El acto contó con la presencia del presidente de la República, Pedro Castillo, el premier Guido Bellido, ministros de Estado, congresistas, autoridades cusqueñas, representantes de organizaciones agrarias y de productores y la población en general.

Durante su discurso pronunciado en quechua, el jefe del gabinete ministerial exhortó al Congreso a impulsar una ley de reforma agraria, a fin de viabilizar este proceso que viene iniciando el actual gobierno.

Manifestó que esta segunda reforma agraria será respaldada con recursos e infraestructura, en vista de que sin pistas y carreteras no es viable un proceso de transformación del agro.

En otro momento, Bellido Ugarte reiteró la voluntad del gobierno de luchar frontalmente contra la corrupción y, al mismo tiempo, instó a las autoridades regionales y locales a hacer lo mismo.

Luego de su discurso en el acto de lanzamiento de la segunda reforma agraria, el titular de la PCM recibió una chakitaklla (instrumento de arado) como símbolo de este proceso de transformación del agro. Asimismo, recogió múltiples documentos con pedidos y demandas de las autoridades provinciales y distritales.

En tanto, el ministro de Desarrollo Agrario y Riego, Víctor Maita, indicó que esta reforma agraria es un proceso participativo e inclusivo y que dará una esperanza para más de dos millones de hombres y mujeres de campo.

Por su parte el presidente de la República, Pedro Castillo, afirmó que no se busca expropiar tierras ni afectar derechos, sino que el Estado esté al servicio de los agricultores. Precisó que la primera reforma agraria fue un proceso de cambio estructural y que hay una tarea pendiente porque los agricultores piden más y mejores políticas públicas, además de acceso a mejores servicios y más mercados.

También anunció que una de las primeras medidas de esta segunda reforma es la creación de un gabinete de desarrollo agrario y rural, que estará conformado por los ministerios del sector productivo y con participación de los gobiernos regionales. Asimismo, pidió la unidad de los agricultores del país y dijo que “este gobierno es respetuoso de los poderes del Estado y de los derechos del pueblo”.

Entre los miembros del gabinete que participaron de este lanzamiento se encuentran también la vicepresidenta de la República y titular del MIDIS, Dina Boluarte; de la Mujer, Anahí Durand; de Energía y Minas, Iván Merino; de Educación, Juan Cadillo; de Trabajo, Iber Maraví; de Transportes, Juan Silva; y de Relaciones Exteriores, Oscar Maurtua.

After his speech at the act of launching the second agrarian reform, the head of the PCM received a chakitaklla (plow instrument) as a symbol of this process of transformation of agriculture. Likewise, it collected multiple documents with requests and demands from the provincial and district authorities.

Meanwhile, the Minister of Agrarian Development and Irrigation, Víctor Maita, indicated that this agrarian reform is a participatory and inclusive process and that it will give hope to more than two million rural men and women.

For his part, the President of the Republic, Pedro Castillo, affirmed that it is not seeking to expropriate land or affect rights, but rather that the State is at the service of farmers. He specified that the first agrarian reform was a process of structural change and that there is a pending task because farmers ask for more and better public policies, as well as access to better services and more markets.

He also announced that one of the first measures of this second reform is the creation of an agrarian and rural development cabinet, which will be made up of the ministries of the productive sector and with the participation of regional governments. He also called for the unity of the country’s farmers and said that “this government is respectful of the powers of the State and the rights of the people.”
