Premier Aníbal Torres: “Por primera vez en la historia del Perú, un Gobierno ha logrado una verdadera descentralización del presupuesto nacional”

“En este primer año de gestión del presidente de la República, Pedro Castillo, se han hecho transferencias de recursos por S/ 8,000 millones a los gobiernos regionales y más o menos S/ 25,000 millones a los gobiernos locales, para la ejecución de obras de saneamiento, de agua, desagüe, obras de irrigación, así como, seguridad ciudadana, entre otros”, afirmó el premier.

Nunca se ha hecho eso en la historia de nuestro país, eso es una descentralización del presupuesto, en ese sentido, invoco a los gobiernos regionales y locales para que ejecuten esos recursos con celeridad y sin corrupción, puntualizó.

“La ejecución del presupuesto no se puede retardar, a las autoridades les he expresado que ese dinero es de todos los peruanos y peruanas, que se debe invertir rápidamente, porque es así como se van a generar puestos de trabajo y permitirá también atraer más inversión, especialmente la privada que es la que crea mayor empleo en el país”, remarcó.

Para este propósito, el titular de la Presidencia del Consejo de Ministros (PCM) también hizo un llamado al Congreso de la República a trabajar en conjunto para destrabar obras de inversión a nivel nacional, para que de esta manera se reactive la economía del Perú en favor de la ciudadanía, en especial, de la población más vulnerable.

“Hemos presentado un proyecto de ley al Congreso para destrabar todas aquellas obras que están paralizadas como consecuencia de la corrupción. Quiero invocar al Parlamento para que trate estas iniciativas legislativas con prioridad para reactivar económicamente al país”, manifestó el premier en entrevista a TV Perú.

Asimismo, indicó que el Poder Ejecutivo ha presentado una iniciativa adicional que establece que se incluya en los contratos del Estado los proyectos de los concesionarios que incumplen en ejecutarlos. “El contrato se resuelve de pleno derecho, sin arbitraje ni participación del Poder Judicial, es decir, se liquida la obra y se continúa con ella independientemente de un proceso judicial o arbitral”, precisó.

Por ello, indicó que es necesario que ambos poderes del Estado dialoguen y concreten medidas por el bien de los peruanos y peruanas que más lo necesitan. “Es momento de ponernos de acuerdo”, enfatizó.

“El Ejecutivo y el Legislativo nos necesitamos mutuamente para trabajar en bien del país. Todos los peruanos somos personas trabajadoras, realizamos nuestras actividades económicas para beneficio de nuestras familias y de la sociedad en general. Eso es gracias a que el Ejecutivo eliminó las restricciones por la cuestión de la pandemia, abrimos el mercado y este comenzó a funcionar inmediatamente”, refirió.

Destacó que la designación del nuevo ministro de Economía y Finanzas, Kurt Burneo, genera confianza en los mercados, en ese sentido, los empresarios chicos o grandes, nacionales y extranjeros, deben estar seguros de que sus inversiones están plenamente garantizadas, y los invocó a cumplir con el pago de sus impuestos.

El titular de la PCM mencionó los proyectos que viene ejecutando el Gobierno en distintos puntos del país. En ese sentido, recordó la inauguración de una represa en Candarave, en Tacna, en trabajo conjunto con la empresa privada, así como las rápidas acciones para la refacción y construcción de centros educativos a nivel nacional, a través de la Autoridad para la Reconstrucción con Cambios (ARCC).

En esa línea, mencionó que se están haciendo pequeñas represas en las partes altas para conservar las aguas que se producen en épocas de lluvia, así como construyendo carreteras, caminos que comuniquen a los agricultores con las grandes vías para conducir su producción a los mercados, y organizando a los productores para la industrialización de sus productos, por ejemplo, en la selva, con el café y el cacao.

“Dentro de los recursos que tiene el Estado, estamos destrabando grandes obras, ya se han ejecutado varios puentes, incluso con convenios entre la ARCC y las FF.AA. Estamos en proceso de destrabar Chavimochic, se está trabajando intensamente en materia de agricultura”, apuntó el jefe del Gabinete de Ministros.

EDUCACIÓN DE CALIDAD
De otro lado, enfatizó que todos los peruanos debemos entender que la primera necesidad que se tiene que atender en el país es la educación, “Estamos reflotando la educación nacional, solamente con una educación de calidad, el Perú podrá salir del subdesarrollo”, dijo el jefe de la PCM.

Señaló, además, que este gobierno ha logrado reconstruir casi la totalidad de los locales escolares, por eso es que casi la totalidad de los estudiantes han retornado a la educación presencial en el país. “Seguiremos mejorando la infraestructura de los colegios y en la construcción de nuevos centros educativos, asimismo, tenemos como meta construir un colegio emblemático en cada región”, recalcó.

QUALITY EDUCATION
