Así lo informó el Ejecutivo en una conferencia para rendir cuentas sobre los avances y acuerdos alcanzados en el Consejo de Ministros realizado esta tarde.
El jefe del gabinete ministerial, Guido Bellido, destacó este logro, que fue informado por la vicepresidenta de la República y ministra de Desarrollo e Inclusión Social, Dina Boluarte. “Ya hemos llegado casi al 60% de nuestros usuarios de estos programas y el 5 de octubre se estarían iniciando el pago de 350 soles al segundo grupo de ciudadanos”, manifestó. Añadió que este grupo constituye casi el 63% de los más de 13 millones de personas a las cuales se está llegando con el bono Yanapay.
Asimismo, dijo que el próximo 18 de octubre se hará entrega de este subsidio al tercer grupo de beneficiarios; es decir, a los ciudadanos de las comunidades rurales, quienes podrán acceder al bono a través de los carritos pagadores o acercándose a con su DNI al Banco de la Nación o a las sedes de alguno de los 17 bancos privados y cajas rurales que colaboran con este proceso. Señaló también que la entrega del bono para el cuarto grupo, aquellos ciudadanos que no tienen cuenta bancaria ni celular a su nombre, empezará el 17 de diciembre.
Por otra parte, informó que 120 personas han solicitado devolver el bono Yanapay, debido a que ya se encuentran trabajando y han reactivado su economía. Para esos casos, indicó, se ha habilitado la plataforma casos.yanapay.gob.pe. Asimismo, recalcó que la página web oficial del bono es www.yanapay.gob.pe. También se puede solicitar información llamando a la línea 101, desde las 7:30 a.m. hasta las 9:30 p.m.
PLATAFORMA EN IDIOMA QUECHUA Y APOYO A ALCALDESAS
Por otra parte, el primer ministro informó que se ha aprobado el lanzamiento de una plataforma nacional de formación complementaria virtual, a través de la cual se fortalecerá el aprendizaje del idioma quechua en las entidades estatales, en convenio con la universidad San Antonio Abad, del Cusco. Indicó que, posteriormente, esta iniciativa será ampliada para el aprendizaje de otros idiomas, como el aimara, para que el país pueda consolidar su identidad cultural.
De otro lado, también dio a conocer que la Presidencia del Consejo de Ministros y el Ministerio de la Mujer están consolidando la instalación de una oficina de seguimiento y canalización de proyectos para las 100 alcaldesas provinciales y distritales del país.
SEGUNDA REFORMA AGRARIA
El premier Guido Bellido anunció también el lanzamiento de la segunda reforma agraria, que se llevará a cabo el próximo domingo 3 de octubre en el complejo arquitectónico de Sacsayhuaman, en la ciudad del Cusco.
Al respecto, el ministro de Desarrollo Agrario y Riego, Víctor Maita, dio a conocer que se ha aprobado una resolución ministerial que crea un grupo de trabajo para encaminar esta iniciativa.
Señaló que, como parte de esta propuesta, ya se han aprobado leyes importantes como la Ley de industrialización del agro y la Ley que perfecciona las cooperativas agrarias. “Consideramos que la industrialización del agro y el cooperativismo son los pilares centrales de esta segunda reforma agraria”, subrayó.
También informó que en este lanzamiento estarán presentes el presidente de la República, Pedro Castillo, entre otras autoridades del Ejecutivo, así como del Parlamento, gobiernos regionales, municipalidades y dirigentes de gremios nacionales.
NO SE HAN REPORTADO FALLECIDOS POR COVID EN LIMA
El ministro de Salud, Hernando Cevallos, resaltó que no se haya reportado fallecidos por COVID-19 en Lima el último lunes; sin embargo, indicó que se sigue incrementando la cifra de pacientes contagiados con la variante delta, cuya prevalencia en el país ya llega al 61%.
“Que no tengamos pacientes fallecidos es una gran noticia pues significa que es un resultado del ritmo de vacunación que hemos llevado los dos últimos meses”, dijo para luego destacar que ahora en el Perú existen 10 millones 400 mil peruanos correctamente vacunados con las dos dosis. En ese sentido, manifestó que el sector continuará con la estrategia de los vacunafest y con el desplazamiento de brigadas del Ministerio de Salud a todo el país. No obstante, dijo, se tiene que seguir trabajando en cerrar la brecha de vacunación. “No podemos tener personas solo con una dosis”, expresó.
Del mismo modo, informó que un grupo de provincias en el país ha sido declarado en emergencia ante el peligro del dengue, como medida de prevención, pues se han detectado pequeños brotes.
EN EL SECTOR JUSTICIA
En tanto, el ministro de Justicia y Derechos Humanos, Aníbal Torres, informó que en el Consejo de Ministros de hoy se acordó el desestimiento de la demanda de inconstitucionalidad presentadas por el anterior Gobierno, en contra de la Ley 31131, que elimina el sistema CAS, y contra la Ley 31188, Ley de negociación colectiva en el sector estatal. Aclaró, que este desestimiento se ha presentado a pesar de conocerse que el artículo 104 del Código Procesal Constitucional, establece expresamente que una vez interpuesta una demanda de inconstitucionalidad, esta termina solamente mediante una sentencia.
Tras informar sobre la construcción de un nuevo penal en el distrito de Colquepata, provincia de Paucartambo en Cusco, Torres dio a conocer el acuerdo del Consejo de Ministros para la ampliación de la extradición del expresidente Alberto Fujimori para que sea juzgado por delitos distintos por los que ya fue sentenciado. En cuanto a la extradición del expresidente Alejandro Toledo, el ministro dijo que el magistrado estadounidense Thomas Hixson demostró en audiencia que tenía pleno conocimiento de que había existido una colusión entre Toledo y Odebrecht para recibir una coima de US$ 34 millones.
