En una comunicación escrita dirigido al presidente del Congreso de la República, José Daniel Williams Zapata, el presidente del Consejo de Ministros Aníbal Torres Vásquez, le solicita en su condición de titular de la PCM, lo convoque a la primera oportunidad que sesione el Pleno del Congreso, a fin de plantear una cuestión de confianza, de acuerdo a los artículos 51°, 126° y 132° 133° de la Constitución Política, y los literales c) y e) del artículo 86° del Reglamento del Congreso.
Desde el inicio del presente período presidencial, hemos estado sumidos en una profunda crisis política, que no es si no el resultado de la fragilidad de nuestro sistema partidario y representativo. Esta coyuntura ha convertido en complicado llegar a los consensos necesarios para poder encausar el rumbo del país en su máximo potencial. Más aún cuando determinadas reformas legislativas ejecutadas por el parlamento han trastocado la forma de gobierno constitucionalmente reconocida.
En ese sentido el pasado 08 de abril de 2022, presentamos el Proyecto de Ley N°1704/2021-PE, “Proyecto de Ley que deroga la Ley N° 31355, Leu que desarrolla el ejercicio de la cuestión de confianza regulada en el último párrafo del artículo 132 y en el artículo 133 de la Constitución Política del Perú”
Han transcurrido siete meses desde su presentación ante el Congreso de la República y a la fecha no cuenta con dictamen de la comisión competente, El artículo 105 de la Constitución, establece el carácter prioritario que tienen las iniciativas legislativas del Ejecutivo. A pesar de ello, y de haber sido reiterada su prioridad mediante Oficio N° D000041-2022-PCM-GA, de fecha 02 de noviembre de 2022, sigue sin ser atendido. Por lo tanto, exigimos que sea exonerado del trámite en comisiones , siendo práctica parlamentaria cuando la situación lo amerita, como es el presente caso.
Esta iniciativa del Ejecutivo es neurálgica a fin de generar condiciones objetivas que nos permitan entrar a debatir temas de fondo, con la finalidad de definir reformas sistémicas a la Constitución, como las que contiene el Proyecto de Ley N° 474-2021-PE. “Proyecto de Ley de Reforma Constitucional que fortalece la gobernabilidad y la confianza entre el Poder Ejecutivo y el Congreso de la república” el cual, hasta la fecha, tampoco ha sido priorizado por el parlamento.

In a written communication addressed to the President of the Congress of the Republic, José Daniel Williams Zapata, the President of the Council of Ministers, Aníbal Torres Vásquez, asks him, in his capacity as head of the PCM, to summon him at the first opportunity that the Plenary Session of the Congress, in order to raise a matter of trust, in accordance with articles 51, 126 and 132 of the Political Constitution, and paragraphs c) and e) of article 86 of the Congress Regulations.
Since the beginning of this presidential term, we have been submerged in a deep political crisis, which is nothing if not the result of the fragility of our partisan and representative system. This situation has made it difficult to reach the necessary consensus to be able to direct the course of the country to its maximum potential. Even more so when certain legislative reforms executed by parliament have disrupted the constitutionally recognized form of government.
In this sense, on April 8, 2022, we presented Bill No. 1704/2021-PE, “Bill Bill that repeals Law No. 31355, Leu that develops the exercise of the matter of trust regulated in the last paragraph of article 132 and in article 133 of the Political Constitution of Peru”
Seven months have elapsed since its presentation to the Congress of the Republic and to date it has not received an opinion from the competent commission. Article 105 of the Constitution establishes the priority nature of the Executive’s legislative initiatives. Despite this, and its priority having been reiterated through Official Letter No. D000041-2022-PCM-GA, dated November 2, 2022, it remains unattended. Therefore, we demand that it be exempted from the procedure in commissions, being a parliamentary practice when the situation warrants it, as is the case in this case.
This initiative of the Executive is neuralgic in order to generate objective conditions that allow us to discuss substantive issues, in order to define systemic reforms to the Constitution, such as those contained in Bill No. 474-2021-PE. “Constitutional Reform Bill that strengthens governability and trust between the Executive Branch and the Congress of the Republic” which, to date, has not been prioritized by parliament either.
