Agencia Peruana de Noticias PRENSAPERU.PE https://prensaperu.pe Twitter: @prensaperupe A fin de dar una respuesta efectiva desde el Estado al problema de la inseguridad ciudadana, en la víspera, el presidente del Consejo de Ministros, Aníbal Torres, durante la II sesión descentralizada del Consejo Nacional de Seguridad Ciudadana (Conasec), invocó al Congreso de la República a atender los proyectos de ley presentados por el Ejecutivo que buscan hacer más efectiva la lucha contra la delincuencia.

“El problema de la inseguridad ciudadana requiere de modificaciones en nuestro ordenamiento jurídico y para ello hemos presentado varios proyectos al Parlamento. Les solicitamos, de manera respetuosa, tratar este problema por ser de suma urgencia y convertir en ley los proyectos propuestos por el Gobierno”, indicó el jefe del Gabinete Ministerial tras la sesión del Conasec, que contó con la participación del presidente de la República, Pedro Castillo.

Cabe indicar que, entre los acuerdos alcanzados en el consejo, se establece la realización de gestiones ante el Congreso de la República, a fin de que acelere la promulgación de leyes “sobre la base de las propuestas presentadas por el Ejecutivo o por algunas personas naturales o jurídicas”.

El titular de la Presidencia del Consejo de Ministros (PCM) enfatizó que se requiere del fortalecimiento de las sanciones a algunos delitos como el robo de celulares y otros bienes que sufren las personas en la calle, la receptación y el prevaricato, a fin de que la justicia se administre con estricta sujeción a los hechos y las pruebas.

“El problema de la inseguridad ciudadana, que proviene de muchas décadas atrás, requiere de una reforma profunda en el sistema de justicia, es decir, de la Junta Nacional de Justicia, Ministerio Público, Tribunal Constitucional y Poder Judicial”, añadió Torres Vásquez.

INVOLUCRAMIENTO DE LA SOCIEDAD CIVIL
Durante la sesión del consejo, realizado en la Casa de la Identidad Regional de Trujillo, el presidente del Consejo de Ministros pidió a las autoridades presentes a involucrar a la ciudadanía en el fortalecimiento de la seguridad ciudadana, así como trabajar de manera articulada para responder a este problema que aqueja a la población peruana.

“Les invoco a promover la participación de la ciudadanía y fortalecer el trabajo de los comités de seguridad ciudadana, a fin de que la población reciba, de manera permanente, el acompañamiento de sus autoridades en la lucha contra la delincuencia”, indicó.

Torres señaló que depende de las autoridades trabajar articuladamente para planificar y evaluar los programas y proyectos dirigidos a fortalecer la seguridad ciudadana que incidirán directamente en la vida de todos los peruanos y peruanas.

ACUERDOS
Los participantes del Conasec también acordaron realizar el seguimiento de la malla curricular y de las escuelas de formación de los miembros del serenazgo, a nivel nacional. “La policía municipal debe colaborar con la PNP y para ello deben ser preparados para el equipamiento y uso de armas no letales. Vamos con todo contra la delincuencia, todos los peruanos”, dijo.

Asimismo, se estableció incorporar al Ministerio de la Mujer y Poblaciones Vulnerables a la red de protección al turista del Ministerio de Comercio Exterior y Turismo, y realizar una campaña para motivar a la población a realizar denuncias, a fin de garantizar su seguridad.

También se acordó hacer seguimiento a los objetivos estratégicos establecidos en el Plan Nacional de Seguridad Ciudadana 2019-2023, gestionar reunión con empresas de telefonía para abordar temas relacionados a la geolocalización y solicitar a la Secretaría de Gobierno y Transformación Digital evaluar el software para la identificación desde las cámaras de seguridad ciudadana de los municipios a nivel nacional. Además, se promoverá la materialización de lo dispuesto en el decreto supremo que establece el auxilio de las fuerzas armadas en el patrullaje que realiza la policía en las ciudades que se encuentran en emergencia.

El Conasec, cuya conducción está a cargo del presidente del Consejo de Ministros, es el máximo organismo encargado de formular, conducir y evaluar las políticas, planes y actividades en materia de seguridad ciudadana a nivel nacional.

Para esta edición estuvieron presentes los ministros del Interior, Salud, Economía y Finanzas, Educación, Mujer y Poblaciones Vulnerables, Desarrollo e Inclusión Social y Justicia y Derechos Humanos. Asimismo, participaron la fiscal de la Nación, Patricia Benavides; el gobernador regional de La Libertad, Manuel Llempén, y el alcalde de la Municipalidad Metropolitana de Lima, Miguel Romero.

También asistieron representantes del Poder Judicial, la Defensoría del Pueblo, la Asociación de Gobiernos Regionales, la Asociación de Municipalidades del Perú, los comandantes generales de la Policía Nacional del Perú y del Cuerpo General de Bomberos Voluntarios del Perú, y los presidentes del Sistema Nacional Penitenciario y del Consejo Nacional de la Prensa.

INVOLVEMENT OF CIVIL SOCIETY
During the council session, held at the Casa de la Identidad Regional de Trujillo, the president of the Council of Ministers asked the authorities present to involve citizens in strengthening citizen security, as well as to work in an articulated manner to respond to this problem that afflicts the Peruvian population.

“I call on you to promote citizen participation and strengthen the work of the citizen security committees, so that the population receives, on a permanent basis, the accompaniment of its authorities in the fight against crime,” he said.

Torres pointed out that it is up to the authorities to work jointly to plan and evaluate the programs and projects aimed at strengthening citizen security that will directly affect the lives of all Peruvians.

AGREEMENTS
Conasec participants also agreed to monitor the curriculum and training schools of the members of the serenazgo, at the national level. “The municipal police must collaborate with the PNP and for this they must be prepared for the equipment and use of non-lethal weapons. We are going with everything against crime, all Peruvians,” he said.

Likewise, it was established to incorporate the Ministry of Women and Vulnerable Populations into the tourist protection network of the Ministry of Foreign Trade and Tourism, and to carry out a campaign to motivate the population to file complaints, in order to guarantee their safety.

It was also agreed to follow up on the strategic objectives established in the National Plan for Citizen Security 2019-2023, organize a meeting with telephone companies to address issues related to geolocation and request the Ministry of Government and Digital Transformation to evaluate the software for identification. from the citizen security cameras of the municipalities at the national level. In addition, the materialization of the provisions of the supreme decree that establishes the assistance of the armed forces in the patrolling carried out by the police in the cities that are in emergency will be promoted.
