“Con relación a la huelga de transporte, que se ha acatado de manera parcial y especialmente en el sur del país, en estos momentos el viceministro de Transportes se encuentra en Arequipa dialogando con los transportistas y esperamos una pronta solución”, indicó el jefe del Gabinete Ministerial en conferencia de prensa tras la sesión del Consejo de Ministros.
Torres Vásquez enfatizó que, a la fecha, el Ejecutivo ha cumplido los acuerdos alcanzados anteriormente con los demás gremios del sector transporte. “Hay que tener en cuenta que se ha incrementado la devolución del Impuesto Selectivo al Consumo del 53% al 70%, hasta el 31 de diciembre del 2025”, puntualizó.
FERTILIZANTES LLEGARÁN PARA CAMPAÑA AGRÍCOLA 2022-2023
De otro lado, como parte de las acciones que impulsa el Ejecutivo para garantizar la producción agrícola, el titular de la PCM informó que se está agilizando la adquisición de urea, la distribución del guano de isla y de semillas. “Hemos detectado en algunas localidades que los agricultores necesitan semillas y tienen dificultades para adquirirlas. Para ello, estamos trabajando con el Ministerio de Desarrollo Agrario y Riego para facilitar su adquisición y distribución”, añadió.
Con relación a la adquisición de urea, el titular de Midagri, Andrés Alencastre, aseguró que este fertilizante llegará para la campaña agrícola, en fase de fertilización, que empieza en agosto del 2022. Asimismo, enfatizó que el proceso de adquisición de urea se lleva a cabo con la participación de todos los observadores y atendiendo todos los requisitos establecidos.
“Al momento se tienen identificados 5 iniciativas de interés que pertenecen a 5 países distintos. Ello nos permitirá definir en julio a los proveedores internacionales y sus cronogramas de entrega para que la urea llegue a todos los sitios que se ha determinado, según el padrón de productores y dentro del Decreto de Urgencia 013-2022”, informó Alencastre.
Respecto al guano de la isla, señaló que se tiene un cronograma de entregas con las toneladas y los números de sacos para cada una de las localidades. “Con ello podemos afirmar que la urea y el guano de isla llegarán a sus destinos para la campaña 2022 – 2023”, aseguró.
ABASTECIMIENTO DE COMBUSTIBLE ESTÁ GARANTIZADO
El titular de la PCM descartó que vaya a existir desabastecimiento de combustibles y manifestó que la distribución de este se encuentra en proceso. “Ahora solamente se espera que los camiones cisterna que transportan el combustible lleguen al lugar de destino y hagan la descarga correspondiente”, indicó.
Por su parte, la ministra de Energía y Minas, Alessandra Herrera Jara precisó que el oleaje anómalo de los últimos días ocasionó el cierre de algunos puertos. No obstante, enfatizó que estos ya se encuentran abiertos. “Estamos hablando de que, en un plazo de 24 horas o 48 horas a más tardar, el abastecimiento estará completo a nivel nacional” agregó.
APRUEBAN PROYECTO DE LEY PARA DESTRABE DE OBRAS
Aníbal Torres Vásquez anunció la aprobación del proyecto de ley para incluir una cláusula en los futuros contratos del Estado, a fin facilitar su resolución inmediata cuando los concesionarios incumplan obligaciones específicas.
“El proyecto de ley aprobado busca incluir una cláusula en los contratos del Estado que establezca que el incumplimiento de obligaciones de los concesionarios, señalados con toda precisión, dé lugar a la resolución automática del contrato, sin tener que recurrir al arbitraje o al Poder Judicial”, indicó el jefe del Gabinete Ministerial.
El titular de la Presidencia del Consejo de Ministros explicó que la regulación que se impulsa está dirigida a los contratos que celebren en el futuro, luego de que este proyecto de ley sea aprobado en el Congreso.
Por su parte, el ministro de Transportes y Comunicaciones, Juan Barranzuela Quiroga, añadió que el proyecto de ley está orientado al destrabe de inversiones, lo que impactará de manera positiva en el sector que lidera y que tiene a su cargo el paquete más grande de inversión.
