Durante ese periodo la Policía Nacional del Perú mantiene el control del orden interno, con el apoyo de las Fuerzas Armadas.
Durante el estado de emergencia quedan suspendidos los derechos constitucionales relativos a la inviolabilidad de domicilio, libertad de tránsito por el territorio nacional, libertad de reunión y libertad y seguridad personales.
Se establece también la suspensión de la vigencia de los estados de emergencia declarados en distintos departamentos del país, en los cuales la Policía Nacional del Perú se encuentra a cargo del control del orden interno.
Se precisa que la intervención de la PNP y FFAA se efectúa conforme a lo dispuesto en el DL N° 1186, Decreto Legislativo que regula el uso de la fuerza por parte de la Policía Nacional del Perú, y en el DL N° 1095, Decreto Legislativo que establece reglas de empleo y uso de la fuerza por parte de las Fuerzas Armadas en el territorio nacional.
A nivel nacional se han desencadenado actos condenables de violencia que han cobrado la vida de ocho peruanos y han dejado decenas de compatriotas heridos, incluidos efectivos policiales.
Ante este escenario de crisis, la presidenta Dina Boluarte y su Consejo de Ministros han tomado la decisión de establecer Estado de Emergencia en todo el territorio nacional, en estricta aplicación del art. 137 de la Constitución Política del Perú, al estar desarrollándose un escenario de perturbación a la paz, en donde se han producido actos que afectan de modo grave la vida social, política y económica de la nación.
El Poder Ejecutivo respeta el derecho constitucional a la protesta en el marco internacional de respeto a los derechos humanos (DDHH); sin embargo, los actos de vandalismo resultan injustificables.
La nación ha sido testigo de graves daños a la propiedad pública, privada y la afectación a la salud e integridad de peruanos inocentes. Los responsables de dichos actos deberán responder ante el sistema de justicia.
El Poder Ejecutivo destinará todo sus esfuerzos y recursos a restablecer el orden interno, teniendo como principal interés el salir de la actual polarización para lograr la paz social y la estabilidad del país.

The Executive Power respects the constitutional right to protest within the international framework of respect for human rights (DDHH); however, acts of vandalism are unjustifiable.
The nation has witnessed serious damage to public and private property and the impact on the health and integrity of innocent Peruvians. Those responsible for such acts must answer before the justice system.
The Executive Branch will dedicate all its efforts and resources to restoring internal order, having as its main interest to get out of the current polarization to achieve social peace and stability in the country.
