Cautelar la independencia judicial nos legitima frente a la ciudadanía, sostuvo Elvia Barrios durante evento ante jueces y juezas penales del país.

“Cautelar la independencia judicial en el ejercicio de nuestra función jurisdiccional es un deber que nos legitima frente a la ciudadanía, porque aun cuando todo lo demás falle, tenemos el deber de ser una garantía de acción y protección ante los atropellos a los derechos y libertades”, refirió.

La actividad está dirigida a los jueces y juezas de investigación preparatoria de las 34 cortes superiores de justicia del país.

“Como jueces y juezas de investigación preparatoria determinan las medidas coercitivas, entre otras decisiones, centrales en el juzgamiento y, allí tendrán que tener la firmeza para fundar sus decisiones en el marco de la norma vigente”, señaló.

CAPACITACIÓN
Barrios Alvarado consideró que la capacitación es un factor indispensable para garantizar estándares de calidad en la administración de justicia, contribuyendo con la actualización permanente, la reflexión jurídica y el debate en temas centrales que forman parte de su quehacer jurisdiccional.

Este programa tiene como ejes temáticos: prisión preventiva y medidas cautelares, medios técnicos de defensa, etapa intermedia: control de acusación y emisión de autos y sentencias.

El objetivo es fortalecer los conocimientos, destrezas, habilidades especializadas y estrategias de los magistrados para la dirección de audiencias en el marco del Código Procesal Penal.

Intervendrán como ponentes Juan Checkley Soria, juez del Juzgado Supremo de Investigación Preparatoria; Francisco Mendoza Ayma, juez de la Tercera Sala Penal Nacional Liquidadora Transitoria; Marco Angulo Morales, juez de la Quinta Sala Penal de Apelaciones de la Corte Superior Nacional.

También William Quiroz Salazar, juez de la Sexta Sala Penal Apelaciones Permanente de la Corte de Lima Norte; Víctor Burgos Mariños, juez de la Segunda Sala Penal de Apelaciones de la Corte de La Libertad, entre otros.

EN LIMA ESTE
Por otro lado, Barrios Alvarado inauguró el Seminario Internacional “Sistema Acusatorio de América”, organizado por la Corte Superior de Lima Este, en el marco del octavo aniversario de su creación.

La autoridad judicial destacó los avances del Código Procesal Penal, el cual, dijo, ha permitido una serie de mejoras como el principio de oportunidad, la terminación anticipada y la colaboración eficaz.

Sin embargo, recordó que su implementación progresiva hasta su vigencia en todos los distritos judiciales no fue fácil, debido a que tuvo aplazamientos y dilaciones, que conllevaron a que recién estuviera en vigencia en todos los distritos judiciales en el año 2021.

La actividad académica fue organizada por la Escuela de Formación y Capacitación Continua de Auxiliares Jurisdiccionales y Administrativos de la Corte Superior de Lima Este, y estuvo dirigida al personal jurisdiccional y administrativo.

This program has as thematic axes: preventive detention and precautionary measures, technical means of defense, intermediate stage: control of accusation and issuance of orders and sentences.

The objective is to strengthen the knowledge, skills, specialized abilities and strategies of the magistrates for the direction of hearings within the framework of the Code of Criminal Procedure.

The speakers will be Juan Checkley Soria, judge of the Supreme Court of Preparatory Investigation; Francisco Mendoza Ayma, judge of the Third Transitory Liquidating National Criminal Chamber; Marco Angulo Morales, judge of the Fifth Criminal Court of Appeals of the National Superior Court.

On the other hand, Barrios Alvarado inaugurated the International Seminar “America’s Accusatory System”, organized by the East Lima Superior Court, within the framework of the eighth anniversary of its creation.

The judicial authority highlighted the progress of the Criminal Procedure Code, which, he said, has allowed a series of improvements such as the principle of opportunity, early termination and effective collaboration.

However, he recalled that its progressive implementation until it became effective in all judicial districts was not easy, because it had postponements and delays, which meant that it was only in force in all judicial districts in the year 2021.

The academic activity was organized by the Training and Continuing Training School for Jurisdictional and Administrative Assistants of the East Lima Superior Court, and was aimed at jurisdictional and administrative staff.
