En el acto también participaron los integrantes del Consejo Ejecutivo del Poder Judicial, Héctor Lama More, Gustavo Álvarez Trujillo y Vicente Espinoza Santillán.

Durante la reunión, Barrios Alvarado solicitó a los presidentes de los distritos judiciales informen acerca del trabajo realizado en esta nueva etapa de la presencialidad, así como de las dificultades que se les presenten con la finalidad de buscar las soluciones adecuadas.

“Hoy los jueces se han puesto la camiseta por el Perú, y han dicho que van a trabajar de manera presencial; por ello, los saludo, pues han mostrado en este acto su vocación de servicio y, fundamentalmente, el compromiso que han asumido para impartir justicia”, anotó.

FALLOTÓN
También recordó que el 26 de noviembre se realizará una jornada extraordinaria denominada ‘Fallotón’, por lo que solicitó a jueces y juezas fijar un número significativo de expedientes para revisar ese día, y que el sentido de la resolución sea publicado en el día.

“Este programa se repetirá en el tiempo para ir haciendo planes de descarga escalonada”, precisó.

Más temprano, Barrios Alvarado en conferencia de prensa explicó a los periodistas el retorno a las labores presenciales en este poder del Estado.

“Hoy los trabajadores se reintegran de manera presencial, pero a fin de garantizar el aforo correspondiente, hemos determinado el trabajo en dos grupos, uno en la mañana y otro en la tarde”, añadió.

También dijo que se ha facultado a todos los presidentes de las cortes superiores del país, a adoptar las medidas inmediatas correspondientes, de acuerdo con las normas sanitarias del Ministerio de Salud.

Destacó que a pesar de las dificultades como la enorme carga procesal, falta de locales, infraestructura inadecuada y personal vulnerable, hay órganos jurisdiccionales que hacen enormes esfuerzos para reducir la carga procesal.

“Por ello, saludo a los jueces, juezas y personal jurisdiccional, que han acatado esta medida y han puesto el hombro para seguir adelante, y explicar a la ciudadanía que estamos en el cumplimiento de nuestra función”, anotó.

PLAN DE DESCARGA PROCESAL
Luego, la titular del Poder Judicial hizo un recorrido por las oficinas destinadas a la descarga procesal, para mostrar el trabajo que realiza el personal jurisdiccional en el marco del Plan de Descarga Procesal de la Corte Suprema.

Barrios Alvarado explicó que desde que empezó la pandemia hasta julio de este año, ingresaron aproximadamente 12 mil expedientes a la Mesa de Partes de la Corte Suprema, los mismos que no fueron registrados en los sistemas informáticos porque se tuvieron que cerrar los ambientes, ya que el personal se contagió con la COVID-19 y se tuvo que aislar los ambientes.

“Preocupados por esa situación, implementamos un Plan de Descarga, en el que los trabajadores hacen un trabajo, primero de precalificación (verifican si falta la tasa judicial, la cédula de notificación u otro); una vez que pasa esta etapa, se descose el expediente, se ingresan los datos correspondientes y se escanea”, explicó.

Destacó que el beneficio de esta actividad es la celeridad, pues todos los expedientes llegan digitalizados y en línea a los jueces de la Corte Suprema, y las firmas de las resoluciones no demoran porque se hacen de manera digital, “lo que antes demoraba días, ahora es en minutos”.

He stressed that despite the difficulties such as the enormous procedural burden, lack of premises, inadequate infrastructure and vulnerable personnel, there are jurisdictional bodies that make enormous efforts to reduce the procedural burden.

“Therefore, I greet the judges, judges and judicial personnel, who have complied with this measure and have put their shoulders to move forward, and explain to the public that we are in the fulfillment of our function,” he noted.

PROCEDURAL DISCHARGE PLAN
Then, the head of the Judiciary made a tour of the offices for the procedural discharge, to show the work carried out by the judicial personnel within the framework of the Supreme Court’s Procedural Discharge Plan.

Barrios Alvarado explained that from the beginning of the pandemic until July of this year, approximately 12 thousand files were entered in the Table of Parties of the Supreme Court, the same ones that were not registered in the computer systems because the environments had to be closed, since the staff was infected with COVID-19 and the environments had to be isolated.

“Concerned about this situation, we implement a Discharge Plan, in which the workers do a job, first of prequalification (they verify if the court fee, the notification card or another is missing); once this stage has passed, the file is unsewn, the corresponding data is entered and scanned ”, he explained.

He stressed that the benefit of this activity is speed, since all the files arrive digitized and online to the Supreme Court judges, and the signatures of the resolutions do not take long because they are done digitally, “which previously took days, now it is in minutes ”.
