“Hoy más que celebrar, reivindicamos a lo nuestro, porque todos debemos sentirnos identificados en un país pluricultural, donde el pueblo afroperuano aportó muchísimo. Esta es una manera de decirle al pueblo afroperuano: muchas gracias por todo su aporte al país y pedirles disculpas históricas”, indicó durante la ceremonia de lanzamiento del Decreto Supremo, que beneficiará a más de 800 mil afroperuanas y afroperuanos.

En el marco de la campaña “Somos Afro, la identidad que nos une” y en el Día de la Cultura Afroperuana, Salas Zegarra, manifestó que es obligación del Estado proteger a las poblaciones vulnerables.

“Esto no es un plan del pueblo afroperuano, sino de todos los peruanos. Es un momento de alegría y de reflexión, de decirnos que necesitamos querernos más como peruanos. Hoy celebramos al pueblo afroperuano con el compromiso de trabajar para disminuir la discriminación que aún vivimos en diferentes campos”, expresó.

Resaltó que esta es la primera Política Nacional que aprueba este gobierno, a través el Ministerio de Cultura, pero que es transversal a otros ministerios ya que se debe seguir trabajando en ese camino para fortalecernos como peruanos. “Esta es la forma de trabajar para el país, el unirnos, el sentirnos pluriculturales y saber que unidos como peruanos podemos salir adelante”, indicó.

En la actividad, que se desarrolló en la sede del Ministerio de Cultura, participaron los ministros de Justicia y Derechos Humanos, Félix Chero; de Ambiente, Modesto Montoya y de la Mujer y Poblaciones Vulnerables, Diana Miloslavich; así como la viceministra de Interculturalidad, Rocilda Nunta, entre otras autoridades.

Al culminar la ceremonia, el ministro de Cultura, Alejandro Salas, junto a los demás ministros, participaron del Festival “Somos afro, la identidad que nos une”, que se armó para conmemorar la promulgación de la Política Nacional del Pueblo Afroperuano, con la instalación de stands en donde las organizaciones afroperuanas presentaron diversas expresiones culturales del pueblo afroperuano, a través de la música, artesanías, accesorios, textilería, sus platos y postres tradicionales.

La PNPA establece acciones para la mejora de la calidad de vida del pueblo afroperuano y promueve el ejercicio de sus derechos económicos, sociales, políticos y culturales, a través de la identificación de 43 servicios públicos que serán brindados por 12 entidades, en beneficio del segundo grupo étnico más grande del país.

LLAMADO A LA UNIÓN Y AL CONSENSO
De otro lado, el titular del sector Cultura hizo un llamado al Congreso a la unión y al consenso y seguir trabajando unidos por el Perú. “Desde el Poder Ejecutivo respetamos el estado de derecho, la democracia y la independencia de poderes y no efectuamos ningún tipo de plan en contra del Congreso de la República. Por el contrario, buscamos acercarnos para gobernar juntos. Se vienen momentos duros en donde si no estamos unidos, la vamos a pasar mal. El Poder Ejecutivo sigue extendiendo la mano al Congreso de la República, así el Congreso de la República, con sus máximos representantes, quieran de alguna u otra manera vulnerar el estado de derecho”, señaló.

En ese sentido, calificó de lamentable el audio de la presidenta del Congreso, María del Carmen Alva y dijo que, “cuando trabajamos con esas intenciones para con el país nos hacemos daño todos”. Además, recordó que el Poder Ejecutivo no planifica ni diseña absolutamente nada que atente contra la democracia.

CAMPAÑA “SOMOS AFRO, LA IDENTIDAD QUE NOS UNE”
Cabe destacar que, por octavo año consecutivo, el Ministerio de Cultura, conmemora a junio como el mes de la Cultura Afroperuana, a través de diversas actividades virtuales y presenciales, con la finalidad de visibilizar las acciones de promoción, protección de derechos y desarrollo del pueblo afroperuano, buscando con ello el fortalecimiento de la valoración de la diversidad cultural, un objetivo clave en la Política Nacional de Cultura al 2030.

Las actividades que este 2022 tendrán como lema “Somos afro, la identidad que nos une”, incluirán desde el homenaje póstumo a la dirigente vecinal del distrito de Villa el Salvador, María Elena Moyano, a 30 años de su muerte, el cual busca reivindicar a las afroperuanas de la historia que, desde sus diversas luchas, han aportado a la construcción de una sociedad más justa e igualitaria.

Según el Decreto Ley Nº 28761 – “Día de la Cultura Afroperuana” (4 de junio), fue declarado en el año 2006 por el Congreso de la República, en homenaje a Nicomedes Santa Cruz, reconocido poeta, decimista, periodista, investigador y cultor del patrimonio cultural inmaterial afroperuano.

María Elena Moyano fue reconocida en el año 2002, como Heroína Nacional por el Congreso de la República, donde incluso una de sus salas lleva su nombre. Asimismo, el Ministerio de Cultura en el 2017 le otorga de manera póstuma el reconocimiento como Personalidad Meritoria de la Cultura.

De acuerdo al Censo Nacional de Población y Vivienda 2017, en el Perú se censaron a 29 millones 381 mil 884 personas. De ese total, 828 mil 894 personas se autoidentificaron como afroperuanos y afroperuanas, las cuales representan el 3,6% de la población total.

Con los datos del mismo censo, destacan seis departamentos con mayor porcentaje de población que se autoidentificó afroperuano y afroperuana: Lima con 26,6%, Piura con 15,1%, La Libertad con 12,3%, Lambayeque con 9,5%, Cajamarca con 7,2%, Ica con 4,0% y Callao con 4,6%.

It should be noted that, for the eighth consecutive year, the Ministry of Culture commemorates June as the month of Afro-Peruvian Culture, through various virtual and face-to-face activities, in order to make visible the actions of promotion, protection of rights and development of the Afro-Peruvian people, thereby seeking to strengthen the appreciation of cultural diversity, a key objective in the National Policy on Culture by 2030.
