Agencia Peruana de Noticias PRENSAPERU.PE https://prensaperu.pe Twitter: @prensaperupe El presidente del Consejo de Ministros, Aníbal Torres Vásquez, anunció la presentación del proyecto de ley de reforma constitucional para que una asamblea constituyente elabore una nueva Constitución Política, propuesta que será decidida por el pueblo a través de un referéndum en las próximas Elecciones Regionales y Municipales 2022.

Así, se propone que en dicho proceso electoral se incorpore una cédula especial que contenga la siguiente pregunta: ¿Aprueba usted la convocatoria de una asamblea constituyente encargada de elaborar una nueva Constitución Política?, y que tendrá las alternativas de respuesta SÍ o NO.

“Si la población va por el sí, entonces se tendrá que convocar a la asamblea constituyente, que será la que redacte la nueva Constitución, la cual será nuevamente consultada al público para su aprobación. Si la población no aprueba el nuevo texto, ahí termina todo”, explicó.

Al término de una nueva sesión del Consejo de Ministros, el premier Torres aseveró que ni el presidente de la República ni los ministros redactarán una sola línea de esta nueva Constitución, la que estará a cargo de 130 asambleístas, que pueden ser ciudadanos que reúnen las condiciones señaladas en el último párrafo del artículo 90 de la actual Constitución.

“Este proyecto no implica el cierre del Congreso ni el fin del Gobierno, pues se respeta los periodos por el cual fueron elegidos”, afirmó el jefe del Gabinete Ministerial.

Agregó que se dispone que, durante la elaboración del documento de nueva Constitución, todos los organismos constitucionales autónomos, gobiernos regionales y locales, y demás entidades públicas, mantienen plenamente sus funciones, competencias y atribuciones.

La asamblea constituyente será popular, plurinacional y tendrá paridad de género, y estará conformada por representantes de organizaciones políticas inscritas, candidatos independientes, los pueblos indígenas, los pueblos afroperuanos y personas con alguna discapacidad.

“La incertidumbre política no puede permanecer eternamente porque frena el desarrollo del país. Este sería un mecanismo mediante el cual se logra establecer esa estabilidad política que tanto ansiamos, para que exista también estabilidad económica”, dijo el premier al invocar al Congreso a debatir cuanto antes este proyecto, que tiene “carácter de urgencia”.

At the end of a new session of the Council of Ministers, Prime Minister Torres asserted that neither the President of the Republic nor the ministers will draft a single line of this new Constitution, which will be in charge of 130 assembly members, who may be citizens who meet the conditions indicated in the last paragraph of article 90 of the current Constitution.

“This project does not imply the closure of Congress or the end of the Government, since the periods for which they were elected are respected,” said the head of the Ministerial Cabinet.

He added that it is provided that, during the elaboration of the document of the new Constitution, all the autonomous constitutional organisms, regional and local governments, and other public entities, fully maintain their functions, competences and attributions.

The constituent assembly will be popular, multinational and will have gender parity, and will be made up of representatives of registered political organizations, independent candidates, indigenous peoples, Afro-Peruvian peoples and people with disabilities.

“Political uncertainty cannot last forever because it slows down the country’s development. This would be a mechanism through which it is possible to establish that political stability that we so long for, so that there is also economic stability,” said the premier, calling on Congress to debate this project as soon as possible, which is “urgent.”
