PCM supervisa en Puno con gobierno regional y locales, implementación de Plan Multisectorial de Heladas y Friaje 2022-2024.

Desde Juliaca, el viceministro de Gobernanza Territorial, Jesús Quispe Arones, señaló que el Gobierno Nacional ejecuta, desde los propios territorios, esta constatación, en coordinación con la Unidad Funcional de Ordenamiento Territorial y Gestión del Riesgo de Desastres.

“Estamos yendo a las regiones con el fin de evaluar las acciones para hacer frente al tema del friaje y atender a la población. Queremos que el Gobierno Nacional coordine muy bien con el gobierno regional, el gobierno local y la población, así como trabajar por resultados, para minimizar la afectación que están trayendo las bajas temperaturas”, manifestó Quispe Arones.

Asimismo, explicó que en esta visita de constatación a Juliaca se ha realizado una primera entrega de kits veterinarios, consistentes en vitaminas, alcohol y otro tipo de productos, para atender a los animales de la zona, por ejemplo, las alpacas, y que se puedan mitigar los efectos del frío.

El viceministro añadió que se continuará trabajando con un enfoque territorial. “Tenemos programadas muchas actividades y todos juntos debemos trabajar sobre los compromisos que tenemos. La idea es mostrar en este gobierno una gestión articulada y un trabajo conjunto para no duplicar esfuerzos, presupuestos ni tiempos”, detalló para luego anunciar que se realizarán visitas a otras regiones.

SOBRE EL PLAN MULTISECTORIAL ANTE HELADAS Y FRIAJE
Mediante Decreto Supremo Nº 047-2022-PCM se aprobó el Plan Multisectorial ante Heladas y Friaje 2022 – 2024, con la finalidad de articular las actividades de reducción del riesgo y de preparación para reducir la vulnerabilidad de la población ante heladas y friaje, en el marco de las competencias de cada entidad interviniente y consolidando los esfuerzos del Gobierno Nacional orientados a intervenir en las zonas críticas (altoandinas y selva).

El objetivo es reducir la vulnerabilidad de las personas frente a la exposición a los fenómenos de heladas y friaje por medio del accionar articulado del Estado y el diseño e implementación de estrategias para la reducción del riesgo y la preparación, en territorios priorizados, que coadyuven a proteger la vida e integridad física de la población, así como de sus medios de vida.

El Viceministerio de Gobernanza Territorial de la PCM es el encargado de monitorear y realizar los respectivos seguimientos del cumplimiento de los compromisos y metas planteadas por cada sector. Asimismo, de evaluar conjuntamente con la Dirección General de Presupuesto (GGPP) del MEF y los sectores involucrados la implementación de cada una de las actividades.

En el marco del Plan, durante el año 2022 se han entregado más de 4,800 viviendas seguras acondicionadas térmicamente a cargo del MVCS. Se ha realizado la entrega de más de 13,000 kits de agua segura y más de 8000 cocinas mejoradas por parte de Foncodes.

También se viene vacunando frente al neumococo e influenza, habiéndose programado más de 700,000 vacunas para el año 2022, de los cuales se han aplicado más de 130,000. Adicionalmente, se implementarán 2,900 cobertizos a cargo del Midagri, además de la instalación de pastos mejorados.

ABOUT THE MULTISECTOR PLAN AGAINST FROST AND COLD
Through Supreme Decree No. 047-2022-PCM, the Multisectoral Plan for Frost and Friage 2022-2024 was approved, with the purpose of articulating risk reduction and preparation activities to reduce the population’s vulnerability to frost and cold, in the framework of the competencies of each intervening entity and consolidating the efforts of the National Government aimed at intervening in critical areas (high Andes and jungle).

The objective is to reduce the vulnerability of people in the face of exposure to frost and cold phenomena through the articulated actions of the State and the design and implementation of strategies for risk reduction and preparation, in prioritized territories, that contribute to protect the life and physical integrity of the population, as well as their livelihoods.

The Vice Ministry of Territorial Governance of the PCM is in charge of monitoring and carrying out the respective follow-up of the fulfillment of the commitments and goals set by each sector. Likewise, to evaluate jointly with the General Budget Directorate (GGPP) of the MEF and the sectors involved the implementation of each of the activities.

Within the framework of the Plan, during the year 2022, more than 4,800 thermally conditioned safe homes have been delivered by the MVCS. More than 13,000 safe water kits and more than 8,000 improved kitchens have been delivered by Foncodes.

Vaccination against pneumococcus and influenza is also being carried out, with more than 700,000 vaccines scheduled for the year 2022, of which more than 130,000 have been applied. Additionally, 2,900 sheds will be implemented by Midagri, in addition to the installation of improved pastures.
