“Desde la Secretaría de Gobierno y Transformación Digital junto con entidades públicas y organizaciones privadas venimos impulsando procesos de innovación ciudadana que priorizan la participación directa de las personas en el diseño de servicios digitales. De esta manera buscamos garantizar el diseño de servicios empáticos, intuitivos y predictivos y los laboratorios de innovación lo hacen posible. Por ello, felicitamos al Gobierno Regional de Cajamarca que ha dado un importante paso en la transformación de sus servicios para la ciudadanía”, indicó Marushka Chocobar, secretaria de Gobierno y Transformación Digital de la PCM.
Recientemente Cajamarca creó la primera Dirección Regional de Transformación Digital a nivel nacional y viene impulsando las políticas disruptivas en el marco del proceso nacional de transformación digital. Asimismo, el Ejecutivo promulgó la Ley 31449, propuesta por el Congreso, para fortalecer el Laboratorio de Gobierno y Transformación Digital del Estado a fin de impulsar la innovación en el ámbito público a nivel nacional, con enfoque territorial. Dicha iniciativa coloca al Perú como el primer país de la región en contar con una ley que impulsa los procesos de innovación abierta, innovación ciudadana e innovación social mediante un laboratorio del Estado para atender las necesidades de la ciudadanía.
Los primeros proyectos que se desarrollarán la sede Cajamarca del Laboratorio de Gobierno y Transformación Digital estarán orientados al aprovechamiento de la inteligencia artificial en los sectores productivos, el codiseño de la Estrategia Nacional de Ciudades Inteligentes y la implementación de los primeros servicios digitales diseñados con la ciudadanía en la Plataforma Nacional de Gobierno Digital.
“Este hito constituye un compromiso de la Política Nacional de Transformación Digital y el avance de cumplimiento del eje 8 de la Política General de Gobierno a fin de lograr la implementación de un gobierno y transformación digital con equidad”, finalizó Chocobar.

Durante el 2022, se proyecta desplegar otras sedes regionales y locales del Laboratorio de Gobierno y Transformación Digital. Para lograr este objetivo, la PCM trabajará de la mano con los gobiernos regionales y locales a fin consolidar el ecosistema de innovación regional, impulsar la participación de la academia, fortalecimiento de competencias en investigación para codiseño de servicios digitales, aplicación de metodologías ágiles y desarrollo de procesos de innovación abierta regionales y locales.
El Laboratorio de Gobierno y Transformación Digital ha desarrollado e impulsado más de 400 procesos de innovación abierta con el apoyo del sector privado, la academia, la sociedad civil, el sector público y la ciudadanía que han beneficiado a miles de personas con la implementación de soluciones digitales durante la pandemia.

Cajamarca recently created the first Regional Directorate of Digital Transformation at the national level and has been promoting disruptive policies within the framework of the national process of digital transformation. Likewise, the Executive enacted Law 31449, proposed by Congress, to strengthen the Laboratory of Government and Digital Transformation of the State in order to promote innovation in the public sphere at the national level, with a territorial approach. This initiative places Peru as the first country in the region to have a law that promotes open innovation, citizen innovation and social innovation processes through a State laboratory to meet the needs of citizens.
The first projects to be developed at the Cajamarca headquarters of the Government and Digital Transformation Laboratory will be oriented towards the use of artificial intelligence in the productive sectors, the co-design of the National Strategy for Smart Cities and the implementation of the first digital services designed with citizens in the National Digital Government Platform.
“This milestone constitutes a commitment of the National Digital Transformation Policy and the progress of compliance with axis 8 of the General Government Policy in order to achieve the implementation of a government and digital transformation with equity”, concluded Chocobar.

During 2022, it is planned to deploy other regional and local offices of the Government and Digital Transformation Laboratory. To achieve this goal, the PCM will work hand in hand with regional and local governments in order to consolidate the regional innovation ecosystem, promote the participation of academia, strengthen research skills for co-design of digital services, application of agile methodologies and development of regional and local open innovation processes.
The Government and Digital Transformation Laboratory has developed and promoted more than 400 open innovation processes with the support of the private sector, academia, civil society, the public sector and citizens that have benefited thousands of people with the implementation of solutions digital during the pandemic.
