en beneficio de las familias campesinas.
El Decreto Supremo Nº 004-2022-MIDAGRI, publicado en la edición extraordinaria del diario “El Peruano”, lleva la firma del jefe de Estado Pedro Castillo Terrones, así como del presidente del Consejo de Ministros, Aníbal Torres Vásquez, y los titulares del los pliegos del MIDAGRI, Oscar Zea; de Salud, Jorge López; del Mincetur, Roberto Sánchez; Oscar Graham del MEF, y Jorge Prado del PRODUCE.
La norma establece que la leche evaporada solo se producirá con la utilización de leche fresca de vaca, lo que contribuirá a que miles de pequeños, medianos y grandes ganaderos de las principales cuencas como Arequipa, Cajamarca, Lima,Puno y otras zonas productoras, puedan obtener mejores precios por su leche fresca.
El Director General de Ganadería del Ministerio de Desarrollo Agrario y Riego (MIDAGRI), Carlos Lozada, dijo que las empresas tendrán seis meses de plazo para adaptarse a la norma.“A partir del mes de octubre será exigible la nueva denominación de leche evaporada, por ahora se tendrá que seguir vendiendo leche recombinada, precisó.
Además, el funcionario expresó que la medida aprobada por el Gobierno promoverá una mayor demanda de leche fresca nacional, lo cual promovería que el precio de la leche se incremente, lo que contribuirá a elevar la calidad de vida de las familias dedicadas a la ganadería lechera”.
“Si la industria quiere más leche, tendrá que implementar políticas promotoras, que estimulen la producción. La capacidad de producción existe, pero necesitamos un mejor precio”, expresó Lozada.
GOBIERNO BUSCA AUMENTAR EL NIVEL NUTRITIVO DE LA LECHE
El MIDAGRI informó que con dicha medida, la leche evaporada contendrá solo leche fresca y con ello aumentará el nivel nutricional, pues la proteína, que es uno de los nutrientes más importantes, se incrementará de 5.95 g/100g (el 34% de 17.5 g/100g) a 6 g/100g.
La leche evaporada (hecha 100% de leche fresca) es más nutritiva que la recombinada en lata, porque ha sufrido menos procesos térmicos que deterioran la calidad biológica de proteínas y vitaminas. Además, la grasa láctea se va oxidando durante el tiempo en que es almacenada en polvo antes de volverla a esterilizar dentro de la lata.
Las disposiciones son aplicables en el mercado local y están principalmente orientadas a la producción primaria de la leche, así como a la elaboración de productos lácteos bajo el ámbito de las pequeñas y medianas empresas vinculadas a la agricultura familiar y la pequeña agroindustria, y no tienen ningún efecto en el comercio internacional.
El sector Agricultura también dio a conocer que los cambios realizados en la legislación peruana son similares a los aplicados en diferentes países en los que también se determina el uso de leche cruda para elaborar leche evaporada como son: Estados Unidos, Canadá, Chile, México y la Unión Europea.
Del mismo modo, la norma no impone restricciones a la importación de leche en polvo, si no estas podrán continuar.
MEDIDAS BUSCAN TAMBIÉN APOYAR A LA PEQUEÑA GANADERÍA
De la misma manera, el MIDAGRI recuerda que uno de los objetivos del sector es el fortalecimiento de la cadena productiva de leche y derivados lácteos vinculada a la pequeña ganadería familiar 2021-2024”, el cual se encuentra alineada a los objetivos que el MIDAGRI, a través de la Dirección General de Desarrollo Ganadero,
La misma forma parte de las acciones del ministerio en favor de los productores de la cadena láctea, constituyendo un instrumento para mejorar la inserción de los productos y derivados de la cadena productiva de vacunos en los mercados, y así incrementar el ingreso de los productores(as) ganaderos(as) de la agricultura familiar, mediante la obtención de su certificación sanitaria.
Finalmente, la norma permitirá al consumidor acceder a información cabal de la naturaleza del proceso al que se somete la leche, por lo tanto, se cuenta con un legítimo interés de evitar que los consumidores finales sean inducidos a error, sabiendo de antemano el origen y componentes del producto.
