Según el Decreto Supremo 007-2022-MIDAGRI, publicado en el diario oficial El Peruano, este grupo de productores (as) podrán nuevamente ser calificados como usuarios del Fondo Agroperú, y con ello, ser sujetos de crédito en Agrobanco.

El objetivo de la norma es reinsertarlos al sistema financiero, fortalecer sus actividades productivas y, con ello, reactivar sus economías, por medio del financiamiento directo con recursos del Fondo Agroperú para que los pequeños productores, de manera individual o colectiva, ingresen a procesos de normalización de sus deudas mal calificadas e inicien o continúen con la cancelación de sus deudas.

La medida beneficiará a más de 20 mil pequeños productores agrarios (as) a nivel nacional usuarios del Fondo, que requieren normalización de sus deudas y reactivación de sus actividades productivas, las mismas que se verán fortalecidas con el financiamiento directo y reinserción financiera en el marco del Decreto Supremo N°004-2020- MINAGRI de Reestructuración del Fondo Agroperú.

De acuerdo con el documento publicado, el presupuesto para financiar el cumplimiento de la norma estará a cargo de los recursos del patrimonio del Fondo Agroperú y serán ejecutados por el Agrobanco a nivel nacional. A marzo del presente año el Fondo Agroperú contaba con recursos disponibles superiores a los 540 millones de soles, con los cuales se atendería la reinserción financiera de los usuarios agropecuarios que son beneficiarios de la norma.

Según información oficial, se tiene previsto que en la próxima campaña agropecuaria del 2022 se podrán colocar 100 millones de soles, con un promedio de financiamiento de 12 mil soles por cada productor.

Asimismo, la norma permitirá ampliar el área cultivada de los productores agrícolas en 14 mil 500 hectáreas a nivel nacional, incidiendo en la seguridad alimentaria del país y la provisión de los mercados internos, así como mejorar las condiciones de vida de los beneficiados de la norma.

El decreto supremo está refrendado por el jefe de Estado, Pedro Castillo, el ministro de Economía y Finanzas, Oscar Graham; y el ministro de Desarrollo Agrario y Riego, Javier Arce.
