Alencastre Calderón es economista por la Universidad Agraria La Molina y especialista en promoción y planificación del desarrollo regional y local; en gestión ambiental con enfoque territorial y en gestión del desarrollo en cuencas.
El flamante titular del Midagri reemplaza en el cargo a Javier Arce Alvarado, actual miembro del Parlamento Andino.
A la ceremonia, realizada en el Salón Cáceres de Palacio de Gobierno, asistió también el presidente del Consejo de Ministros, Aníbal Torres Vásquez; y los ministros de Cultura, Alejandro Salas Zegarra; de Comercio Exterior y Turismo, Roberto Sánchez Palomino; de Justicia y Derechos Humanos, Félix Chero Medina, y de la Mujer y Poblaciones Vulnerables, Diana Miloslavich Tupac.

Alencastre Calderón is an economist from the Universidad Agraria La Molina and a specialist in promotion and planning of regional and local development; in environmental management with a territorial approach and in river basin development management.
The new head of the Midagri replaces Javier Arce Alvarado, current member of the Andean Parliament.
The ceremony, held in the Cáceres Hall of the Government Palace, was also attended by the President of the Council of Ministers, Aníbal Torres Vásquez; and the Ministers of Culture, Alejandro Salas Zegarra; Foreign Trade and Tourism, Roberto Sánchez Palomino; of Justice and Human Rights, Félix Chero Medina, and of Women and Vulnerable Populations, Diana Miloslavich Tupac.
