En carta dirigida al MEF empresarios de ADEX piden que el gobierno realice obras de infraestructura para que ellos puedan trabajar.

En la misiva firmada por el presidente del gremio, Julio Pérez Alván, no solo se solicitó integrar los grupos de trabajo que apoyan en la identificación de soluciones a los problemas de infraestructura, sino que se propuso la necesidad de priorizar una serie de obras en Callao, Lima y Paita, a fin de mejorar el flujo del comercio exterior y la reactivación económica.

Los exportadores, importadores y usuarios consideran prioritario y urgente el caso del Callao, pues enfrenta una grave congestión, en ese sentido, consideró apremiante facilitar varias rutas alternas de tránsito que garanticen la fluidez. Se podría invertir en obras sencillas que necesitan un presupuesto menor y en otras más importantes y de mayor impacto.

“Los empresarios esperamos que se concreten medidas que nos alivien de los sobrecostos, en especial los ligados a la energía, la logística, transporte y que se agudizaron a raíz del impacto global por la pandemia y la guerra Rusia-Ucrania”, indicó.

Respecto a la energía, ADEX propuso priorizar el desarrollo de proyectos de distribución de gas, hidroenergéticos y eólicos en las principales ciudades. También llamó la atención sobre la limitación en el abastecimiento de gas GLP.

En relación a la logística de transporte, y debido a la cancelación de la descarga de buques a consecuencia de marejadas, sugirió invertir en la instalación de un amarradero dentro del rompeolas norte del puerto de Callao.

Otro tema preocupante es la congestión severa en los accesos terrestres al puerto y aeropuerto del Callao, los cuales se agravaron desde fines del 2021 y que se estima se extenderá por dos años más como mínimo debido a la construcción de la Línea 2 del Metro (redujo a la tercera parte la capacidad de tránsito de ingreso y salida tanto del puerto como del aeropuerto), asimismo, la ampliación del tercer amarradero de DPWC, la construcción de la segunda pista de aterrizaje y la nueva terminal de pasajeros de LAP y otros”, se señaló.

PRIORIZAR OBRAS EN CALLAO Y PAITA
ADEX sugirió priorizar la ejecución de obras en el Callao, en particular las que tienen que ver con las vías alternas pues permitirán mejorar la conectividad, ayudará con la descongestión y hará más competitiva la actividad logística y el comercio exterior.

De la misma manera, expresó su interés para que se inicien o continúen las grandes obras como el antepuerto en Callao –aliviará el caos y congestión hacia el puerto–; y en el Puerto de Paita, la ampliación y mejora de la bajada al puerto y traslado del punto de control de camiones en la parte superior.

GRANDES OBRAS
En esa misma línea, el gremio empresarial refirió que en Callao y Lima se necesita promover inversiones para construir varios bypass a fin de mejorar de forma imperativa la conectividad del puerto/antepuerto con el resto de Lima (vía directa sin cortes) y liberar el paso de transporte pesado de oeste a este y viceversa.

También el corredor camionero, necesario para conectar el puerto-antepuerto con el resto de Lima (vía directa sin cortes y congestión), la periurbana (iniciar proceso inversión en Proinversion), el periférico vial norte (urge preparar la buena pro para esta obra) y el puente Santa Rosa (acceso a nuevo terminal de pasajeros del aeropuerto Jorge Chávez), entre otros.

Algunas obras complementarias que deben ejecutarse son intercambios viales, vías de evitamiento y puentes peatonales a lo largo de la red vial nacional. En Piura se debe tomar en cuenta la urgente necesidad de atender el flujo de carga por el nuevo periférico que va desde Chapaira-Piura a la IIRSA Norte, por lo que se debe resolver el acceso de la carga sin complicar al distrito de Castilla.

Regarding energy, ADEX proposed prioritizing the development of gas distribution, hydropower and wind projects in the main cities. He also drew attention to the limitation in the supply of LPG gas.

In relation to transport logistics, and due to the cancellation of the unloading of ships as a result of tidal waves, he suggested investing in the installation of a berth within the northern breakwater of the port of Callao.

Another worrying issue is the severe congestion in land accesses to the port and airport of Callao, which has worsened since the end of 2021 and is expected to last for at least two more years due to the construction of Line 2 of the Metro (reduced to a third of the traffic capacity of entry and exit of both the port and the airport), likewise, the expansion of the third berth of DPWC, the construction of the second runway and the new passenger terminal of LAP and others”, was noted.

PRIORITIZE WORKS IN CALLAO AND PAITA
ADEX suggested prioritizing the execution of works in Callao, particularly those that have to do with alternate routes, as they will improve connectivity, help with decongestion and make logistics activity and foreign trade more competitive.

In the same way, he expressed his interest in starting or continuing large works such as the outer port in Callao –it will alleviate the chaos and congestion towards the port–; and in the Port of Paita, the expansion and improvement of the descent to the port and transfer of the truck control point to the upper part.

BIG WORKS
Along the same lines, the business association said that in Callao and Lima it is necessary to promote investments to build several bypasses in order to imperatively improve the connectivity of the port/outer port with the rest of Lima (direct road without cuts) and free the passage heavy transport from west to east and vice versa.
