Las Cumbres Ministeriales de la Red Gealc son una instancia de alto nivel político que convoca a autoridades en transformación digital de países de América Latina y el Caribe para establecer acciones conjuntas, fomentar la cooperación horizontal, realizar proyecciones sobre el impacto y tendencias de las tecnologías digitales e impulsar el aprovechamiento de las tecnologías y la innovación digital en favor de la ciudadanía con especial énfasis en las poblaciones más vulnerables.
El anuncio se dio durante la reunión sostenida entre el presidente del Consejo de Ministros, Aníbal Torres; el gerente de operaciones del BID, Ezequiel Cambiaso; el coordinador general de gobierno y transformación digital del BID, Miguel Porrúa; el exlíder de la Agencia de Transformación Digital de Uruguay, José Clastornik; la secretaria de gobierno y transformación digital, Marushka Chocobar y el secretario general de la PCM, Carlos Cavagnaro. En el encuentro, la delegación internacional felicitó al Perú por los avances alcanzados en materia de gobierno y transformación digital en favor de la ciudadanía.
“Desde la PCM seguiremos construyendo sobre los avances en transformación digital que se han llevado adelante gracias a la cooperación del BID. En esa línea, ratificamos nuestro compromiso con el cumplimiento de lo establecido en el eje 8 de la Política General de Gobierno para acercar los beneficios de las tecnologías digitales a toda la ciudadanía”, manifestó el presidente del Consejo de Ministros, Aníbal Torres.
Durante la sesión se destacó que, gracias a las inversiones realizadas en el marco del Proyecto BID fue posible desplegar servicios críticos para la ciudadanía durante la pandemia como el servicio del triaje digital, la página nacional del coronavirus, el pase laboral, las consultas de bonos, la consulta de la vacuna, la plataforma Facilita para mesas de partes digitales y los datos abiertos de personas contagiadas, fallecidas y vacunadas entre otras plataformas y servicios en coordinación con todas las entidades públicas.
Por su parte, los representantes del Banco Interamericano de Desarrollo, manifestaron su compromiso de continuar colaborando con el país con el propósito de llevar adelante una transformación digital con equidad con énfasis en el despliegue de tecnologías en los gobiernos regionales y locales, acercar sus beneficios a poblaciones vulnerables y fortalecer el impacto de la tecnología en la mitigación de los efectos del cambio climático.
Asimismo, la secretaria de Gobierno y Transformación Digital enfatizó que los siguientes pasos en la colaboración con el BID se enfocarán en el despliegue de la arquitectura digital del Estado, en la implementación del centro nacional de datos en modelo híbrido, en el impulso de la estrategia nacional para la red nacional de conectividad del Estado y la red nacional de investigación y educación, en la conformación de centros regionales de seguridad digital, el impulso de las estrategias de ciudades inteligentes e internet de las cosas, el uso de inteligencia artificial y tecnologías 4.0 en favor de poblaciones vulnerables y el despliegue de laboratorios de gobierno y transformación digital en los gobiernos regionales y locales.

During the session, it was highlighted that, thanks to the investments made within the framework of the IDB Project, it was possible to deploy critical services for citizens during the pandemic, such as the digital triage service, the national coronavirus page, the work pass, bond inquiries , the consultation of the vaccine, the Facilita platform for tables of digital parts and the open data of infected, deceased and vaccinated people among other platforms and services in coordination with all public entities.
For their part, the representatives of the Inter-American Development Bank expressed their commitment to continue collaborating with the country in order to carry out a digital transformation with equity, emphasizing the deployment of technologies in regional and local governments, bringing its benefits closer to vulnerable populations and strengthen the impact of technology in mitigating the effects of climate change.
Likewise, the Secretary of Government and Digital Transformation emphasized that the next steps in the collaboration with the IDB will focus on the deployment of the digital architecture of the State, on the implementation of the national data center in a hybrid model, on the promotion of the strategy for the national state connectivity network and the national research and education network, in the formation of regional digital security centers, the promotion of smart city strategies and the internet of things, the use of artificial intelligence and 4.0 technologies in favor of vulnerable populations and the deployment of government and digital transformation laboratories in regional and local governments.
