“Me retiro del cargo después de haber servido conjuntamente con usted, a nuestra patria, especialmente al pueblo más postergado y olvidado”:
“Hoy me toca regresar a las aulas universitarias junto a mis alumnos y alumnas, y retomar lo que más extrañaba: la investigación jurídica”.
“Le deseo a usted señor Presidente, amigo presidente, el mejor de los éxitos en su gestión”.
Concluye la misiva del aún premier Aníbal Torres Vásquez, de ser aceptada esta dimisión, con ello se origina la crisis total del gabinete ministerial, con lo cual el presidente de la república Pedro Castillo Terrones, conformaría un nuevo gabinete ministerial.
