Fue al aprobarse el dictamen -recaído en los proyectos de ley 882/2021- CR, y 1620/2021-CR- que propone la Ley de Promoción de la Amazonía, para la innovación, reactivación económica y equidad de beneficios.

Al respecto, la legisladora Silvia Montesa Facho (AP), presidenta de la Comisión de Economía, sustentó la iniciativa de ley señalando que tiene como objetivo modificar la Ley 27037 Ley de la Promoción de Inversión en la Amazonía, «en términos de la composición del Comité Promotor, el alcance de sus beneficios y la recuperación de la esencia original de la ley derogando las modificatorias que la afectaron, entre otros aspectos vinculados a este tema».

La iniciativa también propone la modificación del literal c) del numeral 3.1 del artículo 3 de la Ley 27037 incorporando a las provincias Cutervo, Jaén y San Ignacio de la región Cajamarca, que les permitirá ser parte de la promoción comercial y económica de la Amazonía peruana, en el marco de la reactivación económica del país.

Otra modificación está vinculada al artículo 6 de la ley en mención que crea el Comité Ejecutivo de Promoción de la Inversión Pública y Privada para la investigación científica, desarrollo tecnológico, e innovación en la Amazonía, conformada por un representante del Poder Ejecutivo, quien lo presidirá, un representante de las universidades, y un representante de la sociedad civil organizada, representada por los gremios empresariales, quienes aprobarán planes, proyectos, concesiones orientados a mejorar los niveles de producción y desarrollo económico.

Para este caso, el Poder Ejecutivo proporcionará al Comité Ejecutivo el apoyo y financiamiento requerido para el desenvolvimiento de sus labores. Los gobiernos regionales de la Amazonía destinarán hasta el 5% de los fondos del fideicomiso establecidos en el Decreto Supremo 006-2019. EF, que establece medidas reglamentarias para la aplicación de lo dispuesto por la Ley 30896.

Otras de las modificaciones acordadas es «la aplicación de los Impuestos a la Renta de los contribuyentes de la Amazonía, así como las facilidades a los contribuyentes de la Amazonía que desarrollen principalmente actividades agrarias o de transformación y procesamiento de los productos calificados de la zona como la yuca, soya, aguaje, ajonjolí, cúrcuma, entre otros productos.
