El burgomaestre metropolitano indicó que uno de los ejes en su gestión será la gobernanza, debido a que la atomización de la capital en 42 gobiernos locales torna ineficiente la administración de los servicios públicos.
Por ello pidió a la presidenta del Congreso, María del Carmen Alva, que se debata el Acuerdo de Concejo N.° 307, aprobado el 8 de octubre del 2020 por unanimidad por el Concejo Metropolitano y entregado al Poder Legislativo, sobre la iniciativa para una nueva conformación de la metrópoli en cinco unidades territoriales: Lima norte, Lima sur, Lima este, balnearios del sur y Lima centro. En cada una se constituiría una alcaldía territorial, la cual promovería y gestionaría el desarrollo de las circunscripciones que la integran.
El alcalde también se refirió a la influencia que tendrá el megapuerto de Chancay, cuya primera etapa está a punto de culminar; también recordó que la Ordenanza N.° 2343 actualiza el Plano del Sistema Vial Metropolitano hasta Huaral (en el norte) y Mala (en el sur). Sostuvo que para unir los ejes de desarrollo entre el puerto de Chancay y el del Callao se necesita extender 42 kilómetros de carretera de 80 metros de sección, uniendo así Chancay y San Juan de Lurigancho, lo que permitirá descongestionar la Panamericana Norte y dinamizar la economía.
Así, pidió al presidente de la República y al titular del Ministerio de Transportes y Comunicaciones impulsar esta propuesta, que denominó la “vía de los emprendedores”, en homenaje a los hombres y mujeres que desde los años 40 empezaron a llegar a Lima y transformaron la ciudad.
Además, la autoridad metropolitana señaló que hay más de S/5,700 millones en Sedapal para invertir en proyectos de agua y desagüe; sin embargo, no se pueden desembolsar, pues los asentamientos humanos no tienen la debida zonificación. Por ello planteó una reingeniería en el proceso de aprobación de los expedientes, otorgando un plazo de 45 días al Instituto Metropolitano de Planificación para que apruebe los trámites; así, el plazo de 14 años que demora obtener agua potable se rebajará a un año.
De la misma manera reafirmó su compromiso de continuar la peatonalización del Centro Histórico, con espacios para la cultura, la música y el arte en general, como ocurre en las principales capitales históricas del mundo, así como la recuperación de espacios públicos para el servicio de la ciudad.
El arquitecto también anunció que en mayo se entregará el óvalo Monitor; en junio, la vía de Pasamayito; y en julio, la estación Chimpu Ocllo, que extiende el servicio del Metropolitano de Lima hasta Carabayllo.
La teniente alcaldesa, Jheydi Quiroz, tomó juramento al arquitecto Miguel Eugenio Romero Sotelo como nuevo alcalde metropolitano hasta que culmine la gestión municipal 2019-2022.
Finalmente, el ciudadano Joseph Christopher Paredes Del Alcázar, en su calidad de accesitario, juró como nuevo regidor metropolitano.
