Agencia Peruana de Noticias PRENSAPERU.PE https://prensaperu.pe Twitter: @prensaperupe El Pleno de la Representación Nacional aprobó esta tarde la censura de la ministra de Trabajo y Promoción del Empleo, Betssy Chávez Chino, por su falta de capacidad y grave negligencia en su gestión al frente de su sector, lo cual constituye una grave responsabilidad política al vulnerar los artículos 39, 44 y 119 de la Constitución Política.

La decisión se adoptó por 71 votos a favor, 28 en contra y 12 abstenciones.

“Se comunicará el presente acuerdo al señor presidente de la República para dar cumplimiento al artículo 132 de la Constitución y el inciso b ) del artículo 86 del Reglamento del Congreso”, informó el segundo vicepresidente del Congreso, Enrique Wong, quien condujo la sesión.

La censura fue planteada a través de la Moción de Orden del Día nro. 2695 y presentada por los legisladores de la bancada Fuerza Popular, Alianza Para el Progreso, Avanza País, Renovación Popular y no agrupados.

Según el artículo 86 inciso b) del Reglamento del Congreso, la ministra censurada debe renunciar. Además, señala que el presidente de la República debe aceptar la dimisión dentro de las 72 horas siguientes.

EL DEBATE
El acuerdo de la Representación Nacional se dio después de un amplio debate en el que la mayoría de los portavoces de las bancadas cuestionaron el quehacer de Chávez Chino en el manejo de la huelga de controladores aéreos en Semana Santa y el intento de buscar la adscripción de SERVIR a su sector.

Asimismo, por el incremento del salario mínimo vital sin haber convocado a las partes y generar con la medida informalidad y desempleo; además, por no haber promovido oportunidades de trabajo a los jóvenes.

La intervención de los parlamentarios tuvo lugar por espacio de una hora, siendo la distribución de los tiempos de la siguiente manera: Fuerza Popular, 12 minutos; Perú Libre, 11; Acción Popular, 7; Alianza para el Progreso, 7; Avanza País, 5; Bloque Magisterial de Concertación Nacional, 5; Renovación Popular, 4; Perú Democrático, 3; Somos Perú, 2; y Cambio Democrático-Juntos por el Perú, 2.

El congresista Hernando Guerra-García Campos (FP) dijo que no solo es motivo de critica la paralización de numerosas empresas durante la Semana Santa a consecuencia de la huelga de los controladores aéreos, sino una serie de normas en perjuicio de la economía.

También acusó a Chávez Chino de no tener criterio ni capacidad para resolver los problemas del sector.

El congresista José Williams Zapata (Avanza País) sostuvo que uno de los errores cometidos por la ministra fue no haber consultado el caso de la paralización de los controladores aéreos con otros sectores vinculados, como el Ministerio de Transportes y Comunicaciones.

Asimismo, criticó el incremento de la Remuneración Mínima Vital sin haber coordinado con las partes afectadas como las empresas de distintos tamaños, puesto que se generará informalidad y desempleo.

En tanto, el parlamentario Segundo Quiroz Barboza (BMCN) explicó que la reestructuración de Sunafil, por la que han renunciado algunos funcionarios, es un asunto administrativo que servirá para mejorar la atención a la ciudadanía.

El legislador Carlos Zeballos Madariaga (PD) dijo que le pudo pasar a cualquier otro ministro en el cargo con respecto a la huelga de controladores; y que la renuncia de funcionarios de Sunafil conocida en el día es producto de su reestructuración.

La congresista Isabel Cortez Aguirre (CD-JPP) indicó que la razón por la que se cuestiona a la ministra Chávez es porque ella impulsa el Código Laboral que no beneficia a las grandes empresas.

Culminada la participación de los portavoces, los congresistas también se pronunciaron sobre el tema.

En ese sentido, Edwin Martínez Talavera (AP) sostuvo que el real responsable de la paralización de los controladores aéreos es el Ministerio de Transportes y Comunicaciones, porque a ese portafolio pertenecen; y destacó algunas medidas del MTPE, como el caso del programa Trabaja Perú.

German Tacuri Valdivia (BMCN) sostuvo que la motivación para cuestionar a los ministros es no permitir el desarrollo del Gobierno, porque se acusa a la ministra del problema en Corpac cuando la responsabilidad no es de su sector.

Norma Yarrow Lumbreras (Avanza País) se sumó a las críticas hacia Chávez Chino y llamó la atención sobre el mal servicio que presta EsSalud y mantener a personas cuestionadas en su interior.

Entretanto, Héctor Valer Pinto (PD) indicó que la censura contra la ministra llega cuando ella intenta reorganizar y ordenar su sector y que los que renunciaron a Sunafil son justamente quienes están vinculados con la industria de la construcción y no les conviene que SERVIR pase al MTPE.

Los congresistas Martha Moyano Delgado y Alejandro Aguinaga Recuenco (FP), coincidieron en señalar la incapacidad y negligencia de los representantes del Gobierno en sectores importantes, entre ellos, el Ministerio de Trabajo y Promoción del Empleo.
