La ceremonia se realizó esta noche en el Salón Cáceres de Palacio de Gobierno.
Oscar José Ricardo Maúrtua de Romaña, nació en Lima el 7 de febrero de 1947, diplomático de carrera, jurista y abogado; ya se ha desempeñado anteriormente como Ministro de Relaciones Exteriores del Perú, durante los años 2005-2006.
DECLARACIONES A LA PRENSA
Luego de juramentar al cargo el canciller peruano Oscar José Ricardo Maúrtua de Romaña, declaró a los periodistas, y señaló que quiere involucrarse con muchos temas de urgencia que a todos interesan, lo que les puedo decir, es que tengo una trayectoria y lo que intento es generar confianza, eficiencia; sé que de lo de la pandemia, concretamente y toda la temática de la vacunación nos tiene preocupado, la cancillería está jugando su rol; y vamos a adoptar, reactivar y dinamizar aspectos operacionales.
En ese sentido pidió ante las interrogantes de los periodistas, que lo dejen volver a su casa, que es Torre Tagle, he trabajado tantas décadas, hasta ahora en forma vigente, por que presido la Sociedad Peruana de Derecho Internacional, osea he estado vinculado; pero requiero de algunas actualizaciones que son muy naturales, precisó el canciller Maúrtua de Romaña.
Ante el ruido político por su designación, el nuevo inquilino de Torre Tagle, precisó que él es un demócrata y que iba a hacer comentarios sobre cuestionamientos a su nombramiento como nuevo ministro de Relaciones Exteriores, muy meridianamente sostuvo que respeta todas las opiniones, tengo una trayectoria democrática y estoy sirviendo a un gobierno democrático y constitucional que está ungido por el pueblo peruano, ahi dejo las cosas, sentenció el flamante nuevo canciller del Perú.
CARRERA PROFESIONAL
Oscar José Ricardo Maúrtua de Romaña, en 1965 ingresó por concurso como empleado administrativo al Ministerio de Relaciones Exteriores del Perú. En 1966 fue secretario del doctor Fernando Shcwalb López-Aldana, representante Personal del Presidente Fernando Belaunde Terry, en la Reunión de Jefes de Estado donde se inició la Comunidad Andina de Naciones.
Posteriormente en 1967 ingresó en el primer puesto a la Academia Diplomática del Perú, obteniendo el título de licenciado en Relaciones Internacionales. Se incorporó al Servicio Diplomático en 1969, luego de sustentar la tesis “La Soberanía permanente del Estado sobre sus riquezas y recursos naturales”. Realizó estudios de postgrado en la Universidad de Oxford, la Escuela de Estudios Avanzados Internacionales de la Universidad de Johns Hopkins y el Comité Jurídico Interamericano de la Organización de los Estados Americanos.
Tres años más tarde en 1970 fue nombrado secretario en la Embajada en Estados Unidos y en 1976 elegido Presidente de la Asociación de Consejeros Comerciales, Washington D. C. En 1977 fue designado Jefe del Departamento de Política Económica Internacional de la Cancillería y en 1979 encargado de la Dirección de Asuntos Económicos, y Subdirector de la Dirección General de Planeamiento. En 1980 fue nombrado Consejero de la Embajada de Perú en el Reino de Bélgica y ante la Comunidad Económica Europea.
Ya en 1980 a 1985 fue secretario general de la presidencia de la república, durante el gobierno del arquitecto, Fernando Belaúnde Terry. Así mismo fue encargado de la Secretaria del Consejo del Consejo de Ministros en diversas ocasiones entre los años de 1980 a 1985.
Se ha desempeñado como Embajador del Perú en Canadá (1985-1988), Comisionado General del Perú ante la “Expo 86”, Vancouver – Canadá (1986), Embajador en Bolivia (1988 – 1993), Reino de Tailandia, Vietnam y Laos (1995 – 1999) y Ecuador (1999 – 2002). Ha sido Director General de Planeamiento , Director General de Asuntos Jurídicos y Asesor Jurídico (1992- 1995), Delegado ante la ESCAP (Comisión Económica y Social del Asia Pacific), Bangkok, (1994-1998). Presidente de la Comisión Nacional Multisectorial de Derecho Penal Internacional. Lima, (1993-1994).
En los años 2000, se desempeñó como Presidente de la Conferencia Ministerial de ONU sobre Migraciones (Lima 2005); Presidente de la IX Reunión de Cancilleres de la Organización del Tratado de Cooperación Amazónica (OTCA), Iquitos, 20O5. Presidente de la Primera Reunión del Perú-Consejo Empresarial de las Américas, Lima, 20O6. Director de la Academia Diplomática del Perú (2002), Subsecretario para Asuntos de América en la Cancillería (2003), Secretario de Política Exterior de la Cancillería (2004), Viceministro y Secretario General de Relaciones Exteriores (2005) , Ministro de Relaciones Exteriores del Perú (2005 – 2006) y representante de la OEA en México (2007 – 2011).

Oscar José Ricardo Maúrtua de Romaña, in 1965 he entered the Peruvian Ministry of Foreign Relations as an administrative employee.
