Serna Romano se desempeñaba hasta hoy como jefe de la Dirección Regional de Educación de Huánuco, en donde laboró por varias décadas. Además, entre los años 2014 y 2019 ocupó el cargo de especialista en el Ministerio de Educación (MINEDU).
Asimismo, fue profesor en la Universidad Nacional Hermilio Valdizán de Huánuco, en el cual ejerció la docencia hasta mayo de este año.
Cabe señalar que la designación del nuevo ministro Rosendo Serna se da luego de haberse aceptado la renuncia del ex titular del MINEDU, Carlos Gallardo.
