Agencia Peruana de Noticias PRENSAPERU.PE https://prensaperu.pe Twitter: @prensaperupe Las solicitudes de dispensas por no acudir a sufragar o las justificaciones por no instalar las mesas de sufragio en las Elecciones Regionales y Municipales (ERM) deben ser presentadas mediante la modalidad virtual, a fin de evitar las aglomeraciones de los ciudadanos en las distintas sedes del Jurado Nacional de Elecciones (JNE) y en las Oficinas Desconcentradas de esta institución.
El procedimiento se podrá efectuar a través del enlace https://dispensavirtual.jne.gob.pe de manera rápida y sencilla, a partir del día siguiente de la elección. Asimismo, el seguimiento del trámite estará disponible desde cualquier dispositivo electrónico (tableta, celular o PC) para que pueda realizarse desde la oficina o el hogar, desde cualquier parte del país o del extranjero.
Una vez allí los ciudadanos deberán colocar los datos de su DNI (número, código de ubigeo y grupo de votación). Luego completar la información que el sistema les solicitará y cargar todos los documentos sustentatorios escaneados y en formato PDF o imagen.
Igualmente, deben ingresar en el sistema el recibo de pago por derecho de trámite, en caso corresponda. Este pago lo pueden realizar mediante el sistema Pagalo.pe del Banco de la Nación (www.pagalo.pe), utilizando el código 01465.
El servicio estará habilitado para el ingreso de solicitudes las 24 horas del día y los siete días de la semana. Esta medida evitará el traslado físico a las sedes del JNE, la formación de filas y de aglomeraciones que pueden exponer a los usuarios al contagio de la COVID-19.
Las dispensas procederán únicamente por motivos debidamente sustentados conforme al Reglamento de Justificación y Dispensa Electoral. Entre las causales figuran: salud, viajes al extranjero por estudios o salud, desastres naturales, robo o pérdida del DNI, fallecimiento de familiar directo, discapacidad física o mental, prisión, función electoral, error en el padrón electoral, entre otros.
Para estas elecciones también se considerará la causal de grupo de riesgo por la COVID-19 (ciudadanos con más de 65 años o con enfermedades y condiciones médicas que los hacen vulnerables al COVID-19), cuyo trámite será gratuito.
El plazo máximo para resolver las solicitudes presentadas es de cinco (5) días hábiles, contados a partir del día siguiente de su presentación.

The procedure can be carried out through the link https://dispensavirtual.jne.gob.pe quickly and easily, starting the day after the election. Once there, citizens must enter their ID data (number, ubigeo code and voting group). Then complete the information that the system will request and upload all the supporting documents scanned and in PDF or image format.
Likewise, they must enter in the system the payment receipt for the processing fee, if applicable. This payment can be made through the Pagalo.pe system of the Banco de la Nación (www.pagalo.pe), using the code 01465.
The service will be enabled for the entry of requests 24 hours a day and seven days a week. This measure will prevent the physical transfer to the JNE headquarters, the formation of queues and crowds that can expose users to the spread of COVID-19.
Waivers will proceed only for duly substantiated reasons in accordance with the Electoral Justification and Waiver Regulations. The causes include: health, trips abroad for studies or health, natural disasters, theft or loss of the DNI, death of a direct family member, physical or mental disability, prison, electoral function, error in the electoral roll, among others.
For these elections, the COVID-19 risk group cause will also be considered (citizens over 65 years of age or with diseases and medical conditions that make them vulnerable to COVID-19), the process of which will be free.
The maximum term to resolve the requests presented is five (5) business days, counted from the day after its presentation.
